    This paper provides a preliminary assessment of recent reforms of German employment promotion policy. While several recent studies analyze the impact of measures of employment promotion for the case of Germany, no comparable study exists on the aggregate level, thus precluding any assessment of the overall impact of such measures. The reform of 1998 recognized for the first time in the history of German employment promotion that evaluation should be an integral part of the delivery of policy interventions. Yet, while this has led to an important first step - the systematic collection of data - evaluation itself has mistakenly been understood by the legislator as a pure accounting exercise. We discuss this problem from the perspective of the recent evaluation literature in economics and statistics, thus providing a frame of reference for performing credible scientific evaluation of employment promotion policy.

    Assessing the migration potential and predicting future migration streams are among the most relevant, yet least well understood topics of migration research. The usual approach taken to address aggregate-level prediction problems is to fit ad hoc specifications to historical data, and to extrapolate from these estimates on the basis of conditioning information that is assumed to be known with certainty. In this context, this strategy faces formidable problems that exceed the usual difficulties arising for the prediction of economic variables. This paper addresses this extrapolation problem formally, with an application to the case of EU-enlargement and the ensuing migration streams to be expected from Eastern Europe.

    This paper contrasts labour participation behaviour and wages of native and immigrant women. Since the impact of family structure on labor supply differs between natives and immigrants, we explicitly distinguish between part-time and full-time jobs. The choice of jobs is accounted for by an ordered probit selection model with an incidental threshold, thus offering a flexible strategy to address selection issues in a segmented labour market. Our analysis is based on panel data, allowing us to control for correlated individual-specific effects in both selection- and wage equations. We conclude that migrant women receive lower wages than native women in the same labor market segment, and that this is mainly associated with their relatively low educational endowments. Their relatively high ability to combine full-time work and child rearing somewhat mitigates these disadvantages.

    The context of community-based interventions presents formidable problems for any evaluation analysis. Group-randomized studies do possess ideal properties in theory, but in practice, group-randomization might not be a feasible alternative at all or group-randomized studies might be contaminated. Thus, the decisive advantage of randomized controlled trials, that they and only they provide for a completely convincing identification strategy in the presence of observable and unobservable confounders, is lost. There are alternative strategies for the identification of treatment effects also in the case of unobservable confounders, however, although they specifically require unverifiable a priori information to be available. Moreover, when using non experimental data, one can often easily extend sample size at low cost, and thus estimate parameters very precisely; therefore, for any particular situation the relative attractiveness of experimental and non-experimental approaches should be explored.

    This paper provides a preliminary assessment of recent reforms of German employment promotion policy. While several recent studies analyze the impact of measures of employment promotion for the case of Germany, no comparable study exists on the aggregate level, thus precluding any assessment of the overall impact of such measures. The reform of 1998 recognized for the first time in the history of German employment promotion that evaluation should be an integral part of the delivery of policy interventions. Yet, while this has led to an important first step - the systematic collection of data - evaluation itself has mistakenly been understood by the legislator as a pure accounting exercise. We discuss this problem from the perspective of the recent evaluation literature in economics and statistics, thus providing a frame of reference for performing credible scientific evaluation of employment promotion policy.
