    This paper analyzes the effects of providing feedback on electricity consumption in a field trial involving more than 1,500 households in Linz, Austria. About half of these households received feedback together with information about electricity-saving measures (pilot group), while the remaining households served as a control group. Participation in the pilot group was random, but households were able to choose between two types of feedback: access to a web portal or written feedback by post. Results from cross section OLS regression suggest that feedback provided to the pilot group corresponds with electricity savings of around 4.5 % for the average household. Our results from quantile regressions imply that for house-holds in the 30th to the 70th percentile, feedback on electricity consumption is statistically significant and effects are highest in absolute terms and as a share of electricity consumption. For percentiles below or above this range, feedback ap-pears to have no effect. Finally, controlling for a potential endogeneity bias induced by non random participation in the feedback type groups, we find no difference in the effects of feedback provided via the web portal and by post. -- Smart metering ; feedback ; household electricity consumption

    Performance pay, at least as usually understand, is no good idea for non-executive directors. They have to supervise and control or in some situations even to fire and replace the executive managers. This means that their performance as supervisors is totally different from the performance of the supervised executive managers and even the company at large. Moreover, they are mostly interested in other things than their pay. Thus, their pay should be fixed and not too high. Bezahlung nach Leistung, zumindest nach dem üblichen Verständnis, ist keine gute Idee für Aufsichtsratsmitglieder. Diese sollen die Vorstandsmitglieder beaufsichtigen und kontrollieren oder in manchen Fällen sogar entlassen und ersetzen. Das bedeutet, dass ihre Leistung als Aufseher eine vollkommen andere ist als diejenige der von ihnen beaufsichtigten Manager oder sogar des gesamten Unternehmens. Außerdem sind sie meistens mehr an anderen Dingen interessiert als an ihrer Bezahlung. Deshalb sollte ihre Bezahlung fix und nicht zu hoch sein.

    The growing momentum for gas price liberalization in Russia is increasingly constrained by fears of potentially strong adverse impact that market-based price setting principle will have on the economy. Based on a novel multi-regional, multi-sector and multi-household computable general equilibrium (CGE) model of the Russian Federation, this paper presents a simple yet a flexible framework for evaluating gas price reform. We found that the reform is feasible at low economic cost, without greater disparities in terms of increased inequity within and between country's federal districts. Large redistributive impacts can arise from specific mechanisms to recycle revenues. In terms of global environmental credentials, gas price liberalization can bring Russia on a substantially more sustainable path. This paper reflects on three broad lessons of experience: that developing countries differ vastly in tax matters, and in ways that are less than fully understood; that the history of 'big ideas' in guiding tax reform for developing countries is decidedly mixed; and that the value of the emphasis often placed in this context on 'informality' is decidedly limited.     This paper shows that remittance flows significantly increase the business cycle synchronization between remittance-recipient countries and the rest of the world. Using both aggregate and bilateral remittances data in a panel data setting, the study demonstrates that this effect is robust and causal. Moreover, the econometric analysis reveals that remittance flows are more effective in channeling economic downturns than upswings from the sending countries to remittance-receiving economies.     In der vorliegenden Studie wurde der Frage nachgegangen, welche öffentlichen Unterstützungsleistungen für Nachfolgen in Deutschland angeboten werden und inwiefern eine staatliche Förderung notwendig ist. Neben einer Bestandsaufnahme des Förderangebots wurden die Probleme des Nachfolgeprozesses im Rahmen einer Literaturanalyse herausgearbeitet. Die Literaturanalyse zeigt, dass eine Nachfolgeförderung aus wohlfahrtstheoretischer Sicht nicht gerechtfertigt ist. Jedoch liefern der Nachteilsausgleich für systematisch benachteiligte Unternehmen oder Personengruppen und der Grundsatz der Hilfe zur Selbsthilfe eine Begründung sowohl für die Beratungsförderung als auch die Finanzierungsförderung von Übernehmern, die sich mit der Nachfolge erstmalig eine eigene Existenz aufbauen. Beratungsprogramme für Übergeber sind lediglich in der frühen Sensibilisierungs- und Vorbereitungsphase einer Nachfolge in kleinen und mittleren Unternehmen gerechtfertigt. -- Nachfolgen ; Öffentliche Förderung ; Wohlfahrtstheorie The present study addresses the question what types of public support measures for company successions are offered in Germany and to what extent state support is necessary. In addition to a compilation of public support programmes, problems in company successions are analysed based on a literature review. The literature review shows that public support for company successions cannot be justified from the perspective of welfare economics. However, compensation for systematic disadvantages of specific individuals or business types and the principle of help for self-help provide an adequate explanation for subsidies. These can be granted for consultancy services as well as for financial support for transferees, who set up their own business for the first time by way of company succession. Consultancy services for transferors are only justified during the early awareness raising and preparatory stage of a company succession in small and medium-sized enterprises. -- company successions ; public support ; welfare-theory
