    Social protection is at the centre of Ethiopia’s development policy. It is instrumental in reducing poverty and increasing the resilience of the population. The Government of Ethiopia (GoE) has published a new set of policy frameworks for social protection that envisage the expansion of social protection to cover a greater proportion of Ethiopians against a broader range of risks, and that call for social protection to be increasingly financed from domestic sources rather than by donors. A financing strategy for the implementation of this vision has been identified as a priority by the GoE. This study responds to this requirement. It provides a comprehensive mapping of social protection spending across the five focus areas of the national social protection policy and analyses the fiscal space available for different spending scenarios up to 2025/26. The study focuses on two issues in particular: the role of donor financing for social protection and the relationship between humanitarian relief and social protection spending.

    Le gouvernement togolais a entrepris des réformes importantes après la crise des années 90 dans le but d’améliorer les conditions de vie de la population grâce à des politiques publiques adaptées, notamment à travers la Stratégie de croissance accélérée et de promotion de l’emploi (SCAPE) 2013-17. Malgré des améliorations du niveau d’éducation et une augmentation de l’espérance de vie, les défis en termes de pauvreté et d’inégalités restent très importants. Cette étude estime l’impact redistributif des revenus fiscaux (les impôts) et des dépenses fiscales à travers les transferts monétaires, non monétaires, et les subventions, sur les revenus des ménages et les inégalités. Deux conclusions ressortent de cette analyse : la politique fiscale réduit les inégalités au Togo, mais appauvrit les ménages les plus pauvres.

    The scale of unrecorded trade across the border between Nigeria, the region’s biggest economy and market, and its francophone neighbours is particularly high. Despite providing economic incentives, informal trade entails costs, complications and sometimes risks. This paper explores how policy choices and government actions continue to drive informality and the critical steps that might be taken to create a business environment that is more conducive and supportive of trade between West African neighbours on a formal basis. It goes on to examine the steps that have been taken since 2015 regarding trade promotion by West African states and considers the options for further policy action and public investment.

    Since 2014 over 600 000 African migrants have arrived in Italy through the perilous Central Mediterranean route, and nearly 120 000 arrived in 2017. This paper is the first examination of migration motivations at the individual level using nationally representative surveys and focus group data collected in West Africa. Respondents in six West African countries cite economic factors as the reason for migrating and those who wish to stay claim family and love of country as the ties that bind. The study then specifically focuses on Nigeria, the country of origin for a quarter of all Africans traveling through the Central Mediterranean route. Half of the Nigerians were interested in leaving their country of origin if given the opportunity, well above the number in neighbouring countries. Evidence from the six-country survey suggests individuals are migrating for economic reasons but statistical analysis of the Nigeria data reveals a different set of push factors behind the desire to migrate. In fact, economic standing has a limited effect on Nigerians’ desire to leave their home. Instead, individual perceptions of the strength of Nigeria’s democracy are most strongly associated with Nigerians’ desire to migrate abroad, in addition to low levels of trust in local security institutions. Urban and more highly educated Nigerians, especially from Lagos, are also more likely to want to migrate abroad. These findings shed new light on domestic policy steps that could address the grievances and concerns of those who seek to migrate.

    Military operations have not prevented the spread of jihadist insurgency in the Sahel, particularly in Mali. While some Sahelian elites favour dialogue with jihadists, hoping to negotiate political settlements that reduce or end violence, past political settlements have sometimes set the stage for future conflict. This paper analyses past settlements with jihadists in Algeria and the Sahel, distinguishing between “stabilising settlements” that remove fighters from the battlefield versus “delaying settlements” that allow jihadists to accumulate resources and recruits. Even stabilising settlements carry downsides, particularly when they push jihadists into neighbouring states. The paper also analyses recent efforts in Mali to conduct dialogue with two leading jihadists, Iyad ag Ghali and Amadou Kouffa. The paper assesses that these efforts have faltered due to logistical problems and the state’s ambivalence, rather than due to ideological factors. Although renewed dialogue is more likely to fail than succeed, the paper recommends making further attempts.

    The paper examines the evolution and the contemporary state of civil-military relations in the francophone Sahel (Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal). In a first step, the paper traces the emergence of excessive political influence of the armed forces (praetorianism) in the Sahel. Out of these, only Senegal has remained under civilian rule since independence. The other countries have experienced military dictatorship at some point. Over the last thirty years, the Sahel has seen a shift toward more civilian oversight in political affairs. In Chad and Mauritania, however, the armed forces remain the pre-eminent political actor. In Burkina Faso, Mali and Niger, sections of the armed forces refuse to accept civilian rule. The second part examines the various challenges and tasks the armed forces in all six countries have been involved in over the last two decades. Although these challenges differ substantially across the six individual countries, the Sahel as a whole continues to struggle primarily with domestic security threats. The paper concludes with guidelines designed to foster civilian oversight and democratic reform.

    This paper presents an analysis of evidence from seven case studies of results-based management by development co-operation providers. Analysis of themes from the case studies reveal six interrelated challenges which providers face in their efforts to manage for the results of development co-operation. The six challenges are: linking results to development goals, ensuring the purpose of results systems is well-defined, weighing up the benefits of aggregating and attributing results from standard indicators, enabling country ownership, using performance information alongside results information, and building and embedding a results culture. Providers continue to adopt a range of approaches to pursue a focus on results and there are many examples of good practice. The case studies suggest that in a complex development landscape some providers are prioritising the use of aggregated results information for domestic accountability, communication, and performance management over their use for learning and policy direction. In this context, the paper argues that in agency-wide results frameworks development co-operation results are often detached (or de-contextualised) from development results and discusses the implications of this, including the use of standard indicators to measure aggregated outputs. The paper uses case study evidence to discuss and suggest practical ways providers can build and maintain a strong results focus which enables analysis, insights and learning, and has achievement of development outcomes as its objective.

    This working paper presents the results of the 2016 OECD-DAC Survey on amounts mobilised from the private sector in 2012-2015 by official development finance interventions, in particular in the form of guarantees, syndicated loans, shares in collective investment vehicles, direct investment in companies and credit lines. The results indicate that during 2012-2015 USD 81.1 billion was mobilised from the private sector, mainly through guarantees for which the amounts mobilised represented 44% of the total. They also show that most of the amounts mobilised supported projects in middle-income countries (77%), especially in Africa which was the main beneficiary region (30%).

    Displacement is at a historic high, with over 65 million individuals currently displaced. The world is facing a refugee crisis that is unprecedented in scale. A large number of evaluations look at different aspects of programming in response to refugee crises in developing countries. This paper covers the key areas and priority topics related to forced displacement identified by the Development Assisstance Committee Temporary Working Group on Refugees and Migration. It draws from evaluation findings to highlight key lessons and recommendations for positive change going forward. Key topics covered in the paper include: lessons on bridging the gap between humanitarian and development programming; efforts to strengthen international response to protracted crises; lessons on whole-of-government approaches in refugee contexts; learning from work in urban settings; improving access to employment and quality education; new financing mechanisms for refugee crises in middle income countries; and lessons on financing in response to the Syria crisis. The paper highlights the evaluation work of DAC members and aims to help strengthen the evidence base to improve response to situations of displacement in developing countries.

    This working paper is a case study on Ethiopia and Uganda as countries of destination for refugees. The case study looks at the approaches adopted in Ethiopia and Uganda to promote refugee self-reliance and enable refugees to work to earn income. It compares outcomes in the countries, with a specific focus on access to employment and business creation, including legal and socio-economic barriers. The case study draws from a number of evaluations of efforts by the international community to support Ethiopian and Ugandan initiatives. The case study was undertaken as part of a wider research project on learning from evaluations to improve responses to refugee crises in developing countries and supports the synthesis paper "Responding to Refugee Crises in Developing Countries: What Can We Learn From Evaluations?"

    This working paper is a case study on Afghanistan as a refugee country of origin. The case study looks at whole-of-government efforts by OECD member countries in Afghanistan, specifically looking at how states have co-ordinated development, diplomatic and defence resources in a refugee country of origin. The case study also examines efforts by the international community to promote stability and state building objectives. The case study was undertaken as part of a wider research project on learning from evaluations to improve responses to situations of forced displacement and supports the synthesis paper "Responding to Refugee Crises in Developing Countries: What Can We Learn From Evaluations?"

    The empirical literature on development has labelled as “middle-income trap” (MIT) the fact that many developing economies struggle to adjust to new sources of growth after reaching middle-income levels. For Latin America and the Caribbean, this is an especially challenging scenario, as only Chile, Trinidad and Tobago, and Uruguay have become high-income economies in the last six decades while several other LAC countries, already middle-income as early as 1950, stayed in that income range. This paper analyses empirically the main policy areas explaining the MIT, based on the experiences of 76 emerging economies and OECD countries, comparing those which evaded it and those which stayed there since the 1950s. Based on more than 200 000 estimations using a linear discriminant analysis, we identify institutional, social and economic features that help characterise policy priorities to overcome the middle-income trap. Furthermore, using the Synthetic Control Method, we present for selected Latin American countries their main policy gaps according to their unique characteristics.

    Since 2009, the OECD Development Centre has been publishing the Social Institutions and Gender Index (SIGI), a cross-country measure of gender-based discrimination in social institutions (formal and informal laws, social norms and practices). This working paper presents the conceptual and methodological framework of the fourth edition of the SIGI, published in 2019. The SIGI 2019 methodology establishes a criterion for the computation of measures of gender-based discrimination –where zero denotes no discrimination and 100 denotes full discrimination – for 27 categorical and continuous variables combined into 16 indicators and 4 dimensions: discrimination in the family, restricted physical integrity, restricted access to productive and financial resources, and restricted civil liberties. The SIGI 2019 is then calculated as a translation-invariant generalised mean of these discrimination measures. The result is an indicator that measures aggregate level of discrimination in the social institutions of 180 countries and territories.

    This paper studies the potential drivers of governments’ approval rates in 18 Latin American countries using Internet search query data from Google Trends and traditional data sources. It employs monthly panel data between January 2006 and December 2015. The analysis tests several specifications including traditional explanatory variables of governments’ approval rates – i.e. inflation, unemployment rate, GDP growth, output gap – and subjective explanatory variables – e.g. perception of corruption and insecurity. For the latter, it uses Internet search query data to proxy citizens’ main social concerns, which are expected to drive governments’ approval rates. The results show that the perception of corruption and insecurity, and complaints about public services have a statistically significant association with governments’ approval rates. This paper also discusses the potential of Internet search query data as a tool for policy makers to understand better citizens’ perceptions, since it provides highly anonymous and high-frequency series in real-time.

    Security actors are important actors in the international community’s efforts to support peace in fragile contexts. Their activities affect not only the immediate security conditions in fragile contexts, but also the conditions for humanitarian assistance, development co-operation and peacebuilding. This paper explores the relationship between security actors and the broader international community in fragile contexts. It argues that security actors are needed to build peace in many fragile contexts, but that they can only contribute to peace where their activities are coherent with and complemented by appropriate civilian engagement. In doing so, it assists Development Assistance Committee members in their efforts to operationalise the Humanitarian-Development-Peace Nexus and to step up efforts to prevent conflict and build peace in fragile contexts. The paper is one of ten working papers supporting States of Fragility 2020 and together with Diplomacy and peace in fragile contexts, Conflict prevention in fragile contexts, and Peacebuilding in fragile contexts provides comprehensive background to Chapter 2 on peace in States of Fragility 2020.

    This paper analyses official development assistance (ODA) to the 57 fragile contexts in the 2020 OECD fragility framework. ODA is a crucial, reliable resource for these fragile contexts and an indispensable part of their journey to sustainable development and peace. DAC members spent 63% of their net, country-allocable ODA in these contexts in 2018. Striving to protect this ODA, especially in light of the economic consequences of coronavirus (COVID-19), will be important to maintain sustainable development progress in fragile contexts as the ‘Decade of Action’ begins for Agenda 2030.

    Prevention is better than cure. The prevention of violent conflict in fragile contexts is cost-effective, it works and it should matter – to Development Assistance Committee (DAC) members and the broader international community – for sustaining peace. The challenge is in translating recent policy commitments to prevention into practice in fragile contexts. Using the OECD multidimensional fragility framework and insights from the International Network on Conflict and Fragility (INCAF), this paper presents lessons on preventing violent conflict that are rooted in a risk and resilience approach and that prioritise country-led and owned responses. It offers DAC members insights on how they can best support conflict prevention in fragile contexts, and it is one of ten working papers contributing to States of Fragility 2020.

    This analysis of the 2020 OECD multidimensional fragility framework is a background paper for States of Fragility 2020. It provides a snapshot of the state of fragility in the world today, paying particular attention to the 57 fragile contexts on the framework. The paper starts by unpacking the heterogeneity among fragile contexts. It then reviews the layers, trajectories and clusters of fragility. Thinking in systems, and the states of fragility within systems, provides a conceptual foundation to interpret this analysis and guide targeted and differentiated approaches to engagement in fragile contexts. Focusing international policy attention on these fragile contexts is important to ensure sustainable development progress that leaves no one behind.

    In 2022, the OECD will add a human capital dimension to its fragility framework in acknowledgement of the ambition set forth in States of Fragility 2018 to “never lose sight of the end goal of delivering hope and better lives for all people in fragile contexts”. The COVID-19 pandemic and its associated fiscal, political and social shocks has brought the urgency of investment in human capital into sharper focus. With less than ten years left to go on Agenda 2030, success will mean placing further focus on the building blocks of sustainable development: health (including proper nutrition), education and financial support to those who need it through investments in social protection. This working paper builds the case for why human capital matters for fragility, and why investment in human capital can help develop more inclusive, peaceful and resilient societies.

    Engaging in fragile settings is challenging, but there is much to learn from the work Development Assistance Committee (DAC) members are doing to support fragile contexts on the ground. Drawing on case study research and a secondary literature review assembled as part of the Fit for Fragility project, this chapter offers guidance for navigating these substantively, strategically and institutionally complex environments. Though organisational fitness challenges are most visible at country level, they often reflect the quality of engagement by all parts of the organisation, from the local to the global level. Beyond individual organisations, the challenge also resides in strengthening coherence by ensuring effective co-ordination and – where relevant – collaborating across the Humanitarian Development Peace Nexus. Being fit for fragility, in this sense, is strongly contingent on being fit for collaboration.

Drawing on multidimensional analysis and consideration of trends and trajectories of the past decade, it identifies the main challenges (including consideration of the quality of data and knowledge) associated with fragile and conflict-affected contexts and considers what steps might be taken in this Decade of Action. A range of issues associated with sustainable development will be evaluated, predominantly through reference to the 57 fragile contexts identified in the OECD States of Fragility 2020 framework. These issues include projected population growth, global poverty trends and the impact of violence in fragile contexts. This paper also considers issues of governance, inequality, climate, and performance in the human capital areas of education and health.
