    President Vladimir Putin escalated Russia's war on Ukraine in September 2022, announcing a partial mobilisation and repeating his threat to use nuclear weapons. But what really ended efforts to bring about peace - which had continued since the 24 February invasion - was the proclaimed annexation of the Ukrainian oblasts of Luhansk, Donetsk, Zaporizhzhia and Cherson. Since his election in 2019, Ukrainian President Volodymyr Zelenskyy has repeatedly called on Putin to agree to a personal meeting, even in the first weeks of this year's Russian invasion. But on 4 October 2022, in response to the actions of the Russian side, he signed a decree rejecting direct talks. Ever since the beginning of the Russian aggression in 2014, and all the more so since 24 February 2022, the course of Ukrainian-Russian negotiations has been highly dependent on the situation in the battlefield and the broader political context.

    Three decades after the establishment of many smallholder oil palm plantations, large areas of oil palm will require replanting soon or are already overmatured. The process of replanting offers a unique opportunity to redesign plantations, close yield gaps, boost productivity and therefore secure income and livelihoods, but requires knowledge, inputs and financing. If postponed or done incorrectly, replanting could further exacerbate existing challenges in smallholder oil palm cultivation, both socioeconomic and environmental. In this review, we collect relevant literature on replanting of oil palm, especially in the realm of smallholder cultivation, to highlight the challenges smallholders will face when replanting. We find that access to inputs, finances and know-how differ greatly between groups of smallholders. This will likely affect smallholder's decisions when, how and what to replant. Information on replanting, proper training, access to high-quality seedlings as well as eligibility for public replanting funds will determine the success of smallholder replanting efforts in Indonesia but are distributed unevenly currently. We finish the review with recommendations for both policy-makers and researchers on how to overcome the challenges replanting holds and capitalize on the opportunity replanting offers rather than exacerbating existing issues.

    Agricultural technologies frequently have been introduced via subsidies to accelerate diffusion and spur adoption in the presence of market inefficiencies or missing information. Yet, for agricultural technologies that mainly generate positive environmental effects, it is not clear how to encourage adoption, maintenance, and additional investments most effectively. This study addresses this gap by introducing two policy interventions to foster tree planting in an oil palm hotspot in Indonesia. In the first treatment, oil palm farmers receive information about native tree planting and three different native tree seedlings for free (subsidy treatment). In the second treatment, oil palm farmers receive the same information and the opportunity to buy three different native tree seedlings through an auction (price treatment). Results from negative binomial regressions reveal that a full subsidy leads to higher tree planting at first, but the results from a double hurdle model show that conditional on being planted there is no significant difference in survival rates between the two treatments. Our results further show that conditional on tree planting farmers in the price treatment apply a higher number of maintenance practices than farmers in the subsidy treatment. Finally, the subsidy treatment has a significantly negative effect on additional planting efforts.

    Oil palm is the most significant boom crop in Southeast Asia and associated with tremendous negative environmental effects. These environmental effects can influence the environmental concern (EC) and pro-environmental behavior (PEB) of the local population in different ways. While various research has investigated rural-urban differences for EC and PEB, evidence is missing for societies in the Global South where rural and urban populations face similar environmental problems. This paper addresses the questions of what influences EC and PEB of residents living in a hotspot for oil palm cultivation with a special focus on the geographical residence in Indonesia. Our results from OLS regressions show that overall, rural residents directly involved in oil palm cultivation tend to be more concerned than the urban respondents. This is true for general EC, as well as for the oil palm-related EC, which points towards oil palm farmers being aware of the environmental repercussions of oil palm plantations. We also find that connectedness with nature, connectedness with oil palms, and preferences for homogenized landscapes are important factors that are correlated with EC. PEB is measured in terms of donations made to a local environmental organization. Our results, first of all, show strong positive correlations between EC measures and PEB. Furthermore, results reveal that rural respondents make significantly higher donations. In addition, a higher connectedness with oil palms decreases donations among our respondents, while the hours participated in other environmental activities correlate positively with donations.

Today, Moscow and Kyiv are pursuing diplomatic initiatives in order to shape the international context of the war in their favour. Russia’s war diplomacy aims to weaken the "collective West" at the global level as part of its strategy to bring external support for Ukraine to a halt. Ukraine is seeking to isolate Russia internationally. Meanwhile, Russia’s illegal war of aggression continues. If there is to be even a possibility of ceasefire negotiations in the future, Germany and its partners must carry on providing military support to Ukraine.

    Abstract: Oil palm expansion in Indonesia is associated with a reduction in biodiversity and ecosystem services, as well as livelihood improvements for smallholder farmers. While this dichotomy highlights the importance of sustainable management options, empirical evidence on which policies are effective in stimulating biodiversity-friendly plantation management is relatively scarce. This paper addresses this gap by presenting results from a randomized controlled trial implemented in Jambi province, Sumatra, in 2016. We focus on native tree planting in oil palm plantations as one sustainable management option. To test whether information and input provision affect the number of trees planted by smallholders two treatments were designed: the first provided information about tree planting in oil palm, while the second combined information and seedling delivery. We model adoption in a double-hurdle framework where farmers first decide whether to adopt or not and then how many trees they plant per hectare. Our results suggest that both interventions are effective in stimulating tree planting in oil palm. Seedling provision in combination with information leads to a higher probability of adoption, but farmers plant on average relatively few trees per hectare. In contrast, in the informational treatment, few farmers adopt, but they plant more trees per hectare than farmers who received seedlings. Furthermore, we observe that the survival rate of trees planted is lower for farmers who received seedlings in comparison to farmers who only received information. Since we cannot find evidence for farmer and plot selection effects, it is likely that species choice and seedling quality are the underlying drivers of this difference.     Die "Präsidentschaftswahl" 2024 ist so stark manipuliert wie keine andere Wahl in der postsowjetischen Geschichte Russlands. Der politische Kontext ist diktatorisch, die Usurpation der Macht durch das Regime umfassend. Es herrscht Kriegszensur. Politischer Wettbewerb wird nicht einmal simuliert. Der Tod Alexej Nawalnys hat die Atmosphäre der Angst, in der die Abstimmung stattfindet, verstärkt. Die "Wahl" ist ein autoritäres Plebiszit. Dennoch zeigten sich im Vorfeld regime- und kriegskritische Regungen in der Bevölkerung. Deutschland und Europa sollten klarstellen, dass diese Wahl nicht demokratisch ist und keine Legitimität besitzt. Wichtiger ist jedoch, den Kontakt zu kriegskritischen Menschen in Russland zu halten.

    We analyze how agricultural extension can be made more effective in terms of increasing smallholder farmers' adoption of pro-nutrition technologies, such as biofortified crops. In a randomized controlled trial with farmers in Western Kenya, we implemented several extension treatments and evaluated their effects on the adoption of beans that were biofortified with iron and zinc. Difference-in-difference estimates show that intensive agricultural training tailored to local conditions can increase technology adoption considerably. Within less than one year, adoption of biofortified beans increased from almost zero to more than 20%. Providing additional nutrition training further increased adoption by another 10-12 percentage points, as this has helped farmers to better appreciate the technology's nutritional benefits. These results suggest that effective nutrition training through agricultural extension services is possible. Providing marketing training did not lead to additional adoption effects, although the study period may have been too short to measure these effects properly. This study is a first attempt to analyze how improved designs of agricultural extension can help to make smallholder farming more nutrition-sensitive. More research in this direction is needed.

    In the last decades global food value chains have seen the need for increasing vertical coordination in order to secure quality standards. A prominent way to govern the relationships between farmers and agri-business firms are farming contracts. We study the role of trust, risk and time preferences for farmers' contract choices in a discrete choice experiment among Ghanaian pineapple farmers. We find that experimental measures of trust, risk and time preferences can predict preferences for contract attributes. Especially trust has economically important effects on the willingness to pay for transparent quality controls. Differences in preferences for timing of payment and timing of agreement making cannot be explained by trust levels but the time preferences. Risk-sharing in form of reduced quality requirements is less important for risk-seeking individuals compared to risk-neutral or risk-avers farmers. Including behavioral preferences can significantly improve the explanatory power of the models. Our results indicate that preferences affect farmers' participation constraints and argue that a diversification of contract offers might increase the willingness of farmers to participate in contract farming. This has implications for companies who aim at developing stable long-term relationships with farmers.
