    Social media such as SNS, Twitter, and the blogs has been spreading all over the world, and a large number of firms recognize social media as new communication tools for obtaining information on consumer needs and market for developing new goods and services and promoting marketing. In spite of increasing its use in the reality, academic research on whether or how social media contributes to promoting product innovation is not enough yet. This study thus attempts to analyze empirically how social media use enhances product innovation based on the survey data to Japanese firms using statistical method such as ordered probit analysis. This study finds that consumers' cooperation via social media is indispensable for effective social media use of firms. All of three managerial orientations such as prototyping, corporate initiatives, and cooperation with consumers are effective to using social media for innovation. Firms use social media effectively for communicating tools not only outside but also inside the firm. Social media is found to support firms to obtain the market trend, and consumer needs and reputation of existing products, and to promote product innovation.

    For more than a decade the unbundling of telecommunications networks has been used as a regulatory means to stifle competition. However, despite its assumed positive effects on market entry and competition intensity, the negative effects on network investment incentives are widely shown in the theoretical literature. Therefore broadband penetration might also be affected negatively. In our paper we concentrate on the impact of local loop unbundling and Bitstream access on broadband penetration. Using a panel of European countries for a time period of 17 years, we find that the effect of unbundling on penetration is positive when an intermediate level of broadband penetration has been achieved in a country. However, this impact turns negative if the initial level of broadband penetration is rather low or high. We argue that this confirms possible negative effects on investment incentives, but may successfully lower prices to foster demand. These are two findings which should be carefully considered by policy makers when deciding on unbundling policies.

    Looking back at the last decade, the mobile phone has been greatly developed from only voice call and text message to a multi-purpose device, including camera, music player, games, and even small computer. The development of internet features in mobile phones has also continuously and extensively changed from providing only limited internet browsing in the early 2000s to watching high quality video on demand nowadays. The speed of internet is also significantly increased since the introduction of smartphones. After the implementation of 3G networks in the last decade and recently the LTE networks of 4G technology in the last few years, the transmission speed of mobile internet supports the use of mobile phones to be able to provide high-speed internet services which is called mobile broadband. Furthermore, recent studies have also suggested that mobile broadband positively affect economic outputs (see Thompson Jr. and Garbacz, 2011) as well as reduce the digital divide problem, especially in the rural where fixed broadband infrastructure is limited or not available (see Srinuan, C. et al., 2012 and Prieger, 2013). With a number of possible benefits from mobile internet/broadband, it is interesting to analyse how mobile internet adoption has developed in the last decade and what factors are currently determining mobile broadband adoption in this current stage where smartphones are highly developed and transmission speed is much improved. To understand an adoption and a usage of one service, the case study of one country is more suitable than a cross-country analysis. In this paper, Sweden is selected as a case study for representing a developed country with well-developed mobile and broadband services. The method of this paper is applying bivariate probit with sample selection since the dataset consist of two sets of binary outcomes (adoption and usage). The data used in this paper is mainly based on the annual questionnaire conducted by the Swedish Post and Telecom Authority (PTS) in 2013.

    So far no general exclusive frequency licenses have been granted in Poland through an auction. In the Regulatory Strategy until 2015, the President of the Office of Electronic Communications pointed to auction as a method of choosing companies which will be granted frequency licenses from 800 MHz band (so called digital dividend). Initially, the auction has been scheduled to take place at the turn of 2013 and 2014, and was considered the biggest event of 2014 on the Polish telecommunications market. The article presents the main as-sumptions of the first ever spectrum auction in Poland on the basis of materials for auction assumptions' consultations, auction documentation, opinions of entities involved that have been submitted during consultations as well as the position of the President of UKE. The au-thor focuses on threats to execution of the auction itself as well as implementation of its re-sults. The text is preceded by a short description of the Polish telecommunications market, especially in terms frequencies owned by the main players on this market, including their joint ventures and capital connections.

    Bundling under monopoly tends to increase demand and market efficiency, but likely at the expense of transferring consumers' surplus to firms. Public utilities can use this increase in demand to reduce the monthly fee per consumer. To demonstrate it, I conduct a numerical analysis of the effects of bundling under breakeven price regulation for the Japan Broadcasting Corporation. I estimate the willingness-to-pay for broadcasting services and simulate consumer choices under pure bundling and a-la-carte pricing with breakeven price regulation. Comparing pure bundling and a-la-carte pricing of terrestrial television and satellite television, the increase in demand caused by bundling is very slight due to the strong positive correlation of WTPs. However, compared with a-la-carte pricing, consumer welfare increases by 1.7% with bundling of channels and by 28.2% with bundling of genres.

    This paper aims to study the origin of the role of diversity in the new ICT ecosystem, and show how the gigantic platform influences on the level of diversity of content. Using genetic algorithm, it makes possible to reflect the new ICT ecosystem and experiment how the system is changing content diversity. The novelty of this method is introducing the new measurement of content diversity which is from the genotype diversity in artificial evolution area. The result of the experiments shows that the exposed diversity of content seems to be maintained, but the genuine diversity of content is decreased gradually and disappeared in the end. In addition, the average performance is also decreased in the long run. This clearly shows that decreasing diversity of content is not perceived as much of problem for the present; however, it will generate a big problem if the regulator does nothing to solve this problem. Therefore, this paper insists that diversity, which is reservoir of creativity and the power of sustainable growth in the new ICT ecosystem, must be kept properly and this is the very first step for settling the new standard. This might contribute for policy makers to give them wisdom by which criteria they can look at the reality in this rapidly changed technology and business environment and we hope more empirical studies are coming with it.

    We analyze firms incentives to bundle and tie in the telecommunications industry. As a first step, we develop a discrete-choice demand model where firms sell products that may combine several services in bundles, and consumers choose assortments of different types of products available from various vendors. Our approach extends standard discrete-choice demand models of differentiated product to allow for both flexible substitution patterns and to map demand for each choice alternative onto the demand for each service or bundle that a firm may sell. We exploit these properties to examine bundling behavior when firms choose: (i) prices, and (ii) which products to sell. Using consumer-level data and survey data from the Portuguese telecommunications industry, we estimate our demand model and identify firm incentives to bundle and tie in this industry. We use the model to perform several policy related conterfactuals and evaluate their impact on prices and product provision.

    In W.A. Mozart's opera Così Fan Tutte the protagonists are put through a social experiment to move from a state of innocence to one of experience. The goal is to understand that the idealized characterization of a perfect mate is unrealistic. We must accept the weaknesses of others as well as the setbacks that occur in the real world even though the lessons can be bitter. In this article we use secondary research and logical argumentation to show that the dissemination of personal information through public and private databases as well as social media is gradually educating humanity of the enlightened lessons that Mozart and his librettist Lorenzo da Ponte identified: humans are weak; everyone misbehaves; and we should accept public knowledge of the imperfections of ourselves and others. In the presence of so much information about people, how can society best protect us from potential harm? As we learn more about others through self-disclosed or other means we are noticing that while some people make egregious mistakes, most of us are moving toward a more realistic expectation of human behavior. We thus argue that the European Union directive on "the right to be forgotten" is misguided and unrealistic and suggest instead a series of principles that can protect us from the potentially harmful publication of private information.

    The new smartphone era is challenging the leading position the European Union (EU) has been occupying in the mobile economy, falling behind other economies such as the United States and some countries in the Asia-Pacific region. The EU acknowledges the fragmented structure of the electronic communications market as being one of the main obstacles to LTE deployment. The EC argues that a main source of fragmentation is lack of harmonised conditions governing the use of radio spectrum across the EU. The EU member states have developed different and sometimes conflicting radio spectrum management practices through time. A consequent drawback is the impossibility of providing wireless broadband dervices across national borders and of deploying the necessary wireless networks and radio equipment. In consequence, on 11 September 2013, the European Commission put forward a new legislative package for a “Connected Continent: Building a Telecoms Single Market” which contains several reforms directed to create a single telecommunications market. Some of the proposed reforms would partly modify the existing regulatory system of the radio spectrum, introducing harmonised conditions governing national assignment procedures. Through a document analysis and selected experts interviews the paper attempts to assess whether the EU is moving towards a strategic development of radio spectrum policy by looking at the EU initiatives on radio spectrum since the beginning in 1987. Then the focus is narrowed down to the Connected Continent legislative proposal, to value its contribution to the harmonisation of national assignment procedures. The historical overview of the EU radio spectrum policy shows that the EU has gradually acknowledged the negative implications of national fragmented and inconsistent radio spectrum governing rules. The EU has become aware of the need for a long-term strategy for the planning of the use of radio spectrum for the creation and functioning of the EU internal market. However, the paper also claims that in the arduous process of harmonisation of radio spectrum use much has still to be accomplished. Furthermore the paper draws the conclusions that the radio spectrum reforms contained the Connected Continent legislative proposal are probably not the means by which the harmonisation of radio spectrum use for the completion of the internal market can be enhanced. The EU and the EU member states have remarkably diverging and conflicting views on the content of the EC proposed reforms. The EU member states are unwilling to give up on their prerogatives on the radio spectrum by accepting too intrusive harmonised measures.

    This paper investigates whether predictions of future economic growth can be improved by using standard measures of broadband infrastructure. The investigation is carried out by comparing the predictive accuracy of dynamic panel models of economic growth estimated with and without measures of broadband infrastructure. Tests of predictive accuracy are employed to test the hypothesis that measures of broadband infrastructure can improve predictions of GDP growth after controlling for standard growth determinants.

    There is enormous demand for high quality, reliable broadband service in regional Australia. But despite years of planning and promises, significant action to improve access to broadband services has not yet taken place in regional Australia. In fact, following a 2013 change in the federal government, there is now greater uncertainty as to the nature and timing of investment as the government-owned National Broadband Network company (NBN Co) is reviewing its approach and rollout schedule. This paper explores the need for better broadband in regional Australia and outlines the failure of the NBN to deliver improvements in a timely way. It notes that the prospects for immediate improvements in broadband availability in regional Australia are not good. Actions to reduce the politicization of broadband development and to diminish uncertainty in planning, to encourage the inclusion of mobile broadband in infrastructure rollout, and to facilitate more local and regional involvement in planning and funding are likely to improve longer term outcomes.

    This presentation outlines a proposal for a new frame work for the provision of universal service aimed at solving the various issues inherent in community informatization, and goes on to look at the advantages and disadvantages of the proposed framework and review its feasibility. In order to ensure that telecommunications services are universally accessible, in less favored areas, universal service is currently provided for analog landline telephones by using a universal service fund system to supplement a portion of costs of the qualified telecommunications carriers. With the development of optical networks, optical IP phones have also been included as a technology for which universal service is provided, but at the same time dependence on land line phones is decreasing due to the popularity and convenience of cell-phones. As this is accompanied by developments such as the fact thatalmost100%of Japanese households now have broadband access, there is a pressing need for radical review of the system from a technical perspective. Additionally, given that consumers' organizations and other bodies strongly oppose the fact that carriers pass on the burden of their universal service fund contributions so that the full amount of contributions is shared between telephone number users, it is also necessary to reconsider the approach to how cost burdens are shared. At the same time, while 2.5GHzbandregionalBroadband Wireless Access (BWA)has been made available for providing broadband in rural areas, its level of usage is low and ensuring its utilization is a matter of urgency. This presentation will deal with these issues collectively, and propose a framework for maintaining and developing community informatization.

    The market for cloud computing is expected to rapidly expand and change the nature of ICT across all sectors; cloud computing transforms ICT from a tool dependent upon investment and physical ownership to one that can easily make use of outside resources. In this paper, the impact of the diffusion of cloud computing on Japanese macroeconomics was estimated and analyzed utilizing a DSGE (Dynamic Stochastic General Equilibrium) model-based simulation. Its academic contributions would be summarized as follows: (1) Assuming an endogenous market structure, a model that incorporates the effects of ICT capital and the ICT investment adjustment cost was built; (2) With that model, a DSGE simulation was conducted on a system comprised of a single sector of cloud computing and then the impact of the cloud computing diffusion on Japanese macroeconomics was estimated based on the relationship between that system and the whole Japanese economy; and (3) According to the simulation results, the diffusion of cloud computing use has a 0.10% GDP boosting effect for a fast adoption case scenario (one year to steady state) and a 0.059% GDP boosting effect for a slow adoption case scenario (five years to steady state).

    The Internet ecosystem is rapidly and constantly expanding. In numerous sectors, the Internet has acted as a "black hole", attracting the majority of transactions and leaving less and less space to the offline businesses. Among others, the Internet has dematerialized physical assets and services, lowered down of the production and distribution costs, strongly contributed to the diffusion of the "free" goods and services, multiplied the multi-sided markets and caused a shift from supply-driven systems toward demand-drive ones. All these features have impacted the traditional ways of performing economic activities. In order to cope with the disruptive effect of the Internet, firms have transferred their business online, adapted and evolved their business models or created completely new ones. Often, the outcome of such transformations creates frictions with the traditional regulatory environment where the businesses take place, and decision-makers and enforcers must deal with unprecedented challenges. In order to efficiently regulate the online markets, decision makers and regulators might need to undergo the same process that firms were called to perform: transfer and adapt the rules to the online world. While accomplishing this change, it might also be that, in some cases, it will be more efficient to set completely new rules instead of trying to stretch the old tools to newly created online businesses.

    While the role of telecommunication networks historically, and today broadband and the Internet, have been theoretically linked to economic growth, the empirical results have been mixed, giving rise again to the "productivity paradox." Many governments, particularly those in Southeast Asia, have adopted aggressive policies to deploy broadband networks and to encourage the use of these applications. These, governments are motivated to promote broadband adoption in order to realize both economic and social benefits. This paper argues that countries (or territories), specifically, Korean, Singapore and Hong Kong have been able to realize these because of the comprehensive and aggressive policies pursued by these governments. There is some evidence to suggest that these governmental policies have been successful in achieving their stated goals.

    VDSL and G.fast Vectoring are transmission technologies over copper access line pairs enabling the transmission of higher bandwidth to the end customers, but harm the infrastructure based competition using physical unbundled copper lines. Thus regulators have to decide between infrastructure based competition of physical unbundling against earlier broadband rollout meeting the DAE goals in time and bandwidth, while pure fibre based broadband networks will require more time and investment for serving whole areas, but then provide higher bandwidth. Thus VDSL and G.fast Vectoring each are an interim solution. This paper highlights the benefits of such solution and the regulatory challenges and options being faced. The Virtual Unbundled Local Access (VULA) is one regulatory tool forming a compromise between the advantages of physical unbundling and the need to early satisfy higher bandwidth supply targets.

    The debate on network neutrality over the past decade has evolved (in the academic sphere but not so much in public) to include sophisticated considerations of the welfare enhancing or reducing effects of mandating network neutrality. For example, in a model by Economides and Hermalin (2012) it can be shown mathematically that among what they term the \feasible discrimination schemes," it will be the case that network neutrality is welfare enhancing. Other authors, often by looking at the European market, have argued against ex ante regulation of network neutrality Crocioni (2011) and have pointed out other dangers inherent in the mandating of network neutrality Yoo (2005). The issue is in the public eye and has, at the time of writing, lead to occasional (\Save our Internet!") street protests in various places. Similarly to Bauer and Obar (2014), this paper suggests a mix of policies and interventions might be the most appropriate way of addressing the concerns raised by activists and industry analysts in the discussion of discrimination on the last-mile network. Our preference is for an approach that can be easily understood by consumers; allows for relatively simple welfare and competition enhancing regulation and allows for the greatest possible degree of freedom for service providers to invest and to pursue their commercial interests.

    This paper analyzes if and how the design of telecommunications regulatory institutions has influenced the evolution of Internet connectivity in approximately 100 countries between 2007 and 2014. While most advanced and developing countries have adopted policies and regulations intended to enhance private sector incentives for the provision of Internet access infrastructure, there is little consensus about the optimal design of telecommunications policies and regulations, how they should reflect differences in endowments and institutional settings across countries, or their impact on network infrastructure development. Using measurements of network connectivity speeds and cross-country institutional differences this article presents and analyzes patterns of regulatory design and their possible impact on the evolution of Internet access infrastructure capacity around the world. We find that sector specific indicators of formal rules and institutional arrangements do not vary significantly with income or indicators of the evolution of connectivity. General and sector specific indicators of perceived institutional quality are positively associated with cross-country differences in Internet connectivity speeds, but do not help explain differences in their growth rates. We further explore the implications of the apparent dichotomy between formal and perceived institutional quality for public policy and private sector participation in the development of Internet access infrastructure.
