Zum einen gilt die Natur als Modell gesellschaftlich-politischer Ordnung, zum anderen als deren Gegenkraft, von der diese ständig bedroht ist. In Katastrophen wie Erdbeben, Sturmfluten oder auch Epidemien wird diese Latenz zu destruktiver Aktualität, deren Übermacht keine Ordnung gewachsen ist. Zugleich wird selbst dieser Zusammenbruch der Ordnung in Ordnungszusammenhänge eingeschrieben. Als göttliches Strafgericht etwa wird die Katastrophe zum Beleg einer der Natur gebietenden Ordnungsmacht, die umso absoluter erscheint, je verwüstender sie sich manifestiert. Der Band beleuchtet kulturelle Repräsentationen von Naturkatastrophen von der Antike bis in die Neuzeit. Zur Debatte stehen Vorstellungen von göttlicher, natürlicher und politischer Ordnung, die zur Deutung von Katastrophen herangezogen, durch sie bestätigt, in Frage gestellt oder auch unhaltbar werden.

    Drought is arguably one of the most devastating natural disasters in developing countries, particularly in Africa. Climate change is expected to add to this threat. Drought has far-reaching socio-economic and ecological implications that include loss of lives and livelihoods, famine, lack of water for human use and livestock, pasture and crops, diminishing energy production, and loss of assets. Further, it fuels local conflicts around natural resources, and catalyses internal and international migration. However, solutions are at hand to mitigate the effects of droughts even in poor countries and vulnerable communities, and there is an ever increasing urgency to establish drought preparedness and to improve the resilience of communities, regions and ecosystems. Drought preparedness strategies need to be pro-active, adaptable and context-specific to the drought situation, and have to include many sectors as well as emergency assistance. This study, jointly prepared by DIE and UNCCD, presents and critically examines the drought policies and institutional frameworks of two African countries frequently challenged by droughts - Ethiopia and Kenya. These countries are known to have embarked upon robust drought strategies during the last years, in particular since the last devastating drought of 2010/2011. Lessons learnt, the policy implementation challenges and relevant measures are discussed. The study is based on a literature review complemented by interviews with about 50 key stakeholders along with field visits in Ethiopia and Kenya in the first half of 2016. The study presents a number of recommendations on how to strengthen drought policies in these two countries which may be valuable to relevant actors in other drought-prone African countries and beyond.

    Abstract: Re-occurring dry and hot summers with high irradiance have caused irreversible damages in forest ecosystems across Central Europe, including the ICOS ecosystem associate site Hartheim (DE-Har). The site experienced irreversible damages to a Scots pine (Pinus sylvestris) plantation with a mortality of >50% of all P. sylvestris trees following the 2018 drought. Dead and fallen trees were generally not removed in the area surrounding the site. In the last 6 years, DE-Har has undergone a significant regime change in which increased light under the damaged/missing tree crowns has accelerated growth of deciduous understory trees. We use eddy covariance measurements from pre- and post-drought periods and combine them with ecophysiological measurements at the individual tree level to estimate effects on long-term carbon, energy and water fluxes. We find that CO2 uptake in summer is only about 40% of pre-drought uptake and that in the period 2019-2023 the site became an annual net carbon source, whereas 15 years ago the forest was a considerable CO2 sink. Ecophysiological measurements show that understory trees have higher transpiration and ecophysiological activity compared to the previously dominant P. sylvestris canopy. On a decadal scale, annual transpiration increased and the seasonality of fluxes was intensified, as can be seen on remote sensing products related to canopy greenness such as satellite-based vegetation indices and phenocams. The observed changes altogether provide information on how forests that reached tipping points transition functionally and structurally and how this affects interactions between land and atmosphere

    Abstract: Wir haben uns auf unseren Plakaten mit der Gletscherschmelze des Himalayas und dessen Auswirkungen auf die Bevölkerung in der Region beschäftigt. Dabei haben wir das Konzept der Tipping Points genutzt, um aufzeigen zu können, wie relevant diese Thematik momentan ist. Außerdem zeigen wir anhand eines Wirkungsgefüges auf, wie die Ursachen und die Auswirkungen zusammenhängen. Abschließend zeigen wir andere Orte der Welt auf, die sich mit den gleichen Problemen befassen müssen und schauen uns deren Herangehensweisen an, um zu versuchen zu bewerten, inwiefern diese auch die die Himalaya-Karakourum-Hindukush Region infrage kommen

    Abstract: Die Wasserkrise in Spanien verschärft sich. Der Wasserbedarf kann auf lange Sicht nicht mehr gedeckt werden. Besonders die Landwirtschaft verbraucht sehr viel Wasser. In den letzten Jahrzehnten konnten Dürren immer wieder als Katalysator für Reformen genutzt werden. Die Region Almería ist Vorreiter in effizienter und wassersparender Landwirtschaft. Doch reichen diese Innovationen für eine nachhaltigere Wasserversorgung aus?

    This report analyses trends in agriculture for the US Southwest region, one of the most water stressed and productive agricultural regions in the world expected to face further water shortages in the future due to climate change and continued growth. It examines projected water risks by mid-century without additional policy action, and discusses the expected implications for the agriculture sector, based on a review of existing data and available publications. The region will likely continue to be a major agricultural producer by mid-century but will be affected by more variable and uncertain water supplies and increased water demand. Irrigated area is likely to decline, with lower value, water-intensive field and forage crops experiencing the greatest losses. Livestock and dairy are also especially vulnerable to water shortages and climate change. Trade and employment may be affected, although projections remain uncertain. Policy options can help mitigate these projected water risks, such as agricultural and urban water efficiency improvements, refined groundwater management, investment in water banks and recycled wastewater systems, and well-defined water transfers.

    Drought is arguably one of the most devastating natural disasters in developing countries, particularly in Africa. Climate change is expected to add to this threat. Drought has far-reaching socio-economic and ecological implications that include loss of lives and livelihoods, famine, lack of water for human use and livestock, pasture and crops, diminishing energy production, and loss of assets. Further, it fuels local conflicts around natural resources, and catalyses internal and international migration. However, solutions are at hand to mitigate the effects of droughts even in poor countries and vulnerable communities, and there is an ever increasing urgency to establish drought preparedness and to improve the resilience of communities, regions and ecosystems. Drought preparedness strategies need to be pro-active, adaptable and context-specific to the drought situation, and have to include many sectors as well as emergency assistance. This study, jointly prepared by DIE and UNCCD, presents and critically examines the drought policies and institutional frameworks of two African countries frequently challenged by droughts - Ethiopia and Kenya. These countries are known to have embarked upon robust drought strategies during the last years, in particular since the last devastating drought of 2010/2011. Lessons learnt, the policy implementation challenges and relevant measures are discussed. The study is based on a literature review complemented by interviews with about 50 key stakeholders along with field visits in Ethiopia and Kenya in the first half of 2016. The study presents a number of recommendations on how to strengthen drought policies in these two countries which may be valuable to relevant actors in other drought-prone African countries and beyond.

    Die gegenwärtige Dürresituation in Deutschland entwickelte sich in diesem Sommer zu einem der meistdiskutierten Themen und merkliche Ernteeinbußen werden in der Landwirtschaft erwartet. Während Dürren in Deutschland erst jetzt in den Fokus der öffentlichen Wahrnehmung gerückt sind, leiden Landwirte in Osteuropa oder Zentralasien schon seit mehr als einer Dekade an sich häufenden Dürreereignissen. Zur geeigneten Anpassung der Landwirtschaft an Extremwettereignisse, besteht ein zunehmender Bedarf an modernen Risikomanagementinstrumenten. Hier bieten sich durch digitale Technologien vielfältige innovative Voraussetzungen für ein effektives Risikomanagement. Deutschland besitzt beste Voraussetzungen für Anwendung digitaler Technologien zur Unterstützung marktbasierter Risikoinstrumente, wie etwa Dürreversicherungen. Entsprechend sollten Anreize für moderne marktorientierte Formen des Risikomanagements gesetzt werden, so dass Landwirte nicht von Hilfszahlungen in Dürrezeiten abhängig sind.

    Rabbinic tales of drought, disaster, and charismatic holy men illuminate critical questions about power, ethics, and ecology in Jewish late antiquity. Through a sustained reading of the Babylonian Talmud's tractate on fasts in response to drought, this book shows how Bavli Taʿanit challenges Deuteronomy's claim that virtue can assure abundance and that misfortune is an unambiguous sign of divine rebuke. Employing a new method for analyzing lengthy talmudic narratives, Julia Watts Belser traces complex strands of aggadic dialectic to show how Bavli Taʿanit's redactors articulate a strikingly self-critical theological and ethical discourse. Bavli Taʿanit castigates rabbis for misuse of power, exposing the limits of their perception and critiquing prevailing obsessions with social status. But it also celebrates the possibilities of performative perception - the power of an adroit interpreter to transform events in the world and interpret crisis in a way that draws forth blessing.
