    Yachting tourism is an emerging industry in coastal regions, particularly in the Mediterranean countries. The rising success of yachting tourism induces a significant boom in its relevant business segments. As a type of leisure tourism, yachting tourism plays a big role in an experience economy, and its positive impact on coastal regions has meant a substantial contribution to the local economy. Greece has many (potential) advantages to acquire a dominant position in developing a yachting tourism industry, such as authentic local attractions, natural coastal resources, etc. However, since the appearance of the current global financial crisis in 2007, the yachting tourism industry in this country has manifested a clear downturn, while the implementation of some austerity measures have aggravated the economic prospects. Meanwhile, the intense industry competition from some neighboring countries prompt a big challenge on the sustainability of the Greek yachting tourism industry. The main objective of our research is to map out the backgrounds and environments of the unfortunate situation. On the one hand, we compare Greek yachting tourism sector with similar sectors in other competitive Mediterranean countries, in order to identify the problems in strategic policy-making. On the other hand, we conduct extensive field research on yacht users and other stakeholders, in order to model and understand the factors relevant to its sustainable development. For achieving the aforementioned aims, both theoretical research in sustainability and the empirical aspects of the Greek yachting tourism industry will be allowed. The modelling results demonstrate that relevant industry policies have influenced the sustainability of the Greek yachting tourism negatively; our comparative study prospects also new knowledge to guide the sustainable development of the Greek yachting tourism from the perspective of other countries' strategies. Furthermore, the field surveys of yacht users and other stakeholders allow us to identify the relevant factors of sustainability in the Greek yachting tourism industry. In addition, our study sheds also new light on the emerging research field of the yachting tourism economy, and it leads to an enrichment of traditional tourism research. As our empirical research focusses in particular on the Greek yachting tourism industry, our findings provide practical guidance for the development of the Greek yachting industry in a long run.

    We analyze inefficiency and inequality associated with the use of creative capital to produce a final good in a regional economy. Specifically, we first study a case in which the individual creative capital units are perfect substitutes in the production of the final good. We show that the equilibrium outcome is inefficient and that there is too little application of effort. Second, we define an indicator of inequality and show that an increase in inequality enhances efficiency and that it is, in principle, possible to achieve complete efficiency. Third, we focus on the case where the individual creative capital units are perfect complements and show that the equilibrium outcome is, once again, inefficient with too little effort application. Finally, we contend that our theoretical results provide a possible rationale for the observed income inequality in cities and regions in which the activities of the creative class constitute a large part of all economic activities.

    Creative capacity in the field of regional sciences means the capability of any region to generate knowledge and thus to achieve innovation and the diffusion of the output of the innovative activity while obtaining the viability and sustainability of this process. Although creative capacity studies mainly focus on urban regions, the late rural studies and empirical evidences showed that rural region has a great potential capacity in terms of its five components viz. knowledge; innovation; entrepreneurship; creativity; and networks. But, these opportunities have shown by a rural specific approach rather than an urban approach. On this basis, by taking into consideration these discussions in the literature, we assume that the rural creative capacity can be evaluated by the recent changes in rural regions that show the capability of rural regions to exploit its knowledge as an output. On this purpose, in this study, we aim to evaluate which component is relatively important to identify the level of rural creative capacity. Therefore, the study focuses on 60 villages from Europe and 17 villages from Turkey by deploying the data obtained from the in-depth questionnaires. This study is a first attempt at settlement level with an optimistic approach to measure the opportunities lying at the heart of rural regions. The results of the study showed that creativity in terms of traditions is the most important component in both cases while European villages have more opportunities and do not have the latent rural problems while Turkish villages are still suffering from the well-known rural problems that their capacity exists but it is very limited.

    The Algarve faces unprecedented challenges resulting from increase of urban sprawl and population density along its coastal perimeters. A growing loss of ecosystems and natural landscapes have led to major asymmetries between the interior of the Algarve and the littoral areas. The depletion of natural resources taken for granted during the sixties, are conveying to the degradation of landscape, while the formerly beautiful region of the Algarve is losing its tourist attractions, largely explored since the latter. Loss of agricultural land to urban areas, has not only been a reality in Portugal, but is a common problem in peri-urban Europe and is overshadowing sustainable development. This paper aims to analyze the land-use change tendencies for the Algarve region from the beginning of the nineties up to 2020. By using a multi-scenario perspective of weight drivers such as agriculture, coastal proximity, urban proximity, population density and road networks, an Analytical Hierarchy Process will be applied to form three growth patterns for urban propensity within the coming 10 years and expanding over a total time frame of 30 years. The novelty of this approach is shared by the usage of story-lines which generate three distinct scenarios: More Ecological, Business as Usual and Economic Reasoning (maximization of economic growth). While story-lines are naturally qualitative, this methodology proposes a quantitative validation of qualitative information, giving a much more accurate result of current trends of urban growth and environmental change in the Algarve. The projection of future land-use is managed through the CORINE Land Cover spatial databases and iterations of cellular automata with the storylines, which shall allow the projection of future urban growth. By understanding the different path-tendencies of urban growth for the region, better decision-making can be done, as to avoid unbalanced city growth, bringing forth more sustainable cities within natural landscapes.

    This paper aims to investigate the relationship between commuting and spatial labour market developments in the framework of sustainability issues. To do so, we propose, first, an exploratory investigation of the effects of inbound commuter flows on employment in regional labour markets in Germany. Next, we address sustainability issues as a common umbrella for the relationship 'economy-transportation'. In this context, we show that the German production system is faced with negative environmental externalities, which are clearly associated with a specific transport mode, viz. the private car. Negative environmental externalities as a result of modal choices in Germany are confirmed by data from EU-15 countries. Public transport, in particular the train, appears to be more environmentally-benign. Our results bring to light that, on average, commuter flows have a positive and robust effect on employment in the receiving German labour market districts, while, for commuting flows, public transport, especially the train, is a more environmentally-benign mode of transport, compared with the car, in reducing greenhouse gas emissions and energy consumption. In the light of possible policy strategies, the paper argues that sustainability may lead to positive economic effects; in particular, the improvement of the public transport system, which can provide more opportunities for sustainable commuting patterns, may lead to favourable employment perspectives for the local or regional labour force.

    The geographical distribution and persistence of regional/local unemployment rates in heterogeneous economies (such as Germany) have been, in recent years, the subject of various theoretical and empirical studies. Several researchers have shown an interest in analysing the dynamic adjustment processes of unemployment and the average degree of dependence of the current unemployment rates or gross domestic product from the ones observed in the past. In this paper, we present a new econometric approach to the study of regional unemployment persistence, in order to account for spatial heterogeneity and/or spatial autocorrelation in both the levels and the dynamics of unemployment. First, we propose an econometric procedure suggesting the use of spatial filtering techniques as a substitute for fixed effects in a panel estimation framework. The spatial filter computed here is a proxy for spatially distributed region-specific information (e.g., the endowment of natural resources, or the size of the 'home market') that is usually incorporated in the fixed effects parameters. The advantages of our proposed procedure are that the spatial filter, by incorporating region-specific information that generates spatial autocorrelation, frees up degrees of freedom, simultaneously corrects for time-stable spatial autocorrelation in the residuals, and provides insights about the spatial patterns in regional adjustment processes. We present several experiments in order to investigate the spatial pattern of the heterogeneous autoregressive parameters estimated for unemployment data for German NUTS-3 regions. We find widely heterogeneous but generally high persistence in regional unemployment rates.

    The present paper considers urban sprawl in Europe from a multi- dimensional and exploratory point of view. Several literatures on the topic (mainly from urban economics, but also from other fields such as urban planning or regional science) are reviewed to extract the main dimensions of the phenomenon, which are found to be the following six: connectivity, decentralization, density, scattering, accessibility to open space and land- use mix. Several indicators are defined and calculated to measure them for a representative sample of 209 European cities. The data are presented to the self-organizing map (SOM) algorithm to observe how the different dimensions interact with each other and what is their behaviour. The analysis of the SOM reveals very interesting patterns that could not be unveiled otherwise. The paper also presents results of an exploration on the relation to geographical location and population size, characterizing the cities in terms of their degree and variety of sprawl.

    Demographic patterns in our world (e.g., aging processes, birth and death rates) are increasingly influenced by migration movements. A rising number of people is 'on the move', in search of a better fortune elsewhere. It is noteworthy that nowadays many migration movements do not show anymore stable patterns, but reflect a high degree of dynamics, for instance, in the form of return migration, circular and temporary migration, or chain migration. There is also a great heterogeneity in the motivations of many migrants that may have significant impacts on the migration choice, the destination place, the migrant's status, and the duration of stay. Consequently, return migration, temporary migration and circular migration have in recent years become important research and policy issues. This note offers a short review of the dilemma's and assessment issues inherent in the effects of non-structural or temporary migrants (so-called 'movers') on host economies. Particular attention will be paid to circular migration policy in Europe as a vehicle to both mitigate temporary tensions on regional labor markets of host economics and to provide a solid base for sustainable growth in the sending countries. Various research and policy challenges are outlined as well.

    We examine the heterogeneous impacts of foreign language use at work on earnings of both native-born workers and foreign-born workers, using a longitudinal survey, viz. the European Community Household Panel (ECHP) running from 1994 to 2001. Our findings are the following. First, for native-born workers with a tertiary diploma, using a foreign language at work is found to have an unambiguously positive impact on their earnings (2% on average). Second, for foreign-born workers, returns to foreign language use at work is highly complementary to education. Foreign language users below the upper secondary educational level earn significantly less (¡8%) than those who use the local language at work. Third, with regard to language types, a linguistically distant foreign language gives native-born workers the highest wage premium, while the use of EU official languages pays off the most for foreign-born workers. Fourth, our results do not show evidence that the lack of local language knowledge of low-educated migrants causes these results, as immigrants for whom themother tongue is similar to the local language show a similar pattern.

    We focus on both individual and local uncertainty to explain the innovation potential of entrepreneurs in the NUTS1 UK regions in 2005 and 2009. The 'potential surprise function' (Shackle, 1949) clarifying why sometimes promising business choices are truncated is taken as a determinant of an entrepreneur's innovation decision. GEM (Global Entrepreneurship Monitor) data and data on psychological types are used in the empirical analysis. The econometric estimation strategy addresses both the issue of selection bias (due to uncertainty) and that of zero-inflated data (i.e., presence of only a few highly innovative actors in comparison to the majority in our sample). Findings suggest that local uncertainty is the predominant determinant of individual entrepreneurial choice. The regional effect appears to amount to about 4% of the innovation differences across NUTS1 UK regions, while almost one third of it is determined by the local level of uncertainty bias. Thus, the novelty of the present study is that it shows how differences in local cultural tolerance to uncertainty may explain differences in the quantity of truncated innovative ideas among localities.

    With tightening budgets and increasingly critical reviews of public expenditure, there is a need for a careful analysis of the performance of public bodies in terms of an efficient execution of their tasks. These questions show up everywhere in the public domain, for instance, in the provision of medical facilities, the operation of postal services, or the supply of public transport. A standard tool to judge the efficiency of such agencies is Data Envelopment Analysis (DEA). In the past years, much progress has been made to extend this approach in various directions. Examples are the Distance Friction Minimization (DFM) model and the Context-Dependent (CD) model. The DFM model is based on a generalized distance friction function and serves to improve the performance of a Decision Making Unit (DMU) by identifying the most appropriate movement towards the efficiency frontier surface. Standard DEA models use a uniform proportional input reduction (or a uniform proportional output increase) in the improvement projections, but the DFM approach aims to enhance efficiency strategies by deploying a weighted projection function. This approach may address both input reduction and output increase as a strategy of a DMU. A suitable form of multidimensional projection functions is given by a Multiple Objective Quadratic Programming (MOQP) model using a Euclidean distance. Likewise, the CD model yields efficient frontiers in different levels, while it is based on a level-by-level improvement projection. The present paper will first offer a new integrated DEA tool -merging from a blend of the DFM and CD model using the Charnes-Cooper-Rhodes (CCR) method - in order to design a stepwise efficiency-improving projection model for a conventional DEA. The above-mentioned stepwise-projection model is illustrated on the basis of an application to the efficiency analysis of public transport operations in Japan.

    Over the past decades, leisure travel has become increasingly popular in older segments of the world population, as a consequence of global factors such as a rise in life expectancy, improved health conditions, a higher disposable income, and increased availability of discretionary time in retirement age. Consequently, researchers have become more interested in studying the motivations for travel of seniors. A number of questions may be raised or have been addressed in the recent past: What are the main factors explaining the travelling choices of seniors? Are their travel motivations different from the ones of the younger population, which have been widely studied in the past? Are geographical differences in terms of motivations comparable between different age groups? Why is senior tourism a topic of particular interest with regard to Asia? In order to answer such questions, in this paper we provide a review of the literature on the travel motivations of seniors. On the basis of 29 articles published on the topic, we provide a qualitative and meta-analytic assessment of past findings, by investigating the dimensions of travel motivations most frequently employed in past seniors surveys. Finally, we discuss a research agenda for further analysis of senior travel motivations and for the integration of this branch of travel research within a wider framework.

    The regional economics and geography literature on urban population size has in recent years shown interesting conceptual and methodological contributions on the validity of Gibrat's Law and Zipf's Law. Despite distinct modeling features, they express similar fundamental characteristics in an equilibrium situation. Zipf's law is formalized in a static form, while its associated dynamic process is articulated by Gibrat's Law. Thus, it is likely that both Zipf's Law and Gibrat's Law share a common root. Unfortunately, empirical investigations on the direct relationship between Gibrat's Law and Zipf's Law are rather rare and not conclusive. The present paper aims to answer the question whether (a generalisation of) Gibrat's Law allows us to infer Zipf's Law, and vice versa? In our conceptual and applied framework, particular attention will be paid to the role of the mean and the variance of city population as key indicators for assessing the (non-) validity of the generalised Gibrat's Law. Our empirical experiments are based on a comparative analysis between the dynamics of the urban population of four countries with entirely mutually contrasting spatial-economic and geographic characteristics: Botswana, Germany, Hungary and Luxembourg. We arrive at the following results: if (i) the mean is independent of city size (first necessary condition of Gibrat's law) and (ii) the coefficient of the rank-size rule/Zipf's Law is different from one, then the variance is dependent on city size.

    The tourism sector is evolving into an advanced industrial sector. Modern tourism presupposes an attractive portfolio of tourist services for a varied set of visitors. Meanwhile, tourism destinations have turned into multifaceted tourist complexes comprising a broad package of amenities that satisfy the needs of a heterogeneous group of clients. Such tourist complexes may be regarded as export-oriented multi-product companies, characterized by spatial and functional market segmentation and by monopolistic competition reflected in product differentiation. This paper argues that tourism becomes a diversified globally-oriented export industry which has to serve a multiplicity of clients. The previous observations prompt intriguing questions on the heterogeneity, motivations, satisfaction and loyalty of tourists. The present work aims to offer a causal path model that depicts the multidimensional attraction force of a particular international tourism centre, viz. Amsterdam, from the perspective of a varied supply of tourism services. After presenting the design of a conceptual model, the empirical implications of offering a multi-product package to a heterogeneous group of visitors are modelled using a structural equations model (SEM). The primary goal of this study was to assess the impact of several factors on the loyalty (measured by the possibility of a return visit or a recommendation to visit to others) to the destination of Amsterdam. The main factors analysed in our study were personal characteristics of tourists, their motivations to visit the city and the satisfaction with the destination. The various findings are interpreted, while policy implications are also outlined. One of the most important findings was that the relationships identified between the levels of satisfaction of tourists and the loyalty to Amsterdam as a tourist destination shows that tourists who achieve higher levels of satisfaction with intangible aspects of the city tend to be more loyal than those who achieve more satisfaction with the tangible aspects of Amsterdam. Another significantly positive effect on loyalty was found for tourists in the lower income categories, tourists with a higher level of education and non-European tourists.
