    Using a laboratory experiment, we examine whether informal monetary sanctions can lead to better coordination in a repeated minimum effort coordination game. While most groups first experience inefficient coordination, the efficiency increases substantially after introducing an ex post sanctioning possibility. Namely, subjects can assign punishment points to other group members upon observing their efforts, which is costly for the punisher but twice as costly for the punished member. By contrast, introducing instead an ex post costless communication possibility fails to permanently increase efficiency. This suggests that decentralized monetary sanctions can play a major role as a coordination device in Pareto-ranked coordination settings, such as teamwork in firms and other organizational contexts. -- coordination ; minimum effort ; order-statistic game ; punishment ; sanction ; weakest link

Dieser Widerspruch lässt sich auflösen, wenn man sorgsam darauf achtet, auf welche Problemstruktur der jeweilige Argumentationsmodus passt und auf welche eben nicht. Die Kernthese lautet, dass sich Individualethik und Institutionenethik wechselseitig ergänzen und stärken können. This article juxtaposes problems of optimization and coordination. It thus develops from an ordonomic point of view the central question that is asked by economic ethics. This question focuses the perspective on institutional reforms that actualize moral desiderata. Traditional ethics is used to asking quite different questions. Therefore, one might have the impression that there is a contradiction between individual ethics and institutional ethics. However, such a contradiction can be overcome if care is taken in observing that different kinds of argumentation fit different kinds of problem structures. The core insight is that individual ethics and institutional ethics can mutually complement and strengthen each other.

    In a monetary union, national fiscal deficits are of limited help to counteract deep recessions; union-wide support is needed. A common euro-area budget (1) should provide a temporary but significant transfer of resources in case of large regional shocks, (2) would be an instrument to counteract severe recessions in the area as a whole, and (3) would ensure financial stability. The four main options for stabilisation of regional shocks to the euro area are: unemployment insurance, payments related to deviations of output from potential, the narrowing of large spreads, and discretionary spending. The common resource would need to be well-designed to be distributionally neutral, avoid free-riding behaviour and foster structural change while be of sufficient size to have an impact. Linking budget support to large deviations of output from potential appears to be the best option. A borrowing capacity equipped with a structural balanced budget rule could address area-wide shocks. It could serve as the fiscal backstop to the bank resolution authority. Resources amounting to 2 percent of euro-area GDP would be needed for stabilisation policy and financial stability.

    The Euro Plus Pact was approved by 23 EU countries in March 2011. The Pact stipulates a range of quantitative targets meant to strengthen competitiveness and convergence with the ultimate aim of preventing unsustainable financial imbalances from accumulating. This paper uses Granger causality tests and VAR models to assess the direction of causality between changes in the relative unit labour cost and the current account balance. The sample consists of the 27 EU countries for the period 1995–2011. The main finding is that changes in the current account balance affects changes in relative unit labour costs, while there is no discernable effect in the opposite direction. This suggests that the divergence in the unit labour cost between the core countries in Northern Europe and the countries in Southern and Central and Eastern Europe prior to the global financial crisis was partly the result of capital flows from the European core to the periphery. The results call into question the ability of the Euro Plus Pact to avert financial imbalances related to increasing current account deficits in future. -- European integration ; policy coordination ; unit labour costs ; current account imbalances ; economic crisis

    Die Forderung nach Koordination ist eine beliebte, weil griffige und plakative Metapher, um sowohl auf Planungsprobleme als auch gleichzeitig auf deren (putative) Lösung hinzuweisen. Doch geht man der Frage nach, was Koordination eigentlich ist und wie denn Koordination gelingen kann, erhält man eher selten überzeugende Antworten. Der vorliegende Band "Koordinierte Regionalentwicklung: Zielorientierung von Entwicklungsprozessen" aus der Reihe "Arbeitsberichte der ARL" versucht, diese Antworten anhand der Betrachtung des Zusammenwirkens zwischen räumlicher Gesamtplanung und teilräumlichen Entwicklungsansätzen vor dem Hintergrund theoretischer Überlegungen zur Herstellung von Handlungskontexten sowie am Beispiel von ILE und LEADER auf Basis von Fallstudienbetrachtungen zu geben. Calls for coordination are a well-loved way of drawing attention to both planning problems and their (putative) solution. However, further exploration of this bold and simple metaphor seldom provides convincing answers as to the actual nature of coordination or how coordination can be successful. “Coordinated regional development: goal orientation of development processes” presents work by the ARL in an attempt to provide such answers. Observation is made of the interaction between spatial master planning and sub-regional development approaches and a background provided by theoretical reflections on the production of contexts of action and by case-studies from the IRD and LEADER programmes.
