    Aid ineffectiveness, fragmentation, and volatility have already been highlighted by scholars and OECD studies. Far fewer studies have been devoted to another problem of capital flows: herding behaviour. Building upon a methodology applied to financial markets, where herding is a common feature, this article attempts to measure herding behaviour in the allocation of foreign aid, proposing different indexes that try to capture the specific features of aid allocation. Of course, herding can also be beneficial. When a country faces an earthquake, a tsunami, or any humanitarian disaster, the rush of donors is a positive factor. Excluding such cases of beneficial herding, we attempt to focus on pure herding behaviour, creating pendulum swing effects comparable to those in financial markets. . Our different indexes all detect donor herding, its exact size depending on the measure adopted. Our preferred index, relying on threeyear disbursements, indicates a significant level of herding, similar to that which is found on financial markets. We also uncover major differences across different types of donors, with no, or very limited, herding among multilateral donors, in contrast to bilateral donors, always subject to herding behaviour. We then follow by investigating the empirical causes of herding. We find that while political transitions away from democracy are accompanied by herding out, transitions towards democracy do not affect herding levels. Finally, we show that observable determinants actually explain little of the herding levels, leaving a large part of herding unexplained.

Inwiefern reflektiert der Dichter und Denker in seiner Lyrik über den Prozess ihrer Entstehung und dessen Wahrnehmung? Welche poetologischen Metaphern verwendete er, um seine lyrischen Gedanken zu formulieren? In einem Längsschnitt werden auf der Grundlage dieser und weiterer Forschungsfragen Analysen und Interpretationen von Gedichten aus sämtlichen Werkphasen vorgenommen. Dabei ist es häufig eine Untersuchung der Nachlasslyrik und von Textgenesen, die Einblicke in poetologische Sprachbilder und Arbeitsweisen im dynamischen Schaffensvorgang ermöglicht. This study is the first to comprehensively address the metapoetry of the Büchner Prize winner Ernst Meister in terms of its development and the richness of its facets. In his poetry, to what extent does the poet and thinker reflect on the process of its creation and its perception? Which poetological metaphors did he use to formulate his lyrical thoughts? In a longitudinal section, analyses and interpretations of poems from all phases of his oeuvre are undertaken on the basis of these and other research questions. In this respect, it is often an investigation of Meister’s estate poetry and textual geneses that provides insights into his poetological linguistic images and working methods in the dynamic creative process.

    Half a century after independence, Bangladesh has achieved impressive progress. The country has transformed from one of the poorest nations into a global textile manufacturing hub capable of meeting its medical needs almost entirely through domestic pharmaceutical production. The country will graduate from the least developed country (LDC) category in 2026 and aspires to be a high-income nation through industrialisation by 2041. Meeting this challenge requires accelerating economic transformation through diversification and innovation. This Production Transformation Policy Review (PTPR), implemented with the support and collaboration of the European Union (EU), and in partnership with the UN Conference on Trade and Development (UNCTAD), identifies concrete options for supporting Bangladesh's development. It calls for leveraging digitalisation to address persistent fragilities and it advocates for a new pact based on shared responsibilities between the national government, the private sector and international partners to shift to a new development phase and ensure sustainable, smooth and irreversible graduation.

    We estimate the labor market power of over 13,000 manufacturing establishments across 82 low and middle-income countries around the world. Within local labor markets, larger and more productive firms have higher wage markdowns and pay lower wages. Labor market power across countries exhibits a mild non-linear relationship with GDP per capita, entirely driven by a strong hump-shaped relationship with the share of self-employed workers. Labor market institutions fully account for the hump shape: in countries with unemployment protection, wage markdowns increase with the share of self-employment while the opposite is true in countries without it. We explain this finding through the lens of a simple oligopsonistic labor market model with frictions. Self-employment prevalence correlates with the elasticity of labor supply to the wage paid, and labor market institutions can change the sign of this relationship.

    A transition finance country pilot was initiated by the OECD Development Assistance Committee (DAC) in partnership with the government of Cabo Verde. The study aims to capture the challenges facing Cabo Verde following graduation from Least Developed Country (LDC) to Lower Middle Income Category (LMIC), including the shifting financing for sustainable development landscape, the mounting risk of debt distress and the economic and environmental vulnerabilities as a Small Island Developing States (SIDS). In line with the Addis Ababa Action Agenda (AAAA), the pilot study proposes a new “ABC” approach targeted to assess all available sources of financing (ODA, OOF, private investment, domestic resources, and remittances), identify emerging SDG financing gaps and promote better alignment of resources with national financing for sustainable development strategies.

    In 2015, UN Member States and the international community more broadly endorsed the 2030 Agenda for Sustainable Development and the Agenda’s commitment to achieve the Sustainable Development Goals for everyone to leave no one behind. This working paper presents and analyses the findings of a survey circulated to members of the OECD’s Development Assistance Committee (DAC) between April and May 2018. The survey investigated the level and extent of commitment to leave no one behind in development co-operation policies, strategies and programming. It also gathered views and evidence from DAC members about the comparative advantage, opportunities, challenges and strategies for answering this pledge of the 2030 Agenda for Sustainable Development. The findings presented in this paper inform the analysis of the 2018 Development Co-operation Report: Joining Forces to Leave No One Behind.

    Protecting and supporting refugees is an important responsibility of the international community. The Global Compact on Refugees (GCR) was proposed in 2018 to establish a more predictable and equitable sharing of burdens and responsibilities among United Nations Member States when it comes to fulfilling these obligations. This working paper presents and analyses the findings of a survey circulated to members of the OECD’s Development Assistance Committee (DAC) between July and September 2018. The survey investigated trends in official development assistance (ODA) and plans for future funding to programmes and projects that support refugees and their host communities, as well as other, non-funding efforts and responses that DAC members are making in support of refugees. The findings of this paper will establish a baseline for monitoring progress toward “funding and effective and efficient use of resources” as one of the key tools for meeting the commitments of the GCR. The paper examines some of the strengths and challenges of current donor practices, and recommends a set of priorities to guide future donor support and engagement in order to promote good donorship and to support the international community in meeting the GCR’s objectives.

    The Working Paper summarises the main findings and recommendations of the pilot study, including first orders of magnitude of TOSSD flows to Nigeria. Estimated TOSSD flows to Nigeria in 2016 amounted to approximately USD 3 billion of official development finance and USD 1.9 billion of private finance mobilised through official development interventions. These first orders of magnitude have been estimated using OECD DAC Statistics. However, these figures are likely to be largely underestimated due to information gaps, notably on the People’s Republic of China (hereafter China) and emerging providers’ official support to Nigeria. The results of the pilot also indicate that the current organisational set up of Nigeria, both from an institutional and an IT system perspective, makes it challenging for the Government to access, collate, collect analyse and use data on external financing to the country using national data. The TOSSD pilot in Nigeria confirmed the usefulness of country pilots for testing the TOSSD methodology and for ensuring feedback by partner countries on TOSSD as a measurement framework. The findings also helped to ascertain that the International TOSSD Task Force developing the framework is in the right direction with regard to the main parameters of the measure. Findings contained in the present Working Paper will support the discussions to refine the emerging TOSSD Reporting Instructions in 2018 and 2019.

    There is an urgent need to better understand the role that the use of blended finance in development co-operation can play in achieving the SDGs. By adopting the “Blended Finance Principles for Unlocking Commercial Finance for the SDGs” in 2017, members of the OECD’s Development Assistance Committee have committed to “monitor blended finance for transparency and results”. The practical implications of monitoring and evaluating blended finance are currently being explored with a view to providing further policy guidance on the implementation of such Principles. This paper contributes to the ongoing consultation process s by discussing governance and methodological challenges in blended finance evaluation and proposing a few options to deal with them. In their review of the present practice of blended finance evaluation, as of end 2018, authors identify some key issues that need to be addressed and put forth initial ideas in order to ensure that evaluations improve the knowledge base on blended operations. The paper starts with a discussion of some key management and organizational challenges that influence how blending operations are monitored and evaluated. It continues with an overview of main evaluation methodologies that could be used for blended finance evaluation and challenges associated with applying them, and it outlines the challenges of assessing additionality. The paper concludes with a summary of identified issues from a review of a sample of completed evaluations of blended finance, highlighting the methodological challenges that they reveal.

This paper present a new methodology using machine learning designed to link project-based flows to the Sustainable Development Goals. It provide first estimates of DAC and non-DAC donors’ aid contribution for the goal and show that similar analysis can be done at the recipient level and for other type of textual database such as private sector reports; opening wide array for policy analysis. The methodology presented in this working paper uses semantic analysis of the text description of each project present in the Creditor Reporting System (CRS).

    Raising living standards continues to be the main challenge facing Guatemala, as a matter of economic success and social cohesion. This paper discusses the spending, financing, and delivery capacity aspects of a viable development strategy for Guatemala couched within the United Nations Sustainable Development Goals (SDGs) agenda. Overall, Guatemala faces additional spending of about 8 1\2 percent of GDP in 2030 to attain health, education, and roads, water, and sanitation infrastructure SDGs. While substantial, these cost estimates are commensurate with a well-defined financing strategy encompassing continuing tax administration efforts, broad-based tax reform, scaled-up private sector participation, and greater spending efficiency. Improving delivery capacities is also essential to secure access of those public goods to all Guatemalans, irrespective of their place of residence, ethnic group, or ability to pay

    A large literature documents the positive influence of a city's skill structure on its rate of economic growth. By contrast, the effect of a city's age structure on its economic growth has been a hitherto largely neglected area of research. This paper hypothesizes that cities with more working-age adults are likely to grow faster than cities with more children or seniors. The paper sets out the potential channels through which such differential growth may occur. Using data from a variety of historical and contemporary sources, it shows that there exists marked variation in the age structure of the world's largest cities, across cities and over time. It then studies how age structure affects economic growth for a global cross-section of mega-cities. Using various identification strategies, the analysis finds that mega-cities with higher dependency ratios, that is, with more children and/or seniors per working-age adult, grow significantly slower. Such effects are particularly pronounced for cities with high shares of children. This result appears to be driven mainly by the direct, negative effects of a higher dependency ratio on the size of the working-age population and the indirect effects on work hours and productivity for working-age adults within a city
