    This paper gives a short synoptical overview of the most important elements of current anti-immigration policy in Germany. Based on the hypothesis that its primary aim is exclusion of new migrants, the measures taken within the framework of a groupwise nationally oriented but internationally cooperative approach are summarized. It is argued that German migration policy constitutes a complex system in which one has to take account of administrative and legal measures, as well as of applied instruments of foreign policy and development assistance. It should therefore not be characterized as a strictly defensive "Fortress Germanyʺ approach any more.     By means of a descriptive survey of theoretical literature the paper first works out the potential determinants that may drive international migration from developing to developed countries. Furthermore, we look on the relationship between trade, development and migration. Empirical studies focusing on international migration from LDCs so far are very scarce. The paper utilizes a new dataset that is based on migration from 86 African and Asian countries to Germany. Information is available on overall moves (1981-1995) and asylum migration (1984-1995). The estimation results confirm the importance of the economic differential between countries for migration, the existence of an inverse u-shaped relationship between development and migration, as well as the importance of the political situation in sending countries and of network effects.

    One cornerstone of current attempts to reform the German public health care system by introducing private insurance schemes is the assumption that economic incentives play an important role in individual decision-making about using medical help. This hypothesis is examined for the case of demand for hospital care which covers the largest part of public insurance expenditures. The paper applies various methods for count data analysis of the frequency of hospital trips. Contrary to comparative studies for other countries, we find that there is no significant impact of insurance schemes on hospitalization. Therefore, the current efforts to reduce expenditures by relying on consumer behaviour are unlikely to work.
