    An empirical analysis of various waves of the ALLBUS social survey shows that union density fell substantially in West Germany from 1980 to 2000. Such a negative trend can be observed for men and women and for different groups of the workforce. Repeated cross-sectional analyses suggest that a number of personal, occupational and attitudinal variables such as sex, occupational status, firm size and political orientation play a role in the unionization process, although the influence of many variables is not robust over time...

    Der positive Zusammenhang zwischen Firmengröße und Exporttätigkeit gilt als ein stilisierter Fakt: Gestützt auf deskriptive Befunde und Ergebnisse von Regressionsmodellen auf der Basis von Querschnittsdaten wird argumentiert, dass sowohl die Wahrscheinlichkeit zu exportieren als auch der Anteil der Exporte an Umsatz mit steigender Firmengröße ansteigt und dass dies auch ceteris paribus der Fall ist. Der vorliegende Beitrag zeigt, dass Firmenpaneldaten - zu verschiedenen Zeitpunkten erhobene Daten für eine Gruppe von Firmen - eine unverzichtbare Basis für eine empirisch solide fundierte und tiefer gehende sowie in einem wesentlichen Aspekt konträre Interpretation darstellen...

    This paper uses an unbalanced panel data set for exporting firms from manufacturing industries in one German federal state, Lower Saxony, to investigate the micro-structure of the recent export boom. Looking at data for 1995/96 to 2001/2002 it is demonstrated that a considerable number of plants start and stop exporting in each year, but that most of the export dynamics is due to positive and negative changes of exports in plants that continue to export. A small fraction made of four to five percent of all exporting plants is responsible for around 70 to 80 percent of the gross increase in exports...

    Der positive Zusammenhang zwischen Firmengröße und Exporttätigkeit gilt als ein stilisierter Fakt: Gestützt auf deskriptive Befunde und Ergebnisse von Regressionsmodellen auf der Basis von Querschnittsdaten wird argumentiert, dass sowohl die Wahrscheinlichkeit zu exportieren als auch der Anteil der Exporte an Umsatz mit steigender Firmengröße ansteigt und dass dies auch ceteris paribus der Fall ist.     In a recent survey, Frege (2002) concludes that economic analysis of the works council has reached a `dead end´. The present treatment offers a different conclusion based on a more encompassing review of the evidence. It will identify three distinct phases in the economic analysis of codetermination at the workplace. While Frege just considered studies from the first two phases, it is the third phase of research that contains some of the most positive evaluations to date of works council impact. Even if such estimates appear much exaggerated and the effect of works councils is likely to be small on average, the new literature redirects our research effort towards the factors that produce swings around this average, including differences in works council types and their workplace environments. In einem jüngst veröffentlichten Überblicksartikel kommt Frege (2002) zu dem Schluss, die ökonomische Analyse des Betriebsrats sei in eine Sackgasse geraten. Die vorliegende Arbeit zieht ein anderes Fazit, das auf einer umfassenderen Betrachtung der empirischen Evidenz beruht. Dabei werden drei Phasen der ökonomischen Analyse der betrieblichen Mitbestimmung unterschieden. Während Frege nur Studien aus den ersten beiden Phasen berücksichtigte, ist es gerade die dritte Forschungsphase, die einige der positivsten Bewertungen von Betriebsräten enthält. Selbst wenn derartige Einschätzungen stark übertrieben erscheinen und der Betriebsratseffekt im Durchschnitt relativ gering sein dürfte, weist die neuere Literatur darauf hin, dass unsere Forschungsbemühungen sich stärker auf Faktoren konzentrieren sollten, die Schwankungen um diesen Durchschnitt hervorrufen (wie z.B. unterschiedliche Typen von Betriebsräten und deren Arbeitsplatzumgebung).

    An empirical analysis of various waves of the ALLBUS social survey shows that the level and the structure of unionization has become more and more similar in eastern and western Germany in the period 1992 to 2000. The originally high level of union density in eastern Germany has dropped below that of western Germany, and union membership has been falling steadily in both parts of the country since 1992. Repeated cross-sectional analyses indicate that the factors influencing individuals probability of union membership have converged over time between western and eastern Germany. After an assimilation period of about ten years the same set of variables can be used to explain unionization in postsocialist eastern Germany and in traditionally capitalist western Germany. Eine empirische Analyse mehrerer Wellen der ALLBUS-Befragung zeigt, dass sich Ausmaß und Struktur der gewerkschaftlichen Mitgliedschaft in Ost- und Westdeutschland von 1992 bis 2000 zunehmend angeglichen haben. Der ursprünglich hohe Organisationsgrad in den neuen Ländern ist unter das Niveau in den alten gefallen, und die Mitgliederzahlen gehen in beiden Landesteilen seit 1992 zurück. Wiederholte Querschnittsanalysen deuten darauf hin, dass die Einflussfaktoren der Wahrscheinlichkeit einer Mitgliedschaft im Zeitverlauf zwischen West- und Ostdeutschland konvergiert sind. Nach einer Annäherungsperiode von rund zehn Jahren können jetzt die selben Variablen verwendet werden, um die gewerkschaftliche Organisierung im post-sozialistischen Ostdeutschland und im traditionell kapitalistischen Westdeutschland zu erklären.
