According to Mircan, “The […] exhibition reflects on another projection machine, whose history and consequences, unlike cinema, are circumscribed by national boundaries, specific histories, and ideological configurations. The regime of production and representation of socialist realism radicalizes the violence that the creation of a new image does to its subject: it intensifies the fraught relation between refashioned representation and that which is represented. Its insistence on a particular, projective notion of reality is commensurate with the coercion of daily — cultural, social, emotional — life into a grid whose perspective lines and vanishing points carry heavy ideological charges. It enforces what it represents onto that which it represents, so that representation would replace reality.” Apart from a full documentation of the exhibition by photographer Marco Mazzi, the catalogue also features theoretical and art-historical contributions, both in English and in Albanian, on socialist realist art as developed in Albania under the communist regime, as well as texts highlighting contemporary attempts to display political realities through progressive artistic practices.     In June and July 2014, philologist Vincent W.J. van Gerven Oei and photographer Marco Mazzi undertook the Albanian Lapidar Survey, a project to map, document, and photograph the large majority of Albanian lapidars, a particular type of monument, mainly produced in the period that the communist Labor Party of Albania ruled the country (1945–1990) to commemorate the partisan victims, battles, and military units from the National Anti-Fascist Liberation War (which coincided with World War II), as well as historical figures from before the liberation and the accomplishments of socialism in Albania afterward. These lapidars, which can still be found, albeit in ever decreasing numbers, all over the country — in cities and villages, alongside roads, in forests and on mountain passes — are witness to an enormous expenditure of labor and resources to turn the landscape into a site of what was called “monumental propaganda.” The Albanian Lapidar Survey aimed to capture these monuments as fact. The results of this project are collected into a three-volume, dual-language (English and Albanian) catalogue, under the title Lapidari. The first volume comprises a series of critical reflections on Albanian monumentality of the period 1945–1990 from a variety of perspectives, as well as historical documents and a full indexation of all inscriptions found on the documented monuments. Volume 2 and Volume 3 feature the photographic documentation of all 649 recorded monumental sites by photographer Marco Mazzi.

    Im Winter 2014/15 kam es zu einem beachtlichen Exodus aus dem Kosovo. Diese Massenmigration hat Auswirkungen nicht nur im Kosovo, sondern auch in den Zielländern, und sie wirft Fragen nach den Auslösern und möglichen Implikationen auf. Der vorliegende Policy Brief identifiziert und analysiert Antriebskräfte und einige Besonderheiten dieses Phänomens. Hauptauslöser der Massenmigration ist aus unserer Sicht ein Staatsversagen. Der große Enthusiasmus und die Hoffnungen der jungen kosovarischen Nation konnten nicht aufrechterhalten und erfolgreich in eine nachhaltige Entwicklung umgewandelt werden. Vielmehr hat sich eine hohe Frustration über die politische Kaste und die vorherrschende Vetternwirtschaft und Korruption angestaut, die selbst die Mittelschicht in die Emigration treibt. Der Migrationsansturm wurde zusätzlich durch erleichterte Reisebedingungen und Gerüchte, z. B. über unkomplizierte Asylregelungen, angetrieben, die einen regelrechten Schneeballeffekt auslösten. Den politischen Entscheidungsträgern in der EU empfehlen wir einen gelassenen und bedachten Umgang mit der Massenmigration. Änderungen in den Asyl- und Visaregelungen sind angeraten, erfordern aber eine kluge zeitliche Abfolge der Umsetzung. Legale, möglicherweise temporäre Migrationsmöglichkeiten sollten in Betracht gezogen werden, um eine unerwünschte Krisensituation im Kosovo nicht zu verstärken. Im Kosovo selbst müssen als Antwort auf die Abwanderung endlich bestehende Strukturen aufgebrochen und die Korruption bekämpft werden, denn nur leistungsfähige Institutionen und funktionierende Sozialsysteme können dem Land helfen, den wirtschaftlichen Stillstand und die Perspektivlosigkeit zu überwinden. A remarkable exodus from Kosovo occurred in the winter 2014/15, raising urgent questions about its underlying drivers and implications for both Kosovo and the destination countries. This policy brief provides a first-hand qualitative snapshot of key migration drivers, as well as insights on some particularities of the phenomenon. We find that the exodus is the result of a struggling Kosovar state, which failed to maintain the enthusiasm and hope of its young nation and turn it into sustainable development. Instead, a lack of perspectives and accumulated frustration about the existing political caste, nepotism and corruption drive out even middle class people. The extent and timing of the migration wave was closely connected with facilitated travel conditions and incentivising rumours that caused a snowball effect. We argue that EU countries will have to react with patience and care in handling incoming migrants. Changes in the asylum and visa regimes are recommended, but a smart timing of measures is important. Ultimately, to prevent a deepening crisis and possible unrest in Kosovo, temporary legal migration opportunities are needed. Within Kosovo, only breaking up existing structures and establishing efficient institutions and functioning social models in their place could allow the country to overcome its economic deadlock.
