    The aim of this paper is to investigate the phenomenon of ethnic female entrepreneurship in urban economic life. The focus of the research is on the attitude and behaviour of Turkish female entrepreneurs in Amsterdam. The main fascinating question is: Are ethnic female entrepreneurs special ethnic entrepreneurs or special female entrepreneurs? This paper provides an answer to this question on the basis of field surveys. The results of the case study research on Turkish female entrepreneurs in Amsterdam show that the ethnic female profile is a special female profile and that Turkish female entrepreneurs are special female entrepreneurs , particularly in terms of personal and business characteristics, driving forces and motivations. They appear to combine their ethnic opportunities with their personal characteristics (and other opportunities) in the urban market, and to have a successful performance. This is also caused by the fact that they have become service providers not only for their own ethnic groups, but also for other groups in the city.Keywords: Ethnic female entrepreneurship, diversity in entrepreneurship, ethnic female profile, Turkish female entrepreneurs

    In the last decade we have seen extensive international research on the extent to which wages of individuals respond to changing local labour market conditions. For many countries and periods, an inverse relationship between wages and unemployment rates has been found. Following Blanchflower and Oswald (1990), this relationship is referred to as the wage curve. The elasticity of this wage curve has been reported to be so similar across studies, at a level of about -0.1, that Card (1995) called it an empirical law of economics. However, there is considerable heterogeneity among wage curve studies. This paper carries out modern meta-analytic techniques on a sample of 208 elasticities derived from the literature to uncover the reasons for the differences in empirical results across studies. It is found that the wage curve is a robust empirical phenomenon, but there is also clear evidence of downward publication bias. In addition, many reported t statistics are biased upwards due to the use of aggregate unemployment rates and other labour market characteristics for groups. A maximum likelihood method and a trimming procedure are used to correct for these biases. Both methods give similar results for our sample. An unbiased estimate of the wage curve elasticity is about -0.07.

    This paper focuses on the network character of a multimodal transportsystem in which interconnectivity is the key determinant of itsperformance, relative to unimodal transport opportunities. Theemphasis is on the viability of chain mobility in public transport byanalyzing the satisfaction of travellers on a transferpoint withrespect to its accessibility, the parking facilities offered and theschedule coordination in the central node. The statistical analysis,based on individual, subjective responses on the performance of twoDutch railway stations, enables to identify the degree ofsatisfaction of various groups of travellers in regard to theperformance of a multimodal network. This finding may prove to beuseful for network operators who aim at a complementarity orcooperation with unimodal transport systems.

    The rapidly rising inflow of foreign migrants confronts policy-makers with many socio-economic problems. The negative externalities of uncontrolled immigration are well known and often hard to cope with. In recent years we have seen many policy initiatives based on self-reliance principles for ethnic groups. Against this background ethnic entrepreneurship has become a popular strategy, as it stimulates and encourages migrants to look after themselves with a limited support of the government. Such a policy becomes an increasingly important endeavour in many large cities. Besides the conventional educational support and training programmes, such a strategy would need to implementpolicy strategies aiming at self-employment. An emphasis on ethnic entrepreneurship seeks to exploit the economic potential and opportunities instead of focusing on the problems minorities encounter when entering the labour market. In ethnic entrepreneurship, this potential can be utilised in a creative way, especially if well-organised projects and initiatives are set up.In this paper, various assistance programmes and urban policies in several European cities aiming at favouring ethnic entrepreneurship will be systematically compared with the aim to draw lessons for effective labour market policies. The methodological approach will employ a systematic information base concerning self-employment strategies in the cities under investigation. A newly developed comparative statistical method for categorical information, viz. rough set analysis, will be used in order to identify critical success factors. The results suggest that utilisation of socialnetworks is most helpful to enhance self-employment among ethnic minorities. Finally, the paper offers some lessons for the establishment of socio-cultural and ethnic networks, for strategies for improving training and education and for improvement of access to facilities and financial resources.

What are the city maker's expectationsabout ICT? And how do they assess the future implications of ICT for their city? An analysisof these questions is needed to provide us with a better understanding of the extent to whichurban authorities are willing to invest in and to adopt ICT policy. This paper offers both aconceptual and an operational model that aims to map out the causes and implications of ICTperceptions and views of urban policy makers and/or administrative officials (denoted asurban front liners ). This is folIowed by the presentation of an operational path model, viz. alinear structural equations model (Lisrel). The model serves to describe and test therelationships between perceptions of the city, policy makers' beliefs about ICT and theassociated urban ICT policy. According to the model, respondents that perceive their city ashaving many urban functions (e.g., commercial centre, service centre, higher educationcentre) have more awareness to various ICT tools and are likely to consider a multiplicity ofICT measures as relevant to their city. Respondents that consider their city as having severebottlenecks (e.g., traffic congestion, housing shortage) are less likely to think of ICTmeasures and ICT -related goals as relevant to their city, nor that the municipality impactssignificantly on ICT in the city. Furthermore, respondents that perceive their city as sufferingfrom many socio-economic problems (unemployment, ageing population, industrial declineand so on), are likely to consider many ICT tools as relevant to their city, although they havea low awareness of the specific tools to be deployed. Finally, respondents who believe thatICT will affect significantIy (and positively) the city and its administration, tend to attach ahigh municipal influence on ICT, and consider many ICT initiatives as relevant to their city.

    Innovation research has become an important topic in regional science analysis. Yet the modelling base of much innovation research is still feeble. This paper aims to map out the research potential of recent approaches in quantitative complexity analysis, in particular Neural Networks (NNs) analysis, from the perspective of their operational applicability in the space-economy. The urban context of European innovation processes is used as an empirical background. The paper addresses also the issue of space-time transferability of the tools employed.The first part of the paper is devoted to a concise conceptual overview and illustration of the innovation process, which is conceived of as a self-organising system. The second part presents empirical results on innovation processes in Europe. In this framework a comparative analysis is conducted between NN models and a conventional tool often used in spatial economics studies, viz. (non)linear regression analysis. The sensitivity of the various results, - by using 'transferability' experiments - is also examined. Theempirical experiments underline the advantages and limitations of these approaches from a methodological as well as an empirical viewpoint. They appear to offer a plausible range of values of empirical outcomes, which may highlight an acceptable degree of variation in spatial innovation processes.

    This paper proposes an integrated evaluation methodology which serves to alleviate the limitations of a singleevaluation approach by combining different assessment and policy analysis methods. It is demonstrated that, in a multi-criteria context, a so-called combinatorial framework can cope with the serious limitations of the above mentionedapproach, in particular the potential redundancy in the information table and the subjectivity of the 'expert' in theweight choice procedure. We use rough set analysis as a tool for classifying and identifying the most critical decisionattributes, while next a multi-criteria analysis is deployed in combination with other methods. We apply this newcombinatorial assessment methodology to an illustrative case study on transportation planning, where the coreassessment methodology is formed by a combined qualitative-quantitative regime analysis, extended withcomplementary approaches. The results of the analysis indicate that the combinatorial method indeed has theflexibility and capacity to assess complex multidimensional policy issues.

    The potential interactions among fiscal policies, investments and economicgrowth are complex and manifold.In this paper, we will perform a systematic comparative analysis of the variouseconomic insights that arecurrently available on these complex relationships, both theoretically (by aselective literature review) andempirically (by investigating available data from various countries). Despitethe wide variety of potentialtheoretical relationships between government expenditures, taxation and growth,most empirical analyses arerestricted to simple linear regressions of growth on some measure of governmentexpenditures. Based onempirical experiments, we will indicate directions for future empirical researchthat may enrich our knowledgeon the complex relationship between fiscal policies and economic growth, notonly nationally but also regionally.

    This paper is concerned with the economics of urban externalities. We start by reviewing the literature on urban externalities, and observe that although many interesting contributions have been made, there seems to be sufficient scope and need for further research, both theoretically and empirically. We identify what we believe to be important advances to be pursued in future research on urban externalities. These include (1) the explicit consideration of mutual interactions between externalities; (2) a thorough analysis of the relationship between these externalities and urban form; and (3) a clear focus on (realistic) second-best policies. The importance of these issues is illustrated by developing a simple urban general equilibrium model in which we study the interactions between agglomeration externalities and pollution from commuting. Our results show that seemingly impossible findings from a non-spatial perspective, namely a simultaneous stimulation of agglo!meration externalities and a reduction of environmental externalities, is in fact the outcome of first-best policies in our spatial model. Moreover, while the incentives from road pricing and labour subsidies would seem to be perfectly opposite in a non-spatial setting, leaving one of the two instruments redundant, our results show that their welfare effects may, in contrast, turn out to be strongly super-additive when a spatial perspective is taken.

    Spatial effects are endemic in models based on spatially referenced data. The increased awareness of the relevance of spatial interactions, spatial externalities and networking effects among actors, evoked the area of spatial econometrics. Spatial econometrics focuses on the specification and estimation of regression models explicitly incorporating such spatial effects. The multidimensionality of spatial effects calls for misspecification tests and estimators that are notably different from techniques designed for the analysis of time series. With that in mind, we introduce the notion of spatial effects, referring to both heterogeneity and interdependence of phenomena occurring in two-dimensional space. Spatial autocorrelation or dependence can be detected by means of cross-correlation statistics in univariate as well as multivariate data settings. We review tools for exploratory spatial data analysis and misspecification tests for spatial effects in linear regress!ion models. A discussion of specification strategies and an overview of available software for spatial regression analysis, including their main functionalities, intend to give practitioners of spatial data analysis a head start.

    This paper investigates patterns of manufacturing location in the context of increased economic integration in Central and East European countries. Using regional data for the period 1990-1999, we identify and compare patterns and determinants of manufacturing location in five European Union (EU) accession countries: Bu1garia, Estonia, Hungary, Romania and Slovenia. Our research results suggest that, in these countries, regiona1 relocation of industries has taken place, leading in Bulgaria and Romania to increasing regional specialization. However, regional specialization has not changed significant1y in Estonia, Hungary and Slovenia. We find empirical evidence indicating that both factor endowments and geographic proximity to largemarkets determine the location of manufacturing in EU accession countries.
