    From "a dirty hand": Words are very powerful. You aren't sure of that? Think of all the things you won't say. Wonderful remark in a note I had this week from William Carlos Williams. He spoke of the "disease" of wanting to write poetry; said he had been "off" poetry for many months and-he said-"I feel clean and unhappy." One reason for keeping this kind of notebook: you can put on record the retort you couldn't think of at last night's party. Photographs of Henry James in his middle years should be commented upon. Gone is the shy aesthete of the youthful portrait (by LaFarge?) . This bearded man has a fierce look, even a bestial one. Here is perhaps-I don't know-James at his most generative. Again this man disappears in the shaven, bald, final James, the famous James-the Grand Lama. I noticed when Lindsay (thirteen) read aloud a passage from a hunting book the other day he pronounced "genital" as "genteel." I'd love to see a literary history titled "The Genital Tradition." Contrast "business ethics" and the ethics of art. Nobody writes a poem hoping it will wear out in four or five years. Between 1951 and 1966 the distinguished American poet Winfield Townley Scott kept a series of notebooks in which he set down his thoughts on poetry, literature, the literary scene, and life in general. Shortly before his untimely death in 1968 he made a selection of the entries he thought were best and gave it the title "a dirty hand." These perceptive notes, some tart, some gentle, some boisterous, some wistful, give us a remarkable insight into the workings of his creative mind. George P. Elliott has said of Scott: "In a very solid way, I think he was as rock-bottom American a poet as we have had since Frost." The introduction is by Scott's good friend Merle Armitage, who also designed the original edition of this book.

September 1949 stattete Bundeskanzler Adenauer den Alliierten Hohen Kommissaren auf dem Petersberg bei Bonn seinen Antrittsbesuch ab. Am selben Tag trat das von den westlichen Siegermächten des Zweiten Weltkriegs erlassene Besatzungsstatut für die Bundesrepublik Deutschland in Kraft. Damit begann ein neues Kapitel der deutschen Nachkriegsgeschichte. Zwar unterlag der junge Staat bis auf weiteres erheblichen Beschränkungen, doch er hörte auf, nur Objekt der internationalen Politik zu sein. Schon das Petersberger Abkommen vom 22. November 1949 hatte die Anknüpfung von Konsular- und Handelsbeziehungen mit dritten Staaten ermöglicht und damit den Weg geebnet zur Teilnahme in internationalen Organisationen wie der Organisation für europäische wirtschaftliche Zusammenarbeit, den Sonderorganisationen der Vereinten Nationen und nicht zuletzt dem Europarat. Früh setzten Kontakte mit den bei den Hohen Kommissaren akkreditierten ausländischen Missionen ein. Bereits im März 1950 fanden sogar Sondierungen mit Repräsentanten des Jüdischen Weltkongresses statt und führten zu ersten Überlegungen zu den Möglichkeiten für die Wiedergutmachungsleistungen. Das Kernproblem aber bilden die Beziehungen zu den Besatzungsmächten. Besonders die schwierigen Anfänge der deutsch-französischen Freundschaft kommen in der Edition anschaulich zum Ausdruck. Ausführlich dokumentiert werden ferner die Pariser Verhandlungen über den Schuman-Plan, die ersten Bemühungen um eine Revision des Besatzungsstatuts sowie die Initiativen Konrad Adenauers in der Frage der äußeren Sicherheit des Bundesgebiets. Die Vorgeschichte des umstrittenen Sicherheitsmemorandums vom 29. August 1950 zeigt, daß schon seit April 1950 - noch vor Beginn des Korea-Kriegs - im Bundeskanzleramt detaillierte Pläne für die Aufstellung deutscher Sicherheitskräfte erwogen wurden. Die Akten zur Auswärtigen Politik der Bundesrepublik Deutschland 1949/59 belegen die Vielfalt der außenpolitischen Ziele, denen sich die Bundesregierung nach Inkrafttreten des Besatzungsstatuts widmete. Sie geben Aufschluß sowohl über die besonderen Modalitäten deutscher Außenpolitik unter dem Besatzungsstatut als auch über die organisatorische Vorgeschichte des Auswärtigen Amts. In Ergänzung der bereits im Jahr 1989 publizierten Gesprächsaufzeichnungen "Adenauer und die Hohen Kommissare 1949-1951" entsteht damit ein umfassendes Bild des außenpolitischen Auftakts der Regierung Adenauer. Die 175 ausführlich kommentierten und durch umfangreiche Register erschlossenen Dokumente belegen eindrucksvoll, daß die Bereitschaft zur gleichberechtigten Mitwirkung an den Verteidigungsanstrengungen des Westens genuin waren und erst später mit dem Verlangen nach erweiterter Handlungsfreiheit für die Bundesrepublik verknüpft wurde.
