    Abstract: "This paper develops a political-economy model of price regulation. Firms' lobbying activity for a given regulatory status might generate a simultaneity problem between the effects and the determinants of regulatory decisions. We explicitly model this two way causality, and empirically test our model in the U.S. mobile telecommunications industry. We find support for our approach: Regulatory choice should be considered endogenous. Accounting for the simultaneity bias, we show that regulation, whenever it actually took place, did not reduce significantly cellular tariffs. However, it would have been more effective if applied in those markets which have not been regulated. To explain this finding, we show that firms' lobbying activity on regulatory choice has been successful, so that firms were able to avoid regulation in those markets where it would have been more effective.     Abstract: "We show how differences in demand and unbalanced call flows affect considerably the pricing strategies of competing telecommunications networks and this both for competition in linear and nonlinear pricing. Differences in demand give also scope for targeted entry. If networks are close substitutes, we show that an incumbent is able to deter such targeted entry on a customer segment which tends to have a net outflow of calls, though this is harder in nonlinear than in linear pricing."     Abstract: "'Who says what to whom, through what channel and with what effect?' - damit wollte Harold Lasswell 1948 das Feld der Kommunikationswissenschaft beschreiben. In die gleiche Richtung weist das mathematische Kommunikationsmodell von Shannon und Weaver: Sie wird bei ihnen zu einem Konzept der Nachrichtentechniker, die Medien als Kanäle verstehen und über Signalgebungen und technische Informationsbegriffe grübeln. So entsteht ein naturwissenschaftlich inspiriertes Kommunikationsmodell, das in der sozialwissenschaftlichen Kommunikationswissenschaft vorherrschend wird. Es hat auch deswegen soviel Akzeptanz gefunden, weil es für die quantitative Kommunikationsforschung gut verwendbar war.     Abstract: In diesem Beitrag wird die Funktionsweise von strategischen Allianzen im Zusammenhang von "Strategie" und "operativer Umsetzung" analysiert. Hintergrund ist eine oftmals strategielastige Debatte und die Vernachlässigung operativer Aspekte in der Kooperationsliteratur. Im Mittelpunkt steht die empirische Untersuchung einer internationalen Technologieallianz im liberalisierten Telekommunikationssektor, dem Digitalfunkkonsortium. Am Beispiel der Fallstudie werden sowohl die ökonomischen und technologischen Rahmenbedingungen beschrieben, die Firmen zur Kooperation bei der Entwicklung einer Break-through-Technologie motivieren, als auch die unterschiedlichen strategischen Interessenkomplementaritäten und -divergenzen. In einem zweiten Schritt wird die Bewältigung der Allianzziele im konkreten interorganisatorischen Arbeitsprozeß beleuchtet. Untersucht werden hierbei der Prozeß und die Ergebnisse der Arbeitsteilung zwischen den Partnern sowie die Interdependenzen zwischen den Organisatio

    Abstract: "Previous research has argued that, in the mature phase of competition, telecommunications networks may use access charges as an instrument of collusion. We show that this result depends totally on the assumption of linear pricing. Though under nonlinear pricing, the access charge alters the way networks use menus of tariffs to discriminate implicitly among heterogeneous customers, profits are then independent of the access charge, or, if participation constraints are binding, are maximized by the welfare maximizing access charge. In the entry phase, networks often differ in cost structure. An access markup then affects the level playing field between networks." (author's abstract)
