    Die Autoren zeigen, dass China mittlerweile ein wichtiger internationaler Investor mit einem wachsenden Engagement in Europa geworden ist. Alleine 2018 tätigte China rund 40 Prozent seiner Direktinvestitionen in Europa. Ein Rekordwert von fast 13 Milliarden US-Dollar ging nach Deutschland, der allerdings von wenigen großen Transaktionen, insbesondere dem Einstieg von Geely bei Daimler in Höhe von 9 Mrd. US-Dollar, getrieben wurde. Hingegen ist das vieldiskutierte Engagement Chinas in Italien im Gesamtkontext bisher unbedeutend und auch in Mittel- und Osteuropa ("16+1-Länder") konzentriert sich China vornehmlich auf Transaktionen im Rahmen der "Belt-and-Road-Initiative". Insgesamt schichtet China sein bisher stark in US-Staatsanleihen investiertes Auslandsvermögen nun teilweise in Eigenkapitalbeteiligungen im Westen um. Aufgrund sinkender Leistungsbilanzüberschüsse könnte der große Investitionsboom Chinas im Ausland allerdings bereits seinen Höhepunkt überschritten haben. The authors show that China has become a major international investor with a growing commitment to Europe. In 2018 alone, China made about 40 percent of its direct investment in Europe. A record value of nearly 13 billion US Dollars was invested in Germany, which was, however, driven by a few major transactions, in particular the entry of Geely at Daimler in the amount of 9 billion US Dollars. By contrast, China's much-discussed involvement in Italy is so far less significant, and in Central and Eastern Europe ("16 + 1 countries") China is primarily focusing on transactions under the "Belt and Road Initiative". Overall, China is now partially converting its foreign assets, previously mainly invested in US government bonds, into equity investments in the West. However, due to declining current account surpluses, China's large investment boom abroad may have already peaked.

    The Discussion Paper examines the opportunities that the rising industrial wages in China will bring for Africa. China has been the industrial workbench of the global economy for decades. However, its competitive advantages are waning, particularly for labour-intensive assembly activities in the clothing, shoe, electronics and toy industries. The Chinese government estimates that up to 81 million low-cost industrial jobs are at risk of relocation to other countries - unless China can keep the companies in the country through automation. Against this background, three complementary studies were carried out. The first examines where the automation technology for clothing and footwear production stands today; the second, how clothing companies in China deal with the cost pressure: to what extent they automate, relocate within China or abroad and how great is the interest in Africa as a production location. The third part is devoted to Africa’s competitiveness in clothing assemly, with empirical findings from Ethiopia and Madagascar. The Discussion Paper shows that the manufacture of clothing can already be robotized today, but that for sewing, robotization will probably remain more expensive than manual labor in the next 15-20 years. China’s companies are investing heavily in the automation of all other production processes and at the same time shifting production to neighbouring Asian countries. In Africa, only Ethiopia is currently competitive in the manufacture of clothing, and here too there are significant institutional difficulties in absorbing large amounts of direct investment.
