    El Instituto de Investigación Económica Aplicada (Ipea) y la Comisión Económica para América Latina y el Caribe (CEPAL) desarollaron, en 2019, una investigación comparativa buscando caracterizar y analizar las condiciones de gobernanza metropolitana en países del subcontinente latinoamericano, abarcando países federativos y países unitarios. América Latina constituye una de las regiones de más elevado grado de urbanización en el mundo, y el surgimiento de ciudades de más de millón de habitantes se ha acelerado en las últimas décadas, trayendo retos para el desarrollo urbano-metropolitano. La investigación, llevada a cabo con el apoyo de consultores contratados por la CEPAL, ha permitido identificar el estado del arte de la gobernanza metropolitana en la región, contribuyendo a la reflexión sobre el diseño, monitoreo y evaluación de políticas públicas en sus espacios metropolitanos. Es un documento de referencia para los académicos de esta área y una fuente de consulta imprescindible para los administradores públicos.

    Seit biblischen Zeiten sind Städte wie Sodom und Gomorrha, wie Babel und Jerusalem Städte der Lust und der Sehnsucht, aber auch der Widersätzlichkeit und des Abfalls von Gott. Ihre Ambivalenz macht sie zu Metaphern des Untergangs, aber auch der Verheißung: Was die einen als Kloake schmähten, haben andere als faszinierenden 'big apple' beschrieben. Im Zuge der Eindunkelung unseres zivilisatorischen Hochmuts, nicht zuletzt nach den Erfahrungen der Pandemie, setzt sich die Tendenz fort, Städte als Nicht-Orte, als tote Städte oder Geisterstädte zu imaginieren – oder mit dem Entwurf von 'Smartcities' oder 'Megacities' einen futuristischen Optimismus zu beleben. In den Beiträgen des Bandes geht es nicht so sehr darum, wie Literatur, Film und andere Künste sowie Philosophie und Soziologie auf Wirklichkeit reagieren, sondern umgekehrt auch um die Frage, was zumal Film und Literatur der Wirklichkeit zu geben haben, wie sie Brandsatze in eingefahrenen Deutungs- und Denkmustern zünden und wie sie aus der Erfahrung einer dürftigen Realität heraus Fantasien eines anderen, vielleicht besseren Lebens in anderen Städten zum Leuchten bringen.

    The pandemic triggered a large, lasting shift to work from home (WFH). To study this shift, we survey full-time workers who finished primary school in 27 countries as of mid 2021 and early 2022. Our cross-country comparisons control for age, gender, education, and industry and treat the U.S. mean as the baseline. We find, first, that WFH averages 1.5 days per week in our sample, ranging widely across countries. Second, employers plan an average of 0.7 WFH days per week after the pandemic, but workers want 1.7 days. Third, employees value the option to WFH 2-3 days per week at 5 percent of pay, on average, with higher valuations for women, people with children and those with longer commutes. Fourth, most employees were favorably surprised by their WFH productivity during the pandemic. Fifth, looking across individuals, employer plans for WFH levels after the pandemic rise strongly with WFH productivity surprises during the pandemic. Sixth, looking across countries, planned WFH levels rise with the cumulative stringency of government-mandated lockdowns during the pandemic. We draw on these results to explain the big shift to WFH and to consider some implications for workers, organization, cities, and the pace of innovation.

    En el suroccidente colombiano, y en particular entre el norte del Cauca y el sur del Valle, incluyendo el municipio de Buenaventura, con Santiago de Cali como el principal epicentro urbano, se encuentra un amplío entramado de relaciones sociales y vínculos rurales-urbanos que se han consolidado en la región a través de una historia común y un desarrollo socioeconómico y cultural compartido, los cuales conforman un importante tejido territorial. Con un fuerte componente racial en su composición demográfica, este es uno de los territorios de mayor diversidad cultural del país, que se enriquece con expresiones de gran importancia, como las músicas negras andinas en interacción con la música indígena y campesina mestiza andina alrededor de los violines caucanos o violines negros, representativos de las comunidades afro caucanas y del sur del Valle. El presente texto hace visible el tejido territorial de la música nortecaucana, con sus agrupaciones de violines caucanos que se han fortalecido gracias al impulso del Festival de Música del Pacífico Petronio Álvarez, cuyo epicentro de realización cada año es Santiago de Cali.     The development of several policies and research projects rely on data on the population socioeconomic characteristics and on the spatial distribution of economic activities and public services. Nonetheless, these data in Brazil are often difficult to access, require large computational power to process or come in different spatial resolutions. This study introduces the sociodemographic and landuse data set created in the Access to Opportunities Project, and describes in detail the methods used to create it. This data set consists in a hexagonal grid of high spatial resolution (area 0.11 km2) that aggregates information on the spatial distribution of the population (by age, sex, income and race), jobs and public services including schools (early childhood, primary and high school), public health services (low, medium and high complexity medical care) and referral centers for social assistance services. This edition of the data set covers the twenty largest cities in Brazil. The data is made publicly available by Ipea through the Access to Opportunities Project website and through the R package aopdata. We hope this work will help researchers and policy makers to more easily access high-quality data and use it in the decision-making processes involved in research and policy planning.

    We examine the role of universities in knowledge production and industrial change using historical evidence. Political shocks led to a profound pro-science shift in German universities around 1800. To study the consequences, we construct novel microdata. We find that invention and manufacturing developed similarly in cities closer to and farther from universities in the 1700s and shifted towards universities and accelerated in the early 1800s. The shift in manufacturing was strongest in new and high knowledge industries. After 1800, the adoption of mechanized technology and the number and share of firms winning international awards for innovation were higher near universities.

    This paper studies the impact of urban density, city government efficiency, and medical resources on COVID-19 infection and death outcomes in China. We adopt a simultaneous spatial dynamic panel data model to account for (i) the simultaneity of infection and death outcomes, (ii) the spatial pattern of the transmission, (iii) the inter-temporal dynamics of the disease, and (iv) the unobserved city- and time-specific effects. We find that, while population density increases the level of infections, government efficiency significantly mitigates the negative impact of urban density. We also find that the availability of medical resources improves public health outcomes conditional on lagged infections. Moreover, there exists significant heterogeneity at different phases of the epidemiological cycle.

    One of the main goals of transportation policies is to improve the people's access to employment opportunities, public services, and amenities. For this reason, an increasing number of transportation and funding agencies have sought to incorporate accessibility studies in the planning and assessment of their transportation policies and infrastructure investments. However, there is still very limited data on urban accessibility in Brazil due to computational and methodological challenges. This study presents a comprehensive database with urban accessibility estimates created by the Access to Opportunities Project (Projeto Acesso a Oportunidades), and introduce the methods used in its development. The database consists of a spatial grid of hexagons of high spatial resolution that aggregates estimates of accessibility to jobs (low-, medium- and high-qualification) and public services, such as schools (early childhood, primary and high school), health facilities (hospital and ambulatory services of low, medium and high complexity) and reference centers for social assistance (Cras). These estimates are calculated using different accessibility indicators by transport mode (walking, cycling, public transport, and car), for different times of the day (peak and off-peak) and for different population groups according to income levels, race, gender, and age. In this edition, the database brings information for the period from 2017 to 2019 based on a single consistent methodology for the twenty largest cities in Brazil. This database is made publicly available by the Ipea through the website of the Access to Opportunities Project and through the R package aopdata. We hope this work will allow researchers and policy makers to use urban accessibility estimates to inform research as well as the planning and evaluation of public policies.

    Understanding housing affordability is key to addressing the housing problem. This study evaluates housing affordability in the Philippines using conventional approaches. It compares Residual Income Method estimates with those from the 30 percent of income standard that is commonly used as a measure of housing affordability in the country. The authors note that the 30 percent of income standard overestimates housing affordability among the poor and underestimates among those in the upper income levels relative to the Residual Income Method. In other words, the poor and low-income households are not able to afford housing priced at 30% of their income, while the middle income to rich are able to afford housing priced at more than 30% of their income. The study also shows that the structure of family (i.e., size and presence of children) affects housing affordability. A comparison of household affordability levels with the available housing supply in the formal market shows that a typical household in the Philippines experiences housing stress due to inadequate affordable housing specifically near places of work or livelihood and the low capacity to qualify for mortgage financing. This situation tends to worsen over time as the growth of residential prices surpasses the growth of incomes. Given the housing affordability problem in the country, the government must undertake reforms to prevent speculative increases in land and residential prices and to reexamine the role of the public sector in the delivery of affordable housing. The former would involve adopting a standard valuation of land and real estate properties; the effective implementation of idle land tax by all LGUs and regulation on borrowings such as financial ceilings on household debt to income ratio and other anti-speculative measures. On the other hand, government provision of affordable housing would require an overhaul of the housing subsidy programs and creation of a public housing fund to finance direct subsidies to households, public sector construction of affordable housing (for rent or ownership); and housing support in times of disaster. At the town or city level, Community Development Funds (CDFs) anchored to municipal councils should be established to support housing projects arising from urban renewal or upgrading or other urbanization challenges.

Im Zuge der Eindunkelung unseres zivilisatorischen Hochmuts, nicht zuletzt nach den Erfahrungen der Pandemie, setzt sich die Tendenz fort, Städte als Nicht-Orte, als tote Städte oder Geisterstädte zu imaginieren – oder mit dem Entwurf von 'Smartcities' oder 'Megacities' einen futuristischen Optimismus zu beleben. In den Beiträgen des Bandes geht es nicht so sehr darum, wie Literatur, Film und andere Künste sowie Philosophie und Soziologie auf Wirklichkeit reagieren, sondern umgekehrt auch um die Frage, was zumal Film und Literatur der Wirklichkeit zu geben haben, wie sie Brandsatze in eingefahrenen Deutungs- und Denkmustern zünden und wie sie aus der Erfahrung einer dürftigen Realität heraus Fantasien eines anderen, vielleicht besseren Lebens in anderen Städten zum Leuchten bringen.

    En el suroccidente colombiano, y en particular entre el norte del Cauca y el sur del Valle, incluyendo el municipio de Buenaventura, con Santiago de Cali como el principal epicentro urbano, se encuentra un amplío entramado de relaciones sociales y vínculos rurales-urbanos que se han consolidado en la región a través de una historia común y un desarrollo socioeconómico y cultural compartido, los cuales conforman un importante tejido territorial. Con un fuerte componente racial en su composición demográfica, este es uno de los territorios de mayor diversidad cultural del país, que se enriquece con expresiones de gran importancia, como las músicas negras andinas en interacción con la música indígena y campesina mestiza andina alrededor de los violines caucanos o violines negros, representativos de las comunidades afro caucanas y del sur del Valle. El presente texto hace visible el tejido territorial de la música nortecaucana, con sus agrupaciones de violines caucanos que se han fortalecido gracias al impulso del Festival de Música del Pacífico Petronio Álvarez, cuyo epicentro de realización cada año es Santiago de Cali.
