    The rapid internationalisation of the Polish economy has helped develop competitive export-led manufacturing and services sectors fostering robust growth and productivity performance. However, the benefits of this development have been unequal. Many small and medium-sized enterprises (SMEs), some regions and social groups have lagged behind. Poland’s integration into world trade has largely focussed on downstream activities of value chains and relatively labour-intensive products that incorporate little domestic value added. The coronavirus (COVID-19) crisis has put additional pressures on SMEs. A broad range of well-coordinated policies is required to boost SMEs’ internationalisation and their productivity, while easing labour reallocation during the ongoing recovery. Providing stronger support for training programmes in smaller firms and within small firms’ networks would help them upgrade the skills of their workforce, notably for their managers, and ease new technology adoption and internationalisation. Streamlining regulations on start-ups and limiting regulatory and tax barriers to firm expansion would raise firm entry and growth. Strengthening post-insolvency second chance policies for honest entrepreneurs would ease resource reallocation and the adaptation of SMEs to an uncertain and rapidly changing international environment. Improving transport and digital infrastructure would lower trade costs and raise productivity. Ensuring that innovation policies adapt to smaller firms would boost their innovativeness and ease their integration in national and international value chains.

    This study measures the relationship between tacit knowledge and innovation in the Polish and US information technology (IT) industries. Large samples were obtained, allowing quantitative modeling not possible in many tacit knowledge studies focused on more qualitative analysis. Conceptually, the study identifies the potential sources of tacit knowledge (learning-by-doing and/or learning-by-interaction), individual tacit knowledge development leading to a willingness to share, and the consequent correlation to process and/or product/service innovation. The important role of critical thinking as a control variable in tacit knowledge development in individuals is also identified as is the connection of process innovation as a mediator between tacit knowledge sharing and product/service innovation.The model is supported across both samples though with interesting differences across countries, particularly in sources of tacit knowledge (more learn-by-doing in the US), the link between awareness and sharing (stronger in US), and innovation (process as a full mediator in Poland, complementary in the US). The main theoretical contribution is empirical support for tacit knowledge's role in innovation, including the step-by-step details of how everything connectsas well as details on how the model can differ by national context. The managerial implications include the care that must be taken to evaluate national circumstances and their potential impact on a firm's management of tacit knowledge.

    Does repression of opposition elites prevent resistance against foreign-imposed regimes? On the one hand, elimination of elites can undermine the opposition's capacity for antiregime resistance. Yet killing opposition elites deprives the new regime of useful human capital. Co-optation of elites becomes a tempting alternative. We examine this trade-off by studying the effects of elimination vis-à-vis survival of Polish elites during World War II. Our focus is on the Polish nobility, intellectuals, and (reserve) army officers. We exploit plausibly random variation in the officers' wartime deployment and subsequent imprisonment. While most officers in Nazi captivity survived, almost all those in Soviet captivity were murdered. We find that municipalities with more surviving elites saw fewer protests against the postwar Soviet-backed regime during the Solidarność-led uprising in the 1980s. Historical evidence suggests that surviving elites positively influenced local-level economic development, thereby reducing economic hardship and grievances against the regime.

    We compare the economic growth trajectories of Poland and Ukraine since 1990 to try to understand the extent to which the observed growth differentials can be traced to increased efficiency in the use of capital and other factors (intensive growth), rather than to simple accumulation of capital (extensive growth). We stress the role of qualitative factors such as education, governance and institutions. We ask whether the EU perspective and NATO membership played a role. We discuss the closely related histories of the two countries and note the stark differences between them, including their different approaches to the EU vs Russia, full vs incomplete transition to a market economy, and democracy vs anocracy, as well as different initial conditions. We compare key determinants of growth and growth trajectories, using economic as well as social indicators, and trying to disentangle efficiency and accumulation and combine path dependence and the role and scope of creative destruction. While Poland had the shortest and mildest transformation recession among CEE countries, Ukraine has been stagnant, or in decline, since 1990. The statistics we report and the stories we tell suggest that both countries have a complex relationship with democracy and that the nearly threefold difference in per capita GDP at PPP in 2021 in Poland's favour, with the ratio of investment to GDP similar in both countries, can most plausibly be traced to: (a) Poland's more extensive and diversified exports, and fewer restrictions on trade, in addition to more comprehensive and quicker restructuring of the national economy inspired by the EU perspective; (b) Poland's more extensive and better-quality education; (c) Poland's greater democracy and longer experience of democracy, lower levels of corruption, better governance, and freer press; (d) Poland's smaller agricultural sector and greater emphasis on manufacturing; and (e) Poland's lower inflation and higher level of financial development. Furthermore, Poland built market-friendly institutions to EU specifications and joined NATO. Against all this, Ukraine had more economic equality and lower unemployment as well as, from the early 1990s, a lower initial level of income per person, but was hampered by political divisions, path-dependent corruption and poor governance. During the global Covid-19 pandemic, Ukraine apparently suffered fewer deaths than Poland, despite fewer vaccinations.

    This volume examines aspects of the German colonial consciousness following the end of empire in 1918. Entirely stripped of colonial possessions under the Treaty of Versailles, Germany, unlike other European nations, was faced with the end of empire well before the end of the European colonial project. This loss left behind a complex legacy that permeated the political, literary and cultural discourses of the postwar period. By scrutinising the resonances between literary intervention and public discourses, and between their respective agendas and methods, the contributors tease out the intricacies of the colonial debate in Weimar Germany. Weimar revanchism is unveiled as an attempt to salve a humiliated national ego and refashion Germany as a model agent of the ‘civilising mission’ in colonial space against the backdrop of military defeat, political collapse and foreign occupation. The contributions also highlight the framing of Eastern European and Near Eastern space as colonial, the complex mediality of colonial debate and the lasting political and literary legacy of “Weimar Colonialism”.

    The effect of school closures in the spring of 2020 on the math, science, and reading skills of secondary school students in Poland is estimated. The COVID-19-induced school closures lasted 26 weeks in Poland, one of Europe's longest periods of shutdown. Comparison of the learning outcomes with pre- and post-COVID-19 samples shows that the learning loss was equal to more than one year of study. Assuming a 45-year working life of the total affected population, the economic loss in future student earnings may amount to 7.2 percent of Poland's gross domestic product.

    In this paper, we aim to contribute to the recently growing body of political economy literature on growth regimes. Theoretically, we apply the demand and growth regime approach developed within post-Keynesian macroeconomics. This is complemented by a critical comparative political economy perspective to analyse the socio-political underpinnings of a demand and growth regime by using the concept of dominant social blocs and their growth strategies. We posit that the concept of growth strategy is useful to uncover the intention of a dominant social bloc to consolidate or change the current demand and growth regime. Using this framework, we examine the demand and growth regimes of Poland and Turkey from 1999 to 2020. We identify a domestic demand-led regime in Poland between 1999 and 2008, which transitioned to a weakly export-led regime between 2009 and 2020. In Turkey, we identify a domestic demand-led regime before the Global Financial Crisis (GFC) that became a private debt-led regime until the taper tantrum in 2013. Since then, a development towards a more export-led regime is observable, albeit at lower and unstable growth levels. We argue that in both countries the trend toward a more export-led regime after the GFC is associated to changes in the dominant social blocs. Both of the new dominant social blocs that established themselves during the 2010s - represented by the PiS-party in Poland and the AKP in Turkey - pursue a growth strategy toward "national capitalism". Politically, these strategies have come with a democratic backlash. Economically, they aim to gain more control over key sectors such as banking and finance while developing a more competitive export sector through domestic re-industrialisation initiatives.

    The Russian attack on Ukraine in February 2022 shook continental geopolitics and led to a major shift in EU energy policy. The necessary speed of the combined diversification away from the Russian energy sources, fossil fuel phase-out and mass scale-up of low-carbon energy and technologies are having a tremendous impact on European national economies and societies. The Baltic Sea Region is no exception. Baltic Sea energy politics currently paints a complicated picture of competing pipeline projects, sprouting new LNG terminals, plans to build nuclear power infrastructure, a race to develop new energy technologies and to increase the interconnectedness, and digitalisation of the electricity grids. These developments will transform the regional energy landscape for decades to come and have important security implications. This DIIS Report provides a comprehensive overview of the energy security situation in the Baltic Sea Region, zooming in on eight country cases (Denmark, Sweden, Finland, Estonia, Latvia, Lithuania, Poland and Germany). By locating the national energy policies in a historical context that shaped choices of energy infrastructure and technology, the analysis investigates how the energy policy and energy mix of each country was affected by cutting the energy ties with the Kremlin following the outbreak of war in 2022.

    Russia's attacks against Ukraine have triggered massive and unexpected migration movements. In this paper, I examine the impact of the inflow of Ukrainians that resulted from Russia's aggression in 2014 on local migration patterns in Poland. For identification, I use an instrumental variable approach drawing on unique historical data on the forced resettlement of Ukrainians in Poland after World War II. The results show that the regional inflow of immigrants decreases both internal and international out-migration of the Polish population. I provide supportive evidence that the decrease in out-migration is due to the upscaling of local labor markets. Die Angriffe von Russland auf die Ukraine haben massive und unerwartete Migrationsbewegungen ausgelöst. In diesem Artikel untersuche ich die Auswirkungen des Zustroms ukrainischer Arbeitskräfte infolge der russischen Aggression im Jahr 2014 auf lokale Migrationsbewegungen in Polen. Zur Identifizierung der Effekte verwende ich einen Instrumentalvariablenansatz, der sich auf einzigartige historische Daten zur Zwangsumsiedlung ukrainischer Familien in Polen nach dem Zweiten Weltkrieg stützt. Die Ergebnisse zeigen, dass die regionale Zuwanderung sowohl die interne als auch die internationale Abwanderung der polnischen Bevölkerung verringert. Ich finde Indizien dafür, dass dieser Rückgang der Abwanderung auf das Hochskalieren der lokalen Arbeitsmärkte zurückzuführen ist.

    The aim of this report is to present different types of dual citizenship regulations as a part of diaspora policy in three Central and Eastern European countries, Lithuania, Hungary and Poland. This paper presents an overview of current citizenship approaches and ways one can acquire or lose home state's citizenship. Besides, it presents the analysis of political, public and academic discourse on the process of introduction of dual citizenship to the states' diaspora, interior and foreign policies. The report ends with a comparative analysis of dual citizenship as a policy instrument in three chosen states.

    Education policy constitutes a substantial part of the diaspora policies in Poland, Lithuania and Hungary. Though, the main aim of the education policy for diaspora is to establish ties with the diaspora members by ensuring access to the native language learning, transmitting the home country's history, preserving culture and traditions. These pursue the superior purpose of bringing up ethnic identity and national awareness. This report evaluates and compares the diaspora education policies across three countries, with a spotlight on the post-accession emigration groups. The analysis indicates that Polish, Lithuanian and Hungarian education policies are built on formal and non-formal types of education, with little space for informal learning. Besides, the report showcases, the selectiveness of the policies in terms of ethnic and age groups of the diaspora. The paper ends with the suggestion on the directions to modify the educational policy towards making it more exhaustive by strengthening various forms of education.
