    To continue catching up with living standards in other OECD countries Poland needs to invest in higher skills. Crucial elements include: i) making sure that all children have access to high-quality early childhood education; ii) strengthening the basic skills of vocational education students and the relevance of their studies through stronger links with firms; and iii) improving the quality of universities by linking university teachers’ pay and career progress with their teaching and research performance. The Polish government has taken action in many of these areas. More needs to be done to put immigrants’ skills to better use. Polish return migrants frequently complain about difficulties in using their skills acquired abroad, while many immigrants of foreign origin work in professions that do not match their qualifications. Ongoing reforms to improve recognition of foreign credentials and new possibilities to validate work experience through formal qualifications will be helpful.

    Poland has significantly upgraded its infrastructure network over the past decade. However, bottlenecks still weigh on productivity growth and environmental and health outcomes. The EU 2014-20 programming period is an opportunity to improve the management of infrastructure investment. In the transport sector, the country allocated most recent funding to roads, but it plans significant investment in railway and urban public transport in 2014-20. Strengthening metropolitan governance, building up medium-term infrastructure management capabilities and reducing funding uncertainty would ensure more efficient spending. In the energy sector, electricity generation capacity is tight, while regulatory uncertainty, administrative burdens and a lack of interregional and international trade capacity has hampered the development of renewables. The authorities are seeking to develop nuclear power, but they need to take fully into account tail risks involved and its long-term costs. More energy efficiency investment would also be valuable, as current support systems do not provide sufficient incentives.

    Based on the OECD data from the Survey of Adult Skills (PIAAC) this paper sheds light on the skills of migrants. In line with earlier research the data show that migrants from Poland are more likely to have a tertiary degree than peers at home, but they often work in elementary professions abroad that do not match these high qualifications. This may well be at least partly a language issue, as migrants from Poland resemble migrants from other low-income countries in that their numeracy and literacy skills in the language of their host country is markedly lower than the average across all PIAAC participants, migrants or not. This gap is smaller, though, when looking only at migrants who report having been tested in a language that they use often and master well. The data reveal an interesting difference with migrants from higher-income countries, as their test results do not differ from the average, although they face the same language issues as other migrants. The reason may well be that only migrants from low-income countries can hope to earn higher wages abroad even if they work in low-skill professions, while migrants from higher-income countries need to master the language of their host country to do well. In fact, Polish migrants earn higher wages than their peers who stayed at home, even though they are particularly often overqualified.

    This paper assesses national public expenditure on housing in Poland, within the context of recent trends in the housing market. It focuses on direct expenditure on housing by the former Ministry of Infrastructure and Development, which until 2016 was the primary ministry charged with housing policy. While Poland has made considerable progress in reducing the housing deficit and improving housing quality, housing affordability and limited diversity of the housing stock remain important policy challenges. A comprehensive and conclusive evaluation of housing policy instruments in Poland is difficult, due to limited relevant data. As such, this paper outlines a series of key questions to guide policy makers in selecting housing policy instruments and in facilitating a more robust framework to measure the efficiency and effectiveness of housing policy instruments.

    As much as scholars of Baltic Studies always claim independence for the languages and literature it involves, it is evident that the Baltic and Slavic languages and literature have been and still are in latent contact and exchange. The historical processes had led to interwoven but distinct cultural spheres `on the border.' Our interdisciplinary collection of essays follows several borderlines: Teresa Dalecka (University of Vilnius) discusses the Polish literature in Lithuania since 1990 and the environment that created it. Stephan Kessler (University of Greifswald) sketches a framework of narration and applies it to a story written by Maks Fraj who lives in Lithuania but is from Odessa by origin. Anna Stankeviča, Inna Dvorecka, and Jekaterina Gusakova (each from the University of Daugavpils) give an overview of Latvia's Russophone book market and analyse Vadim Vernik's formula fiction. Sergei Kruk (Stradiņš University in Rīga) discusses the Latvian concept of linguistic integration that roots in the romantic notions of social homogeneity and language as being a shibboleth for successful integration. Nicole Nau (University of Poznań) highlights four techniques for the integration of Slavic verbs and verbal derivational affixes into Latgalian, based on material from the 19th to the 21st century. Anastasija Kostiučenko (University of Greifswald), investigates how the concept of hybridity can be used to describe and better understand the language area and identity issues in Southeast Lithuania
