    "Artificial mountains are a worldwide reality. Their presence influenced the history of urbanism, architecture, and landscape architecture. Burial sites use, very frequently, the intimidating shape of the man-made mountain. Incense burners in ancient China evoked the Five Sacred Mountains. Mount Parnassus in Greece became an important element in European garden history and a symbol of the Renaissance. In the Baroque Rome of the 17th century the most important artists worked on the constructions of huge ephemeral mounds in order to express more or less codified messages. The model of the artificial mountain was used as well during the French Revolution: the famous celebration of the Supreme Being took place on a gigantic faux mountain. The history of landscape architecture is characterized by the construction of architectural mounds, often built by using local excavation material. The industrial revolution acted as another source for the rise of an anthropic topography, creating forms, which we do not recognize anymore as totally artificial. Architects have found in the form of mountains a model and a gestalt with which to play in an ironic way. In twentieth-century art, mountains are ubiquitous, culminating in Robert Smithson’s masterful exploration of reversed, displaced, and rebuilt mountains.     Energy subsidies account for about 7% of Ecuador’s yearly public spending, or two thirds of the fiscal deficit. Removing these subsidies would yield clear economic and environmental benefits and help implement climate targets set in the Paris Agreement. However, expected adverse effects on vulnerable households can make reforms politically difficult. To inform policy design, we use household survey data from Ecuador in combination with augmented input-output data to assess the distributional impacts of energy subsidy reform. We find that in absolute terms energy subsidies benefit richer households more than poor ones. Relative to household income, subsidy removal without compensation would be regressive for diesel and LPG, progressive for gasoline, and approximately neutral for electricity. We then analyze how a fraction of financial resources freed up by subsidy reform could be used to mitigate income losses for poor households by means of in-kind and in-cash revenue recycling schemes. Our results indicate that removing all energy subsidies and increasing the existing social protection program, Bono de Desarrollo Humano, by nearly US$ 50 per month would confer net benefits of almost 10% of their current income to the poorest quintile. In addition, more than 1.3 billion US$ would still be available for the public budget after the reform. Finally, we conduct expert interviews to evaluate the political and institutional challenges related to energy subsidy reform. We identify two combinations of reform options and recycling schemes that would benefit the poorest 40% of households and are deemed to be feasible: eliminating subsidies on gasoline while increasing the amount transferred to vulnerable households through the Bono de Desarrollo Humano and replacing universal LPG subsidies with targeted LPG vouchers.

    Emission inequality across countries and the contribution of the energy mix and the sectoral composition of a country s energy use are of central importance to the climate debate. We analyze the evolution of inequality in global CO2 per capita emissions using both historical data on energy-related CO2 emissions and future emission scenarios generated with the integrated assessment model REMIND. Within our sample of 90 countries the results indicate that the Gini index declined from about 0.6 in 1971 to slightly above 0.4 in 2008. A decomposition of the Gini index of total emissions into primary energy carriers and into economic sectors provides additional insights. From the perspective of primary energy carriers, it is indicated that this reduction is mainly attributed to declining shares of emissions from coal/peat and oil in total emissions, and decreasing emission inequality within all fossil primary energy sources. From the perspective of economic sectors, the decline in overall inequality is almost entirely due to a pronounced decline of the contribution of emissions from manufacturing & construction. Our analysis also suggests that an equally spread emission reduction from any one source (i.e. primary energy carrier or economic sector) would not have a major impact on overall emission inequality. The analysis of future scenario data indicates that climate policy reduces absolute emissions inequality, while inducing drastic progressive emission reductions in all regions

    Understanding the distributional impacts of market-based climate policies is crucial to design economically efficient climate change mitigation policies that are socially acceptable and avoid adverse impacts on the poor. Empirical studies that examine the distributional impacts of carbon pricing and fossil fuel subsidy reforms in different countries arrive at ambiguous results. To systematically determine the sources of variation between these outcomes, we apply an ordered probit meta-analysis framework. Based on a comprehensive, systematic and transparent screening of the literature, our sample comprises 53 empirical studies containing 183 effects in 39 countries. Results indicate a significantly increased likelihood of progressive distributional outcomes for studies on lower income countries and transport sector policies. The same applies to study designs that consider indirect effects, behavioral adjustments of consumers or lifetime income proxies. Future research on different types of revenue recycling schemes and lower income countries would further contribute to the literature.

    Green fiscal reforms would contribute to climate change mitigation, increase the economic efficiency of national tax systems and provide additional public revenues. Some countries in Latin America have already taken first steps towards green fiscal reforms. This paper provides an overview of the major challenges for the successful implementation of such reforms and discusses how they could be overcome. The authors first discuss the role of country-specific economic and political enabling conditions that need to be in place for successful implementation for green successful reforms. Second, they emphasize the importance of comprehensive reform plans that include all relevant ministries and agencies and are well-aligned with other policy objectives, such as energy security and industrial development. Third, they highlight how appropriate sequencing and gradualism could lower implementation costs and hence increase the political feasibility of green fiscal reforms. Finally, the authors analyze the potential impacts of green fiscal reforms on the distribution of income and discuss transfer schemes that could avoid adverse outcomes for the poorest parts of the population. They use these four dimensions to illustrate why recent reform efforts in selected Latin American countries have been successful or have failed, respectively.

    Although market-based environmental policy instruments feature prominently in economic theory and are widely employed, they often meet with public resistance. We argue that such resistance may be driven by a feeling of moral responsibility where citizens prefer to tackle environmental problems themselves, rather than delegating the task to others by means of a market mechanism. Using a laboratory experiment that isolates moral responsibility from alternative explanations, we show that moral responsibility induces participants to incur a sizable cost on themselves as well as on other participants. We discuss the implications of this finding for the design and implementation of environmental policies.
