    Creative capacity in the field of regional sciences means the capability of any region to generate knowledge and thus to achieve innovation and the diffusion of the output of the innovative activity while obtaining the viability and sustainability of this process. Although creative capacity studies mainly focus on urban regions, the late rural studies and empirical evidences showed that rural region has a great potential capacity in terms of its five components viz. knowledge; innovation; entrepreneurship; creativity; and networks. But, these opportunities have shown by a rural specific approach rather than an urban approach. On this basis, by taking into consideration these discussions in the literature, we assume that the rural creative capacity can be evaluated by the recent changes in rural regions that show the capability of rural regions to exploit its knowledge as an output. On this purpose, in this study, we aim to evaluate which component is relatively important to identify the level of rural creative capacity. Therefore, the study focuses on 60 villages from Europe and 17 villages from Turkey by deploying the data obtained from the in-depth questionnaires. This study is a first attempt at settlement level with an optimistic approach to measure the opportunities lying at the heart of rural regions. The results of the study showed that creativity in terms of traditions is the most important component in both cases while European villages have more opportunities and do not have the latent rural problems while Turkish villages are still suffering from the well-known rural problems that their capacity exists but it is very limited.

    The Algarve faces unprecedented challenges resulting from increase of urban sprawl and population density along its coastal perimeters. A growing loss of ecosystems and natural landscapes have led to major asymmetries between the interior of the Algarve and the littoral areas. The depletion of natural resources taken for granted during the sixties, are conveying to the degradation of landscape, while the formerly beautiful region of the Algarve is losing its tourist attractions, largely explored since the latter. Loss of agricultural land to urban areas, has not only been a reality in Portugal, but is a common problem in peri-urban Europe and is overshadowing sustainable development. This paper aims to analyze the land-use change tendencies for the Algarve region from the beginning of the nineties up to 2020. By using a multi-scenario perspective of weight drivers such as agriculture, coastal proximity, urban proximity, population density and road networks, an Analytical Hierarchy Process will be applied to form three growth patterns for urban propensity within the coming 10 years and expanding over a total time frame of 30 years. The novelty of this approach is shared by the usage of story-lines which generate three distinct scenarios: More Ecological, Business as Usual and Economic Reasoning (maximization of economic growth). While story-lines are naturally qualitative, this methodology proposes a quantitative validation of qualitative information, giving a much more accurate result of current trends of urban growth and environmental change in the Algarve. The projection of future land-use is managed through the CORINE Land Cover spatial databases and iterations of cellular automata with the storylines, which shall allow the projection of future urban growth. By understanding the different path-tendencies of urban growth for the region, better decision-making can be done, as to avoid unbalanced city growth, bringing forth more sustainable cities within natural landscapes.

    The present paper considers urban sprawl in Europe from a multi- dimensional and exploratory point of view. Several literatures on the topic (mainly from urban economics, but also from other fields such as urban planning or regional science) are reviewed to extract the main dimensions of the phenomenon, which are found to be the following six: connectivity, decentralization, density, scattering, accessibility to open space and land- use mix. Several indicators are defined and calculated to measure them for a representative sample of 209 European cities. The data are presented to the self-organizing map (SOM) algorithm to observe how the different dimensions interact with each other and what is their behaviour. The analysis of the SOM reveals very interesting patterns that could not be unveiled otherwise. The paper also presents results of an exploration on the relation to geographical location and population size, characterizing the cities in terms of their degree and variety of sprawl.

    With tightening budgets and increasingly critical reviews of public expenditure, there is a need for a careful analysis of the performance of public bodies in terms of an efficient execution of their tasks. These questions show up everywhere in the public domain, for instance, in the provision of medical facilities, the operation of postal services, or the supply of public transport. A standard tool to judge the efficiency of such agencies is Data Envelopment Analysis (DEA). In the past years, much progress has been made to extend this approach in various directions. Examples are the Distance Friction Minimization (DFM) model and the Context-Dependent (CD) model. The DFM model is based on a generalized distance friction function and serves to improve the performance of a Decision Making Unit (DMU) by identifying the most appropriate movement towards the efficiency frontier surface. Standard DEA models use a uniform proportional input reduction (or a uniform proportional output increase) in the improvement projections, but the DFM approach aims to enhance efficiency strategies by deploying a weighted projection function. This approach may address both input reduction and output increase as a strategy of a DMU. A suitable form of multidimensional projection functions is given by a Multiple Objective Quadratic Programming (MOQP) model using a Euclidean distance. Likewise, the CD model yields efficient frontiers in different levels, while it is based on a level-by-level improvement projection. The present paper will first offer a new integrated DEA tool -merging from a blend of the DFM and CD model using the Charnes-Cooper-Rhodes (CCR) method - in order to design a stepwise efficiency-improving projection model for a conventional DEA. The above-mentioned stepwise-projection model is illustrated on the basis of an application to the efficiency analysis of public transport operations in Japan.

    According to Oswald's hypothesis homeowners experience more problems in finding a new job after becoming unemployed because their moving costs are higher than those of renters. Empirical research has revealed that this effect is counteracted by the job search behavior of unemployed homeowners: they accept a job on the local labor market, that is, a job that does not force them to move to a different residential location, more frequently than unemployed renters. One possible explanation of this result is that the local labor market is larger for homeowners than for renters, in the sense that they are willing to accept longer commutes. This suggests that the longer commutes of homeowners (a well known empirical fact) are partly caused by higher moving costs. In this paper we analyze the validity of this explanation by investigating the relationship between homeownership and commutes while controlling for other variables, and possible effects of selection and heterogeneity.

    This paper offers an exploratory investigation of the effects of inbound commuter flows on employment in regional labour markets in Germany. For this purpose, we distinguish three channels that could transmit the effects concerned: a crowding-out mechanism, and two labour demand effects (the first is an aggregate demand effect, while the second is a positive externality on vacancy creation). To this end, we develop a stepwise commuting impact model. Our results bring to light that, on the whole, commuter flows have a positive and robust effect on both employment and the number of jobs in the receiving labour market districts, but a distinctly negative effect on the share of jobs filled by resident workers. We then interpret the implications of our results, and, finally, we suggest ways in which the analysis could be improved and expanded.

    Land-use change has been an increasing concern in most of Europe. While stakeholder's strategies of coping with land-use change have been constrained mainly due to socio-economic pressures, the natural landscape and fragile ecosystems are neglected by heavy construction and urbanization. However, over the last thirty years regulations have become more explicit regarding environmental impacts at regional level. Spatial assessment of ongoing policies of rural and urban have led in the case of Portugal to some reservations on the consequences of sustainable development and juridical commitment. A good example of this is the agricultural land loss that Portugal has witnessed over the last thirty years, in large part resulting from socio-economic pressures with which policymakers have not been able to cope. The Reserva Agrícola Nacional (RAN transl. National Agricultural Reserve) may be identified as an instrument of planning purposes that identifies and protects the areas prone to agricultural activities due to their morphological, climatic and social context. The RAN has changed its legal status over four times in the last twenty years. These changes have in large been influenced by the policies of sustainable development for the region. However, the ability to defend the interests of agricultural and rural commitments in fragile ecosystems has been largely compromised due to socio-economic interactions brought by pressures of economic growth. Dynamic and statistical modeling approaches may allow a sharper understanding of the consequences of preemption of agricultural land in the Algarve. The spatial properties of data inventories from the RAN and land-covers, allow to assess the changes within the policy context of the Algarve. By approaching a spatial analysis of preemption of agricultural land with overlay of population and urban data, a focus o the consequences of the certain regulations with the dynamics of land-use change become possible. While this paper expands further on the actual existing decrees which offer support to sustainable development in the region, a qualitative assessment of future roles of ethical values and economic efficiency, while offering a constructive position for policy makers regarding the trends of urban / agricultural dichotomy are analyzed.

    Portuguese strategic choices led, during the last two decades, to an overall situation of some positive achievements in which the regions of Lisbon and Algarve have been the only ones to converge towards the European average growth rate. Regarding the other Portuguese regions, and despite national significant growth rates in the 1990s as well as successful dealing with the EMU, these are lagging behind the EU average in what concerns gross production, investment or employment generation. Meanwhile, one of the greatest public policy efforts was to diffuse much of the European funds across the entrepreneurial tissue. After a long pathway, it is time to evaluate firms' contribution to national and regional growth, their obstacles and consequences. For the purpose of this paper, innovation has served as a major contributor for the previously referred evaluation process. The discussion explains the present performance of Portuguese firms located throughout the country and explores those innovation determinants that have been detected by region. The analysis defines a set of regionalized firms' behavioural patterns towards innovation. Methodologically, the Logistic Biplot is applied to an extended sample of institutions. Variables such as 'Promoting knowledge', 'Management skils', 'Promoting R&D', 'Knowledge transfer', 'Promoting partnership & cooperation' and 'Orientation of public measures' have been used to design institutional regional profiles. All of them diverse in the way they combine determinants for their patterns towards the dynamics of regional innovation. Also, by creating a gradient of capacity to dynamically innovate, it was possible to analyze the innovation grade of each region in Portugal.

    Rational decision-making requires an assessment of advantages and disadvantages of choice possibilities, including non-market effects (such as externalities). This also applies to strategic decision-making in the transport sector (including aviation). In the past decades various decision support and evaluation methods have been developed in which a market evaluation played a prominent role. The intrinsic limitations of these approaches were also increasingly recognised. Gradually, a variety of adjusted multidimensional methods has been developed over the past years to complement conventional Cost-Benefit Analysis. These methods aim to investigate and evaluate all relevant impacts of a choice possibility (e.g., project, plan, or programme) on the basis of a multitude of important policy criteria (so-called multicriteria methods). They have a particular relevance in case of non-priced or qualitative effects. There is a clear need for a systematic and polyvalent multicriteria approach to many actual planning issues, such as land use or transportation. This paper offers a new evaluation framework based on a blend of three types of approaches, viz. Regime Analysis (an advanced pairwise comparison method), the Saaty method (an analytical hierarchical procedure for preference statements) and the Flag Model (based on critical threshold value analysis). All these methods have been developed separately in the past; the paper makes an effort to offer a cohesive framework, which can be used for the evaluation of spatial-economic and environmental-economic policy issues. This new tool is tested by means of a case study on conflicting plans (and policy views) for airport expansion options in the Maastricht area in the Southern part of the Netherlands.

    In our modern network world, ICT acts as a connecting and integratingmechanism. Information (data, knowledge)has become a core constellation in an open economy. The avalanche ofinformation supply however, has not keptpace with the use of information by decision-making bodies.Especially in the public domain we observe often aninsurmountable gap. The actual use of opportunities offered by theICT sector to the public domain isdisappointingly low. The paper sets out to explain the existence ofimpediments in information acceptance and usein urban policy making.     This paper aims to analyze and depict urban equilibrium from the perspective of acomplex force field between (positive) agglomeration economies and (negative) environmentalexternalities. Based on a simplified representation of a linear urban economy, anarchetypical model based on general equilibrium principles is designed and its propertiesare investigated by using numerical simulations. The model includes a spacious industrial centrein which agglomeration externalities are differentiated over space, and a residential area thatsuffers from pollution which too is differentiated over space. Environmental technology choiceby firms is endogenized. This model is able to generate interesting and sometimescounter-intuitive results for the city under consideration.

    Price instruments are well known policy handles to influence effectively residential water demand. Prices used to beset by water authorities in such a way that the principle of cost coverage was respected; they acted as prominentinstruments in residential water policies in the past decades. More recently however, price instruments areincreasingly used to meet simultaneously financial, environmental and social goals. This paper addresses fourconditions for an appropriate tariff system for residential water use which are often found in the recent literatureon the economics of water use. The paper analyzes the importance of background factors (e.g., low wateravailability) of these four principles as well as the extent to which actual tariff systems are employed in five,mutually contrasting cities (Amsterdam, Athens, London, Seville and Tel Aviv). Meta-analytic techniques - inparticular, rough set analysis stemming from artificial intelligence - are applied to identify the common underlyingrelations between background factors and success of achieving multiple goals in these five urban case studies. Thepaper concludes with policy recommendations.

    Contemporary migration studies witness an increasing interest in the socio-economicrole of networks of migrants. Such networks are sometimes even regarded as the mostimportant attraction and location factors for migration, and may even exceed purelyeconomic factors like unemployment and wage levels in importance. The empiricalmeasurement and analysis of migrants' networks however, is far from easy. Usually, thesize of immigrant networks in a city is proxied by means of the share of foreigners, whilemuch less attention is given to the spatial distribution of immigrants. This paper aims toaddress the empirical assessment of spatial clustering of socio-cultural groups in thecity. It does so by modifying a geographical concentration measure developed by Ellisonand Glaeser (the gamma coefficient), with a view to the measurement of spatial clusteringof migrants in the Netherlands. Because of the scale-independent character of thegamma coefficient, we are able to investigate the degree of ethnic clustering at twodifferent spatial levels, namely urban districts and urban neighborhoods.The second research aim of the present paper centers around the explanation ofthe educational attainment of ethnic children with the help of this clustering index incombination with parental attributes and social network characteristics. The resultsobtained indicate that educational attainment may depend on geographical clustering,but that the geographical scale of analysis is highly influential on the findings.

    International and interregional trade and transport are on the rise and hence, there is a clear needfor reliable estimates of transport flows. However, the available databases and estimation methodsare not yet satisfactory for analytical and predictive purposes.In this paper we explore the use of different statistical techniques in order to examine the spatialflow pattern of freight transport among competing transport modes.Freight transport has specific peculiarities that are different from passenger transport. We arguethat a logit model, the most commonly used technique in the empirical analysis of passengerflows, is not always appropriate for the analysis of freight flows, unless the interdependencebetween the decision making regarding the shipment of individual units of freight belonging tothe same shipment is correctly modelled.In the paper, we will focus on the analysis of aggregate freight transport flows of the type thatmay be generated from conventional spatial interaction models. In particular, adjusted estimationtechniques alternative to the logit model will be employed to analyze the transport flows of twoproducts, chemical products and foodstuffs, based on an European interregional data set.We will conclude the paper by discussing various caveats encountered during the empiricalanalysis.

    A consistent mapping of all complex ramifications (including direct and indirect effects) of variousgreenhouse policies in an open institutional economy requires the use of a general equilibriumframework. From the existing set of available equilibrium models we have selected the so-calledGTAP-model. This paper presents the results of experiments with the extended GTAP-model,coined the GTAP-CDM. This experiment emphasises the costs of various Kyoto policy regimes,interpreted as packages of institutions and instruments serving to control for globalenvironmental change. As specific instruments, we have chosen to analyze the impact of one ofthe Kyoto Protocol instruments, viz. Clean Development Mechanism (CDM). As far as institutionsare concerned, we discuss various policy options, since the negotiations on these instruments willprovide various possibilities for the final form of climate policy regimes to become effective.

    Environmental sustainability issues have in recent years received much attention from the side ofenvironmental scientists and economists. There is a broad recognition on the relevance of externaleffects in open and interacting spatial systems. It would be helpful if ecological economic researchwould deploy an integrated analytical framework for investigation the complex nature of suchmulti-disciplinary issues. This paper aims to present a basis for a methodological synthesis foranalysing environmental issues in open economic systems. It seeks to develop an integrativeframework through which a great many ecological-economic studies can be mapped out andrepresented. The focus is the conceptual issues centring around the integration of interactingeconomic and ecological subsystems, inter alia in relation to spatial externalities and ecologicalfootprints. The discussion enables us to build a framework for a systematic categorisation ofvarious types of models for economic-ecological interaction. The paper concludes with somereflections on the way forward.

    The concept of resilience has received a great deal of attention in the past decades. Starting fromthe first fundamental definitions offered by Holling, Pimms and Perrings in an economic-ecologicalmodeling context, the present paper explores the ‘evolution’ of the resilience concept – as well asrelated different measures – in both a continuous and discrete time setting.From this perspective, the paper explores the relevance of the resilience concept in socio-economic systems, by focussing the attention on the relationships among resilience, transitiondynamics and lock-in effects, in particular in the light of the dynamics of technological innovationdiffusion and adaptive behaviour of firms. In this framework we will describe an empiricalapplication, in which the resilience and dynamics of the West-German labour market will beinvestigated. This empirical illustration is offered by making use of an algorithm constructed fordetecting Lyapunov exponents, so as to classify the resilience among employment sectors in ourcase study.

    This paper presents the findings a meta-analysis identifying the causes of variation in the impact of monetary policies on economic development. The sample of observations included in our meta-analysis is drawn from primary studies that uniformly employ Vector Autoregressive (VAR) models. Our findings reveal that capital intensity, financial deepening, the inflation rate, and economic size are important in explaining the variation in outcomes across regions and over time. Differences in the type of models used in the primary studies also significantly contribute to the explanation of the variation in study outcomes.
