    Skills mismatches are widely accepted as a factor that drags down on potential economic growth and as such require concrete policy measures both at the EU and national level. This report was prepared by the Institute for Market Economics (IME) and is dedicated to the study of skills mismatches in the EU and their effect on the competitiveness of EU businesses. It includes a comprehensive review of existing literature on the issue and outlines some of the main conclusions regarding the relation of skill mismatches to education, personal and aggregate productivity, labour market dynamics and outcomes, innovation capacity and competitiveness. The study also includes the results of a dedicated survey designed to shed further light on the causes and effects of skills mismatches from the point of view of companies. We provide further evidence of the importance of Mismatch Priority Occupations (as identified by Cedefop), as well as additional insight into potential labour market bottleneck is five reference countries (Austria, Bulgaria, Finland, Germany and Spain). Current and long-term demographic trends make skills mismatches an issue of particular acuteness - against a projected decline in the labour force and an increase in the average age, European economies cannot afford to waste human capital. We find that efforts in achieving effective VET, lifelong learning and labour intermediation practices have to be supported by general competitivenessenhancing reforms in EU economies. We estimate an EU-wide annual productivity loss of 2.14% due to existing mismatches.

    This publication focuses on a topic of critical concern for policy-makers in recent years: skill mismatch. Cedefop has been active in skill mismatch research and analysis for almost a decade now, identifying significant areas of concern and contention surrounding the issue, including clarification of key concepts. It has also engaged in original data collection and analysis, resulting in several publications. Most prominently, in spring 2014 Cedefop undertook the first European skills and jobs survey (ESJS), a large-scale primary data collection of about 49 000 adult employees in 28 EU Member States. This report summarises many of the insights gained by closer empirical scrutiny of this new European data set. We focus on skill mismatch because the economic crisis, with its mass destruction of jobs in some sectors, was associated with a significant decline in employment for individuals with lower qualifications and skills. The average duration of unemployment was extended and long-term unemployment, primarily comprising the lower-educated, expanded to a wide range of employees at all levels. In some EU countries traditional modes of production and business models have been disrupted greatly. Research revealed that these growing labour market imbalances have seeped into higher structural unemployment rates, with the consequence of exacerbated concern that skill mismatch is worsening in the EU. Shifts in skill demand and supply have been reflected in the stated inability of employers to fill their vacancies with people that have the right skills. Data repeated by several sources indicated that four in 10 EU employers said in 2013 that they have difficulty finding the right skills when recruiting. When looking to the future, further concern arises that Europe may be unprepared for the evolution of a new digitalised economic reality. For example, Cedefop's European skills forecasting model projects that by 2025 about 48% of all job opportunities in Europe will need to be filled by individuals with tertiary-level qualifications. The ESJS also shows that about 85% of all EU jobs need at least a basic digital skills level. It is visible, even to the untrained eye, that unripe technological advances, such as machine learning, big data analytics, the internet of things and advanced robotics, together with restructuring in global value chains, are reshaping the world of work as we know it today. Existing research on skill mismatch has revealed that there are sizeable differences in the magnitude and economic costs of the many different types of skill mismatch. One-size-fits-all policies are unlikely to be effective as EU countries tend to suffer from different forms of the problem but it is clear that undertaking policies to reduce skill mismatch can result in sizeable efficiency gains. A Cedefop estimate, based on the ESJS, has shown that the existing skills of the EU's workforce fall about one fifth short of what is needed for workers to carry out their jobs at their highest productivity level. This calls for concerted action to stimulate further adult learning in Europe.

    This report offers policy-makers in digital education evidence on how, at the national or regional level, policies can be designed and implemented to foster digital-age learning. The presented findings are the result of a mixed methodological design comprising four parts: desk-research on digital education policy, the identification of national and regional policies worldwide, six in-depth case studies, and an expert workshop. The discussion of the cases identified and studied in depth leads to the formulation of eight core-guiding principles, which can serve as a reference point for policy-makers for the design and implementation of digital education policies: 1. Follow a holistic approach targeting systemic change; 2. Establish both a long-term vision and short-term achievable goals; 3. Deploy technology as a means not an end; 4. Embrace experimentation, risk-taking and failure; 5. Consider the importance and the limits of impact assessment; 6. Involve all stakeholders in a structured dialogue; 7. Let schools and teachers have a say; 8. Build up teaching competence.

    In the aftermath of the recent economic crisis, large-scale long-term unemployment remains a major challenge for Public Employment Services in Europe. One way to tackle this issue is to find effective ways in which the onset of a prolonged spell of joblessness can be prevented. In light of this, the European Pillar of Social Rights as adopted on 26 April 2017 sets out a general right to timely and tailor-made assistance to improve employment or self-employment prospects, including the right to receive support for job search, training and re-qualification. For the unemployed, the Pillar sets out the right to personalised, continuous and consistent support as well the right to adequate support from public employment services. The objective of this study is to explore the potential gains of 'timely and tailor-made support to improve employment prospects (including preventive interventions)'. In other words, we investigate the rationale for providing services and interventions to jobseekers which most adequately address their potential employment barriers to find a job and doing this as early as possible. More specifically, we scrutinize the effectiveness and cost efficiency of a potential intensified support package which can be composed of (a) access to services and measures prior to registering as unemployed for those at risk of job-loss; (b) intensive counselling in the early stages of an unemployment spell; and (c) referral to training programmes and supportive active measures shortly after registering as unemployed.

    The aim of this report is to shed light on the contribution of the European Social Fund (ESF) to Social Innovation (SI) in the programming period. This includes how social innovation has been integrated into ESF programming and implemented. A second goal is to assess how SI contributes to the effective implementation of the policies in the ESF's scope. The interest for social innovation is related to several socio-economic factors such as the economic and social crisis, the ageing of the population, fierce global competition, migration, and youth unemployment. Thus, as foreseen in the ESF regulation, testing and evaluating innovative solutions before scaling them up is instrumental in improving the efficiency of policies and thus justifies specific support from the ESF. Yet, despite that the relevance of social innovation in contemporary society is widely acknowledged, the conceptual boundaries of what constitutes Social innovation have not yet been fully defined. This report contributes to a better understanding of SI by providing a conceptual framework for SI, based on the existing literature and the expertise and knowledge of a set of key actors consulted. This SI conceptual framework gathers a set of building blocks, dimensions and elements that should be present in SI initiatives to different degrees, depending on the more or less strict approach to SI adopted. To this end an operational matrix has been constructed on the basis of the conceptual framework that has allowed us to gauge the mapping of SI actions of the 187 ESF OPs as regards these dimensions and elements and their interactions. The study has analysed various complementary sources of information: available quantitative indicators (financial and performance indicators), mapping of actions through the screening of Annual Implementation Reports (AIRs)/ Operational Programmes (OPs), semi-structured interviews with a selection of EC officials and an E-Survey of managing authorities have been conducted to gather more in-depth insights on programming choices and processes. Additionally, six case studies have been carried out in Belgium (Flanders), Germany, Italy, Poland, Portugal and Sweden, ensuring both geographic and types of region coverage and adequate representativeness of the different level of "maturity" in SI and in managing the European Social Fund. The study gathered and systematized these various sources of information so as to analyse to what extent and how do ESF OPs address SI, as defined in the conceptual framework. In so doing, different patterns of SI intervention have been identified; the financial resources and the intended and actual outcomes and results quantified; the success factors for SI activities pinpointed and a series of recommendations highlighted.

    This report details Cedefop's first cross-nation study of apprenticeships in the European Union. The point of departure for the study is what countries define and offer as apprenticeship training. It then applies a purposive approach to identifying the changes that apprenticeships are undergoing in practice, based on their design characteristics. Largely based on data collected in 2016, the study includes mapping of apprenticeship schemes with a stable/valid legal basis at system level, or mainstream schemes, in the EU Member States, Iceland and Norway; it identifies and analyses the different purposes and functions associated with the schemes, and investigates whether and how they differ in terms of organisation. This report indicates the fundamental differences among apprenticeships in Europe that account for the absence of a shared understanding of the concept of apprenticeship. The design of apprenticeship schemes seems to respond to two different and evolving purposes and functions of apprenticeship, the analysis of which may bring new insights into EU- and national-level policy debates.

    When employees leave an organisation, they take their human capital with them. They also take with them any investment that the training organisation may have done to enhance their human capital, both in terms of firm-specific and general skills. Employee turnover is the main cause of the under-provision of training in organisations. However, the returns on organisational investments in human capital are also jeopardised by the under-utilisation of skills. This happens when employees withhold work effort and display forms of organisational withdrawal (quiet quitting). Turnover can be regarded as an extreme manifestation of quiet quitting. Organisations vary in their reliance on human capital for their success; this heterogeneity affects turnover, too, while those relying on human capital for their success encourage workers to draw on their skills (and discourage quiet quitting). The encouragement to perform serves to turn the human capital of individual workers into an organisational resource. The inducements offered to support performance decrease the likelihood of quiet quitting, and turnover. Turnover is a threat to the returns on organisational investments in human capital. However, the threat is less acute in organisations relying on human capital for their success.

    The shift of employment towards sectors driving the twin (green and digital) transition, alongside longterm demographic trends and geo-political shocks, will influence all professions and sectors, affecting skill requirements. Apart from green and technical skills, transversal and social skills, enabling people to actively participate in social life and adapt to the complex, changing environment must also be reflected in education and training provisions at all levels. However, there are still visible skills inequalities in European society resulting from diverse factors contributing to uneven skills acquisition. The divide exists between those better educated, with relatively secure professional positions cumulatively increasing their advantage through additional educational investments during their life, and those missing out on education, whose hindered access to skills leads to skills poverty. Apart from addressing demand, skills programming should focus more on training disadvantaged groups, including by adapting to their needs where necessary, to ensure nobody is left behind in the ongoing transitions. This study extensively explores (based on qualitative and quantitative analysis) what determinants of unique circumstances of vulnerability most affect access to skills, identifying characteristics conducive to skills poverty. Concrete illustrations from country-based case studies help scrutinize the imperative task of designing inclusive upskilling and reskilling practices.

    The network of Higher Education Reform Experts (HEREs) was established in 2007, in the beginning of the Tempus IV programme. The main aim of the network of HEREs is to promote the modernisation of higher education in Partner Countries surrounding the EU. The network is composed of individual higher education experts that are selected by their national authorities in cooperation with the National Erasmus+ Offices (NEOs) in 25 Partner countries : Western Balkans (Albania, Bosnia and Herzegovina, Kosovo , Montenegro; Serbia); Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan; Turkmenistan, Uzbekistan); Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine); the Russian Federation; South- Mediterranean countries (Algeria, Egypt, Israel, Jordan, Lebanon, Palestine , Syria, Tunisia). The HEREs act as promoters of higher education reforms by organising information and training events, providing advice to national authorities, drafting publications, etc. In order to enhance the expertise of the network, regular training activities have been organised since the beginning of the scheme by the European Commission and EACEA, with the support of a service provider. The framework of the HERE activities are outlined in more detail in the Terms of Reference at the end of this report.

    This study seeks to assess the complementarity of education and use of use of agricultural inputs-improved seeds, fertilizers, access to credit facilities (loans)), and the incremental effects of education on intermediate to longer-term economic outcomes (consumption expenditure and poverty) among smallholder farmers in four countries in SSA Africa (Ethiopia, Malawi, Nigeria and Tanzania). We apply a multinomial endogenous treatment model with education as our "treatment" variable (variable of interest) with four possible levels (no-schooling, primary, secondary, post-secondary). The empirical model jointly estimates "treatment" and selection effects and by this corrects for selection into one or the other education level. Using nationally representative LSMS panel data allows us to comprehensively assess the impact of education on the outcome variables. Overall results suggest that higher education (secondary and post-secondary level) significantly increases the use of improved seed varieties and fertilizers, access to credit services, and per capita consumption expenditure and consequently reduces household poverty. Specifically, findings suggests that post primary education (secondary and post-secondary levels) is by far the most important factor in use of productive inputs than mere introductory literacy and primary learning. For instance, having completed post-secondary education - compared to secondary level of education - increases access to credit services by 49% in Ethiopia, 41% in Nigeria and a whopping 126% in Tanzania. Similarly, completing secondary level of education (compared to primary level) would increase log per capita consumption expenditure by 14% in Ethiopia, 22% Malawi, 9% in Nigeria and 21% in Tanzania but completing tertiary level would further increase household per capita consumption expenditure by about 14% in Ethiopia, 20% in Malawi, 15% in Nigeria, and 45% in Tanzania. These findings augment the conclusion that schooling have positive impacts for the farmers and their households' well-being. Our findings are of policy relevance to most SSA countries currently grappling with rising urbanization, high youth unemployment, and acute skills shortage.

    This short description contributes to better understanding of vocational education and training (VET) in Portugal, by providing insight into its distinctive features and highlighting system developments and current challenges. VET in Portugal offers a wide range of programmes, flexible in type and duration. Promoting equal opportunities and supporting the integration of vulnerable groups are main features of the system. Some 40% of learners in secondary education undertake a VET programme. The national qualifications system has reorganised VET into a single system in which programmes lead to a double certification. VET for adults is an integral part of the national qualification system, having education and training programmes for adults and recognition and validation of prior learning as key elements. Responding to the challenges posed by the Covid-19 pandemic, Portugal has increased its focus on revitalising adult learning by supporting both the up- and reskilling of adults and the transition towards a digital economy.

    This short description contributes to better understanding of vocational education and training (VET) in Finland by providing insight into its main features and highlighting system developments and current challenges. Finnish VET is highly regarded: 90% of Finns think it offers high-quality learning and 40% enrol in VET after basic education. The reasons include qualified and competent teaching, flexible qualifications, strong employment prospects and eligibility for further studies. VET flexibility is one of the Finnish system's greatest strengths. Personal development plans are created for each learner at the beginning of studies. Learners study only what they do not yet know; the more they know, the shorter their studies. VET study can start at any time, depending on provider arrangements. The system is undergoing significant change. The 2018 reform is increasing the share of performance and effectiveness funding: these are to be based on the number of completed qualifications, on learners' access to employment or pursuit of further education, and on feedback from both learners and the labour market.

    This paper undertakes a meta study on informal apprenticeship in developing countries. It discusses the features and practices of informal apprenticeship systems, their responsiveness to rights at work, and the effectiveness of such systems along criteria such as dropouts, training quality, and transitions to employment. The analysis is complemented by a selected number of country case studies that describe and assess the policies and programmes that were introduced during past years to strengthen and upgrade apprenticeship systems in the informal economy. The findings aim to improve understanding of this complex, heterogenous, yet self-sustained training system in the informal economy for evidence-based discussions and policy dialogue between ILO constituents and beyond.

    This study aims to enhance the understanding of the planned and implemented use of Technical Assistance (TA) at the initiative of Member States during the 2014-2020 period. It provides a quantitative overview of TA budget for the EU28 as a whole, for groups of Member States and for categories of TA expenditure. It presents a detailed assessment of TA budget for selected OPs, analysing the thematic allocation of budget according to an original reclassification of expenditure. It provides examples of transferrable practices of use of TA resources for administrative capacity building, and the identification of internal and external factors influencing the effectiveness of capacity-building initiatives. The study finds that effective use of TA for administrative capacity building depends on the existence of well-founded, coherent and forward-looking strategies, and on good governance (based on leadership, coordination and stakeholder involvement) underpinned by a learning culture. Recommendations for 2021-2027 relate to: (a) the development of administrative capacity building roadmaps, with TA used for a wider set of capacity building activities; (b) support for the entire 'ecosystem' of ESIF management and implementation; (c) the development of learning strategies for administrative capacity building; and (d) coherent management of administrative capacity building at EU level, whereby the support provided for administrative capacity building through TA should be coordinated with wider public service administrative reforms.

    This paper analyzes the effect of alternative transition paths after grade 9 of German lower secondary school on vocational training. Using a selection-on-observables approach I show that a delayed transition into vocational training after lower track secondary school is not a disadvantage conditional on a successful transition into vocational training. Students benefit from continuing general schooling or attending vocational school compared to transitioning directly with regard to wages paid during vocational training as well as average wages, prestige, and socioeconomic status of the training occupation. This comes at the cost of a lower probability to match the training occupation with the reported desired occupation and being less satisfied with the vocational training. Participation in pre-vocational training does not lead to a different type of vocational training position than after a direct transition. However, those participants are less satisfied with their vocational training.

    This paper presents evidence on the short and long-term impact of the first COVID-19 wave on India's rural youth. We interviewed about 2,000 vocational trainees from Bihar and Jharkhand between March 2020 and March 2021. We report a stark difference between men and women: while many male workers took up informal employment, most female workers dropped out of the labour force. Using a randomised experiment, we find that a government supported digital job platform does not increase job search or employment. Our findings suggest that bridging the gap between rural youths and urban formal labour markets requires much more active and targeted policy interventions, especially for female workers.

    The EU member states in Central and Eastern Europe (EU-CEE) have been experiencing increasing labour shortages, which only briefly subsided in the wake of the COVID-19 pandemic. Ongoing demographic decline suggests that labour shortages will only get stronger over time. As a result, the bargaining power of labour has increased, wages have been generally rising ahead of labour productivity, and industrial action (strikes) - the level of which has remained low in recent decades - has emerged in some instances. In the face of labour and skill shortages, people have been investing in education. The share of employees with tertiary education has increased, and vocational training has gained in importance, although active labour market policies have been used only selectively. Employers have increasingly been investing in fixed assets, especially in manufacturing, and the degree of robotisation has risen strongly. Despite domestic concerns that automation would generate massive job losses, our findings suggest that capital deepening has taken place faster where labour was in higher demand. Thus, labour was not substituted with capital, but rather the complementary effect prevailed. Employment actually increased in EU-CEE over the past two decades - despite the shrinking working-age population. Employers could hire not only the formerly unemployed, but also the formerly inactive, and used the relaxed immigration policies to attract foreign workers, especially from Ukraine and the Western Balkans. Czechia, Hungary, Slovenia and Slovakia and most recently Poland have become net receivers of migrants, while in Bulgaria immigration largely compensates for the natives who go abroad. However, immigration from non-European countries as a general solution to the problem of labour shortages in the region is highly problematic in the current domestic political context. Overall, both our findings for the EU-CEE region over recent years and the experience of Western Europe during the 'golden age' (1950- 1973) suggest that labour shortages are not in themselves an obstacle to rapid structural change and income growth. However, for such an economic model to be sustainable, more active government policies will be needed, such as greater public investment in education and training, higher minimum wages in order to encourage automation, and more extensive welfare networks in order to deal with the possible negative short-run side-effects of automation.

    Irregular migration from West Africa to Europe across the Sahara and Mediterranean is extremely risky for migrants and a key policy concern. A cluster-randomized experiment with 3,641 young men from 391 settlements in The Gambia is used to test three approaches to reducing risky migration: providing better information and testimonials about the risks of the journey, facilitating migration to a safer destination by providing information and assistance for migration to Dakar, and offering vocational skill training to enhance domestic employment opportunities. Current migration to Senegal was increased by both the Dakar facilitation and vocational training treatments, partially crowding out internal migration. The vocational training treatment reduced intentions to migrate the backway and the number of steps taken toward moving. However, the backway migration rate from The Gambia collapsed, even in the control group, resulting in no space for a treatment effect on irregular migration from any of the three interventions.
