All too often, experts have monopoly power because of licensing restrictions or because they are government bureaucrats protected from both competition and the consequences of their decisions. This book argues that, in the market for expert opinion, we need real competition in which rival experts may have different opinions and new experts are free to enter. But the idea of breaking up expert monopolies has far-reaching implications for public administration, forensic science, research science, economics, America's military-industrial complex, and all domains of expert knowledge. Roger Koppl develops a theory of experts and expert failure, and uses a wide range of examples - from forensic science to fashion - to explain the applications of his theory, including state regulation of economic activity.

    How did ancient scientific and knowledge-ordering writers make their work authoritative? This book answers that question for a wide range of ancient disciplines, from mathematics, medicine, architecture and agriculture, through to law, historiography and philosophy - focusing mainly, but not exclusively, on the literature of the Roman Empire. It draws attention to habits that these different fields had in common, while also showing how individual texts and authors manipulated standard techniques of self-authorisation in distinctive ways. It stresses the importance of competitive and assertive styles of self-presentation, and also examines some of the pressures that pulled in the opposite direction by looking at authors who chose to acknowledge the limitations of their own knowledge or resisted close identification with narrow versions of expert identity. A final chapter by Sir Geoffrey Lloyd offers a comparative account of scientific authority and expertise in ancient Chinese, Indian and Mesopotamian culture.

    The humble idea that experts are ordinary human beings leads to surprising conclusions about how to get the best possible expert advice. All too often, experts have monopoly power because of licensing restrictions or because they are government bureaucrats protected from both competition and the consequences of their decisions. This book argues that, in the market for expert opinion, we need real competition in which rival experts may have different opinions and new experts are free to enter. But the idea of breaking up expert monopolies has far-reaching implications for public administration, forensic science, research science, economics, America's military-industrial complex, and all domains of expert knowledge. Roger Koppl develops a theory of experts and expert failure, and uses a wide range of examples - from forensic science to fashion - to explain the applications of his theory, including state regulation of economic activity

    We analyze firms’ incentives to disclose deficiencies of their goods when consumers lack information. We distinguish two types of information: First, only some consumers are aware of the existence of deficiencies, which reduce the quality of the goods. Second, only some consumers have the expertise to infer the true levels of deficiencies once they are aware of the existence of deficiencies. We show that the interplay of awareness and expertise in a market affects firms’ incentives to disclose. In particular, we demonstrate that more awareness and/or expertise in a market does not universally lead to more disclosure but depends on the level of competition in the market. Conversely, increasing competition does not always increase firms’ incentives to disclose.
