    In this study we analyze differences in labour market outcomes across Russian regions in 2000-2014. We consider labour force participation, employment and unemployment rates, vacancy rates, the incidence of informal employment, and average wage levels. We also describe the first reaction of the regional labour markets to the current economic crisis. Our main conclusions are the following. Firstly, the rankings of Russian regions in all considered indicators are very stable in time. However, regional labour markets do converge. Secondly, our results support a popular thesis that all "good things" usually come together. Relatively high wage and employment levels go hand in hand with low levels of unemployment and informal employment as well as with high per capita GRP. We also find that both regions-"leaders" and regions-"outsiders" tend to form clusters of close to each other or adjacent regions. Thirdly, the first reaction to the current crisis was extremely diverse: in some regions there was a marked reduction in the labour force participation, employment, and vacancy rates along with rising unemployment, in others these indicators did not change, and in others they even improved. However, real wages fell in all regions, making the Russian model of the labor market adjustment even more interesting in the regional context.

    In this paper, we study the influence of the state-regulated minimum wage on informal employment in Russia. In order to estimate minimum wage effects we apply a methodology originally presented by D. Newmark and W. Washer (Neumark and Wascher (1992) "Employment Effects of Minimum Wages and Subminimum Wages: Panel Data on State Minimum Wage Laws") on quarterly regional panel data from 2001 to 2010. Our main robust finding is that minimum wage hikes increase both the share of informal employment (% of total employment) and the level of informal employment (% of population), while the level of formal employment is reduced. These effects occur within 2-4 months after raising the minimum wage, and are most apparent in the period from 2007 to 2010, when there were two strong increases of the federal minimum wage, and the regions were able to set their own minimum wage above the federal level.

    In the end of 2012 the Russian economy entered a period of permanently declining growth rates. The paper provides a thorough analysis of the labor market performance under these new conditions. We explain why despite the economic stagnation its basic characteristics - labor force participation, employment, unemployment, hirings and separations, vacancies - remained at very favorable levels. Analysis also indicates that though with certain lag the labor market started to react to negative economic shocks. We conclude that now effects of long-run structural shifts intervene with the effects of short-run economic fluctuations and this will seriously affect the dynamics of the Russian labor market in the medium- and long-term perspectives.
