    We examine how politics and policy have affected remote-work rates in the wake of the COVID-19 pandemic. Using the Current Population Survey, American Community Survey, and the American Time Use Survey, which have several different measures of remote work, we examine how trends in remote work vary by state-level characteristics. We show that state-level measures of the length and stringency of COVID protection policies are not correlated with changes in remote work from before to after the pandemic once a measure of political partisanship (Democratic vote share in the 2020 presidential election) is included in the model. An increase in 2020 Democratic vote share of one standard deviation (about 9 percentage points) is related to an increase in the likelihood of remote work by 1-2 percentage points and the share of remote work by about 3-5 percent. These effects represent roughly 15-25% of pre-COVID means. These results are robust to the inclusion of not only a rich set of individual controls (e.g., occupational telework potential) but also several different state-level controls, including COVID policy indices, cases and deaths, vaccination rates, and economic performance indicators. We conclude that relative increases in remote work across states that are associated with a higher 2020 Democratic vote share cannot be easily explained by differences in COVID-era policies or outcomes or differences in the nature of jobs across states

    Two extraordinary U.S. labor market developments facilitated the sharp disinflation in 2022-23 without raising the unemployment rate. First, pandemic-driven infection worries and social distancing intentions caused a sizable drag on labor force participation that began to reverse in the first quarter of 2022, and perhaps earlier. As the reversal unfolded, it raised labor supply and reduced wage growth. Second, the pandemic-instigated shift to work from home (WFH) raised the amenity value of employment in many jobs and for many workers. This development lowered wage-growth pressures along the transition path to a new equilibrium with pay packages that recognized higher remote work levels and their benefits to workers. Surveys of business executives imply that the shift to WFH lowered average wage growth by two percentage points from spring 2021 to spring 2023. A direct inspection finds that average real wage growth from 2021 Q1 to 2024 Q1 in the U.S. economy was at least 3.5 to 4.4 ppts below the path suggested by pre-pandemic experience. This large shortfall in real wage growth aligns well with the interpretation of the 2022-23 disinflation offered here

    The Covid-19 pandemic has introduced huge numbers of employers and employees to remote work. How many of these newly remote jobs will go overseas? We offer a rough quantification based on two observations: 1) offshore work is trade in services, and 2) the number of telemigrants is the volume of this trade divided by the average wage. Combining these with gravity-model estimates, we can roughly predict the number of new telemigrants that would arise from lower barriers to trade in services. Telemigration seems unlikely to be transformative when it comes to the development paths of most emerging economies. The baseline service trade flows are modest, and the standard gravity model restricts modest changes to have modest impacts. There are no tipping points in structural gravity models. Finally, we propose a simple model of telemigration in which small changes can have large consequences. The key is to assume that latent comparative advantage takes a different shape than typically assumed in quantitative trade models. Given this, small changes in trade costs can generate large and asymmetric increases in the exports of service tasks from low-wage nations

    The impact of an economic shock depends both on its severity and the resilience of the economic response. Resilience can include the ability to relocate factors, for example, even when new technologies or skills are not yet at the ready. This resilience per se buffers production and has an economic value, which we estimate. The COVID-19 pandemic caused a widespread decline in recorded GDP. Yet, as catastrophic as the collapse was, it was buffered by an unprecedented and spontaneous deployment of what we call "Potential Capital," the dwelling/residential capital and connective technologies used alongside working from home. Together potential capital and labor working from home provided additional output margins and capacity. We estimate the contribution of this capital, and the remote work that it facilitated, to have roughly halved the decline in GDP in the US reducing the fall in GDP to 9.4 log points in 2020Q2 at the trough of the recession. Similar effects are seen in the 6 OECD countries for which data are available, output fell by 14 log points, but would have fallen by 26 log points had only workplace inputs been available. Accounting for the contribution of "Potential Capital" also revises downwards estimated total productivity gains in the business sector during the pandemic from 8 log points to 5 log points in 2020Q2. We also find an output elasticity of domestic non-dwellings capital to be similar to that of workplace ICT capital, reflecting its role as productive capital. Turning to the future, changes in working from home depend upon relative costs, relative technologies and, crucially, the elasticity of substitution between home and work tasks. We estimate that that elasticity to be more than unity, meaning that the growth of ICT will raise the share of work done remotely

    We use data from a large web-based job platform to study how the price of remote work is determined in a globalized labor market. In the platform, workers from around the world compete for jobs that can be done remotely. We document that, despite the global nature of the marketplace, the location of the worker accounts for over a third of the variance in wages. The observed wage differences are strongly correlated to the GDP per-capita of the worker's country. This correlation is not accounted for by differences in workers' characteristics, occupations, nor for differences in the employers' locations. We also document that remote wages in local currency move almost one-for-one with the dollar exchange rate of the worker's country, and are highly sensitive to changes in the wages of foreign competitors. Finally, we provide a new measure on which jobs are easier to offshore that is based on the prevalence of cross-border contracts rather than on subjective job characteristics, and show that there is substantial heterogeneity in the offshorability of remote occupations

Verstärkt wird dieser Druck durch den Fachkräftemangel, denn qualifiziertes Personal erwartet moderne Arbeitsbedingungen. Um digitale Arbeitsprozesse erfolgreich zu implementieren sind Veränderungsbereitschaft in der Führungsebene einschließlich neuer Führungsrollen ebenso grundlegend, wie kontinuierliche Qualifizierungen der Belegschaft. Diese vielschichtigen Aspekte werden zunehmend in Wissenschaft und Wirtschaft mit den Schlagworten Arbeit(en) 4.0, Digitale Arbeit sowie digitale Arbeitswelten diskutiert, wobei bei den meisten Veröffentlichungen große Unternehmen im Mittelpunkt stehen. Der vorliegende Diskussionsbeitrag ist Teil eines Forschungsprojekts, das einen Überblick über die Diskussion digitaler Arbeitswelten in der Fachöffentlichkeit mit Schwerpunkt auf kleine und mittlere Unternehmen (KMU) geben möchte. For small and medium-sized enterprises (SMEs), there is a continuing pressure to change towards agile and flexible ways of working in order to meet customer needs more quickly. This pressure is intensified by the shortage of skilled workers. Successful implementation of digital work processes require new management roles and the willingness to change at the top level as well as the acceptance and continuous training of the workforce. These aspects are increasingly being discussed in science and business with the focus on large companies. This paper aims to reflect the discussion of digital working environments with a focus on SMEs.

    We investigate the effect of the COVID-19 pandemic on labor activity using real-time data from millions of GitHub users around the world. We show that the pandemic triggered a sharp pattern of labor reallocation at both the global and regional level. Users were more likely to work on weekends and outside of traditional 9 am to 6 pm hours, especially during the early phase of the pandemic. We also document considerable heterogeneity between different user groups and locations. Some locations show a steady reversion back to historical work patterns, while others have experienced persistent trend deviations in the wake of COVID-19. The pattern of labor reallocation is slightly more pronounced among males in our sample, suggesting that men may have benefited more from the increased flexibility provided by remote work than women. Finally, we show that the pattern of reallocation was accompanied by a simultaneous increase in overall activity, though this effect is more transient. We discuss several potential mechanisms and draw tentative conclusions for broader workplace trends given our study population
