    El Instituto de Investigación Económica Aplicada (Ipea) y la Comisión Económica para América Latina y el Caribe (CEPAL) desarollaron, en 2019, una investigación comparativa buscando caracterizar y analizar las condiciones de gobernanza metropolitana en países del subcontinente latinoamericano, abarcando países federativos y países unitarios. América Latina constituye una de las regiones de más elevado grado de urbanización en el mundo, y el surgimiento de ciudades de más de millón de habitantes se ha acelerado en las últimas décadas, trayendo retos para el desarrollo urbano-metropolitano. La investigación, llevada a cabo con el apoyo de consultores contratados por la CEPAL, ha permitido identificar el estado del arte de la gobernanza metropolitana en la región, contribuyendo a la reflexión sobre el diseño, monitoreo y evaluación de políticas públicas en sus espacios metropolitanos. Es un documento de referencia para los académicos de esta área y una fuente de consulta imprescindible para los administradores públicos.

    Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift. Since the bulk of the WRR findings were published in the Dutch language, this summary is intended to provide readers outside the Netherlands with an insight into the issues at stake - and the solutions suggested by the WRR. Het mediabeleid van de regering is er daarom op gericht een veelzijdig, kwalitatief hoogwaardig en onafhankelijk media-aanbod te garanderen, dat toegankelijk is voor alle bevolkingsgroepen waar ook in het land. De laatste jaren is het medialandschap echter sterk aan het veranderen: het internet rukt op, het onderscheid tussen verschillende media vervaagt en de consument bepaalt zijn keuze op een levendige market van vele verschillende aanbieders. in Focus op functies brengt de WRR advies uit aan de regering om daarmee de doelstellingen van het mediabeleid op een toekomstbestendige wijze op een lijn te brengen met de (verwachte) veranderingen in het medialandschap.     This document constitutes the final report for Contract VC/2017/0131 - 'Study on the Monitoring and Evaluation Systems of the ESF', undertaken in the context of Multiple Framework Contract VC/2013/0017 for the provision of services related to evaluation, evaluative studies, analysis and research work, including support for impact assessment activities. The objectives of the project as laid out in the terms of reference were to: - describe the monitoring and evaluation (M&E) systems in place for the 2014-2020 period and assess the status of their implementation (Task 1); - review the current M&E requirements in order to identify possible improvements for the next programming period (Task 2); - consider the implications for M&E systems in the case that the ESF funding was delivered through conditional support (Task 3a). In practice, as planning for the post-2020 programming period developed, the final objective was rendered less relevant so that work on this issue was not taken further and resources used to consider instead - how the ESF might be used to support implementation of relevant Country Specific Recommendations produced in the context of the European Semester (Task 3b). The first section of the report describes the objectives of each task and the approach followed. Sections 2 and 3 deal with monitoring (issues and possible solutions, followed by recommendations), and sections 4 and 5 similarly with evaluation. The final section covers result oriented delivery of the ESF and considers the implications of utilising conditional support and possible mechanisms to support implementation of country specific recommendations. More detailed information is provided in 13 Annexes, which are referenced where appropriate in the text.

    We analyze the factors driving the emergence of inter-municipal cooperation (IMC) in tasks of internal administration in West-Germany between 2001 and 2014. In line with the Institutional Collective Action Approach, we find similarities in political ideology to foster cooperation. Cost pressure drives IMC. Given substantial cost hysteresis in administrative tasks, we expect IMC to be more frequent among shrinking municipalities. Our results supports this notion. However, there is no evidence that municipalities make use of complementarities from divergent population dynamics. We apply a hazard model that allows us to analyze the timing of IMC arrangements. We find state subsidies for IMC are an important driving force behind IMC. IMC agreements are less likely to emerge in election years when municipalities face low cost pressure while the opposite is true for municipalities with high cost pressure.

    Quasi-markets in the provision of public services are increasingly common but also highly contested. We formulate a conceptual framework based on economic theory to describe how quasi-markets differ from traditional markets in five aspects: 1) revenues, costs, and profits, 2) the matching of supply and demand, 3) competition, 4) structural change, and 5) rent-seeking. Using the assumption of profit-maximizing actors, we provide a stress test of quasi-market design and highlight how these differences affect incentives and expected outcomes. Applying the framework to the Swedish school voucher system, we show how design decisions have generated unintended consequences that are detrimental to service quality and run counter to policy goals.

    Practitioners and scholars of public administration currently seem to have overcome comprehensive reform strategies and are focusing their attention on minor changes in public administration that generate short-term outcomes with lower transactional costs. In that sense, many have argued that innovation can contribute to improve the public service quality and efficiency as well as to enhance government capacity in solving problems. In Brazil, specifically, there is a certain degree of consensus about the increase of management innovation practices over the last two decades. However, as in other countries, the lack of evidence-based knowledge regarding different dimensions of innovation prevails. One important dimension that must be deeply investigated is the innovation’s determinants. In other words, which factors influence the public sector innovation initiatives? The paper aims to answer this relevant question. This paper’s original data comes from the Federal Management Innovation Award (FMIA), the most important innovation prize in Brazil, conducted by the National School of Public Administration (Enap), to recognize innovative practices that have improved government capacity and service delivery. Every year, twenty initiatives are nominated to the final and ten are awarded as the most innovative management practices. Using quantitative dataset, built from content analyzes of these initiatives’ reports from 2007 to 2015, we examine their influential factors. The research results confirm the hypothesis that innovation is not an isolated construct, in other words, its determinants tend to be also influenced by the relationships with the types and phases of the innovation.

    What determines the distribution of information acquired within the hierarchy of a public organization? Without market processes, the generation and absorption of information in bureaucracy relies on individual actors undertaking costly action to acquire it. This paper reports on comparisons between individual-level claims by public officials in the Government of Ethiopia regarding the characteristics of local constituents they serve and objective benchmark data. Public officials make large errors about their constituents' characteristics. The errors of 49 percent of public officials are at least 50 percent of the underlying benchmark data. Given public officials' stated reliance on this information to make public policy decisions, such mistakes imply a substantial misallocation of public resources. The results are consistent with classic theoretical predictions related to the incentives that determine information acquisition in hierarchies, such as de facto control over decision making and an organizational culture of valuing operational information. A field experiment implies that these incentives mediate the effectiveness of interventions aimed at improving the information of public-sector agents

    Public policies of national scope in the context of Brazilian federalism contain a diversity of challenges for their implementation, given the complexity of the contexts in which they face and the territorial magnitude of their scope. The theme of school feeding, structured around the National School Feeding Program (PNAE), present in all municipalities, is largely faced with these challenges. This study proposed to raise different administrative, political and institutional responses adopted, within the scope of the local application of federal resources transferred by the PNAE, to promote the purchase of food from family farming, pursuant to article 14 of Law No. 11,947/2009. For this purpose, four municipalities were chosen - Bonfinópolis de Minas and Brasilândia de Minas, in the state of Minas Gerais, and Ourém and Santa Izabel do Pará, in Pará - which, despite having similar geographic characteristics, record different performances in complying with this new rule. The cases analyzed express a set of methods aimed at understanding the dynamics surrounding the State in action, demonstrating concrete aspects of the challenges and potentials associated with the insertion of this public in institutional markets, while emphasizing possible factors for the potentialization of this instrument in Brazilian territory.

    This text aims to analytically reflect on the decentralized execution process of the National School Feeding Program (PNAE), especially after an innovation that occurred through Law No. 11.947/2009, with the requirement that all federative entities commit a minimum of 30% of financial transfers received from the federal government for the purchase of food products directly from family farmers. We sought to investigate the proposed instruments to encourage adherence and coordination rules to be followed between subnational units in order to achieve the purpose set out in the program's new regulatory framework. According to the analyzes carried out, despite being a change that made the process of decentralized execution of the PNAE more complex, there was an effort on the part of local managers to move in the direction provided for by Law No. 11.947/2009, even if marked by large differences in execution in the national territory with regard to the average acquisition of family farming.

    There is a consensus that income inequality is one of the main problems faced by the public administration. Thus, this article develops an innovative analysis of Brazilian citizens' opinions, based on the results of the Oxfam Brasil and Datafolha surveys of 2017 and 2019, about inequalities, comparing convergences and divergences between these views with specialized scientific knowledge. Results showed alignment between citizens' opinion and the field of study, in terms of concepts and diagnosis, the perspective of multi-causality, and the alternatives of public policies to deal with the problem. However, the ordering of these factors varies with the population's income groups. In other words, while the poorest prefer public policies and investments in sectors with immediate effects on their daily lives, the richest are prone to solutions without direct costs to them. In general, the population defends the progressive tax policy, i.e., the wealthiest paying higher tributes. However, they tend to exclude themselves from this population segment, in a logic that 'the rich are the others', although the statistics demonstrate the contrary. In conclusion, the paper brings new reflections to advance the understanding of this complex and dynamic phenomenon and qualify the debate on the limits and possibilities of the public administration's initiatives.

    In 2012, the Philippines passed the Responsible Parenthood and Reproductive Health (RPRH) Act. The law aimed to educate and empower Filipinos to make choices regarding their reproductive health (RH), improve the lives of families, and promote sustainable human development for the nation. Key to realizing this vision, was multisectoral coordination among national government agencies (NGAs), local government units, civil society organizations and multilateral donors. The law is a culmination of efforts among these sectors to provide access to RH services to a country clamoring for greater access to RH information and commodities. Since then, the RPRH Law has expanded RH care all over the country. Unmet need for family planning (FP) methods has continued to shrink, closing the gap with the country’s goal of zero unmet need. In the years following the passage of the law, adolescent fertility rate began to decrease from the highest it has been since 1971. Despite these accomplishments, other RH outcomes stagnated or fell behind. In 2015, the country failed to meet its Millennium Development Goals for reducing maternal mortality, lowering HIV/AIDS incidence, and improving child health and nutrition. Moreover, the country’s RH outcomes lag behind those of its low-and-middle income neighbors. Given its wide scope, understanding the progress made by the RPRH Law requires an acknowledgement of the many movers that set its machinery in motion. In this paper, we analyzed the governance role played by NGAs to facilitate the implementation of the RPRH Law over the last eight years. We focused on nine components of governance, namely, Organizational Presence, Policy Infrastructure, Financing, Human Resources, Stewardship, Coordination, Monitoring & Evaluation, and Accountability, in their RPRH activities.

    This report presents the main findings from the sixth survey on the quality of life of European cities. The survey covers 83 cities across the EU, European Free Trade Association (EFTA) countries, the United Kingdom, the western Balkans and Türkiye and allows for comparison with the last edition of the survey, conducted in 2019. The COVID-19 pandemic, which emerged in Europe at the beginning of 2020, and Russian's unjustified invasion of Ukraine may have had an impact on the way people perceive quality of life in the city where they live. These crises have placed immense stress on urban infrastructure, healthcare systems, economies and social dynamics. Lockdowns, restrictions and reduced tourism hit the residents and economies of European cities hard. The ongoing Russian war of aggression against Ukraine has led to the displacement of many individuals, both internally and externally. European cities became destinations for these displaced people, adding pressure on resources and services. The results of the 2023 exercise show that overall satisfaction across European cities has declined compared to the satisfaction levels recorded in 2019, but remains high, with almost nine out of ten people reporting to be satisfied with living in their city. Amid the overall decline, results confirm what was already observed in 2019, that is significant improvements in perceived quality of life in cities in eastern Member States.

    This study investigates the state and processes of decentralisation in EU Member States to gain new insights into the functioning of decentralisation and processes supporting it. To do so, the study combines different analyses. First, it builds on the CoR's Division of Powers portal, its decentralisation index in view of the ten OECD guidelines for effective decentralisation and qualitative complementary insights to this index. Second, four case studies provide more detailed insights from national and regional perspectives. Third, an analysis of selected documents of the European Semester, provides an assessment of the use and potentials of the European Semester to support decentralisation.

    The enormous amount of data that is generated today pushes governments worldwide to carefully consider how it can best be used to benefit citizens, businesses, public bodies, and the economy and society at large. Since its launch in 2015, the European Data Portal (EDP) has acted as a single access point to open data from public administrations published across Europe. Open data refers to information that can be freely used, modified, and shared by anyone for any purpose. It must be available under an open licence and provided in a convenient and re-usable form that is machine readable. The European Data Portal conducts an annual benchmark assessment of the current state of open data in the European Union countries and Europe in general. The latest Open Data Maturity Report (2019) covered the Member States, the EFTA countries Iceland, Liechtenstein, Norway and Switzerland, as well as the United Kingdom, and assessed the countries on four dimensions: _ Open Data Policy: development of specific policies and strategies to foster open data practice _ Open Data Portal: functions that enable users to interact with open data via the national portal _ Open Data Impact: activities to monitor and measure open data re-use and impact created _ Open Data Quality: measures to ensure a systematic high-level quality of data and metadata The report provides an overview of the top performing countries to enable learning from them and is structured along those dimensions

    The paper discusses the implications of General Artificial Intelligence (GAI) in public administrations and the specific questions it raises compared to specialized and « numerical » AI, based on the example of Customs and the experience of the World Customs Organization in the field of AI and data strategy implementation in Member countries. At the organizational level, the advantages of GAI include cost reduction through internalization of tasks, uniformity and correctness of administrative language, access to broad knowledge, and potential paradigm shifts in fraud detection. At this level, the paper highlights three facts that distinguish GAI from specialized AI : i) GAI is less associated to decision-making process than specialized AI in public administrations so far, ii) the risks usually associated with GAI are often similar to those previously associated with specialzied AI, but, while certain risks remain pertinent, others lose significance due to the constraints imposed by the inherent limitations of GAI technology itself when implemented in public administrations, iii) training data corpus for GAI becomes a strategic asset for public administrations, maybe more than the algorithms themselves, which was not the case for specialized AI. At the individual level, the paper emphasizes the "language-centric" nature of GAI in contrast to "number-centric" AI systems implemented within public administrations up until now. It discusses the risks of replacement or enslavement of civil servants to the machines by exploring the transformative impact of GAI on the intellectual production of the State. The paper pleads for the development of critical vigilance and critical thinking as specific skills for civil servants who are highly specialized and will have to think with the assistance of a machine that is eclectic by nature.
