    This paper estimates the heterogeneous labor market effects of enrolling in higher education short-cycle (SC) programs. Expanding access to these programs might affect the behavior of some students (compliers) in two margins: the expansion margin (students who would not have enrolled in higher education otherwise) and the diversion margin (students who would have enrolled in bachelor's programs otherwise). To quantify these responses, we exploit local exogenous variation in the supply of higher education institutions (HEIs) facing Colombian high school graduates in an empirical multinomial choice model with several instruments. According to our findings, the presence of at least one HEI specialized in SC programs in the vicinity of the student's high school municipality increases SC enrollment by 3.7-4.5 percentage points (40-50% of the SC enrollment rate). The diversion margin largely drives this effect. For female compliers, enrollment in SC programs increases formal employment relative to the next-best alternative. For male compliers, in contrast, it lowers formal employment and wages. These results should alert policymakers of the unexpected consequences of higher education expansionary policies

    We study direct productivity changes and spillovers after a randomized training program for the frontline workers in a Colombian government agency. While trained workers improved their individual production, we also find substantial spillovers that affected managers' productivity. We use email data and a survey to explore the mechanisms behind these spillovers and find that managers' increased output arises from reductions in the need to help lower level employees. Accounting for spillovers to manager productivity changes the organization's implied return on investment from the training program, expanding the set of training investments that can be supported

    Short-cycle higher education programs (SCPs) can play a central role in skill development and higher education expansion, yet their quality varies greatly within and among countries. In this paper we explore the relationship between programs' practices and inputs (quality determinants) and student academic and labor market outcomes. We design and conduct a novel survey to collect program-level information on quality determinants and average outcomes for Brazil, Colombia, Dominican Republic, Ecuador, and Peru. Categories of quality determinants include training and curriculum, infrastructure, faculty, link with productive sector, costs and funding, and other practices on student admission and institutional governance. We also collect administrative, student-level data on higher education and formal employment for SCP students in Brazil and Ecuador and match it to survey data. Using machine learning methods, we select the quality determinants that predict outcomes at the program and student levels. Estimates indicate that some quality determinants may favor academic and labor market outcomes while others may hinder them. Two practices predict improvements in all labor market outcomes in Brazil and Ecuador--teaching numerical competencies and providing job market information--and one practice--teaching numerical competencies--additionally predicts improvements in labor market outcomes for all survey countries. Since quality determinants account for 20-40 percent of the explained variation in student-level outcomes, estimates indicate a role for quality determinants to shrink the quality gap among programs. These findings have implications for the design and replication of high-quality SCPs, their regulation, and the development of information systems

    Does diversity affect people's perceptions of income distribution and their preferences for redistribution? I leverage variation from a Colombian financial aid reform boosting the share of low-income students at an elite university. Combining college records and original survey data, I study how diversity affects high-income students' social networks, perceptions, and preferences by exploiting treatment variation across cohorts and majors using difference-in-differences. Exposure to low-income peers caused high-income students to diversify their social networks, have more accurate perceptions of the income distribution, and support progressive redistribution. My preferred interpretation is that diversity raised students' concerns about (the lack of) equal opportunity

    Linguistic minorities are everywhere, and they are diverse. In this context, linguistic mediation activities – whether translation or interpreting – are key to the social inclusion of any kind of linguistic minority. In most societies autochthonous linguistic minorities coexist with foreignspeaking minorities and people with (or without) disabilities who rely linguistically or medially adapted on texts to access information. The present volume draws on this broad understanding of the concept of linguistic minorities to explore some of the newest developments in the field of translation studies and linguistics. The articles are structured around three main axes: • accessibility of content, especially audiovisual translation • intralingual translation, including initiatives regarding plain language, easy-to-read and easy language • mediation for minorities in a broader sense and language ideologies. Biographical note: María Pilar Castillo Bernal is an Assistant Professor at Universidad de Córdoba (Spain). Her research focuses on the translation of German literature, language for specific purposes, and technical texts. Marta Estévez Grossi is a postdoctoral research fellow at Leibniz Universität Hannover (Germany). Her main research interests are public services interpreting, migration linguistics, language accessibility and linguistic simplification.

    Microcredit promised business growth for small firms lacking access to banking loans. Yet while reaching millions, recent randomized evaluations suggest limited average business impacts. Critics often blame contract rigidity, specifically the fixed and frequent installments, for the lack of productive risk-taking. But such rigidity may instill borrower discipline. We partnered with a Colombian lender that offered first-time borrowers a flexible loan that permitted delaying up to three monthly repayments. We find null effects for revenue and profits but increases in loan defaults. The evidence thus aligns with established microlender practice of offering rigid contracts to first-time borrowers

    Medellin's government wanted to raise its efficacy, legitimacy, and control. The city identified 80 neighborhoods with weak state presence and competing armed actors. In half, they increased non-police street presence tenfold for two years, offering social services and dispute resolution. In places where the state was initially weakest, the intervention did not work, mainly because the government struggled to deliver on its promises. Where the state began stronger, the government raised opinions of its services and legitimacy. If there are indeed low marginal returns to investing in capacity in the least-governed areas, this could produce increasing returns to state-building
