    This paper presents and describes a new database of major minimum wage and collective bargaining reforms covering 26 advanced economies over the period 1970-2020. The main advantage of this dataset is the precise identification of the nature and date of major reforms, which is valuable in many empirical applications. Based on the dataset, major changes in minimum wages have been more frequent than in collective bargaining in the last decades, and the majority of these were implemented during the 1980s and 1990s. In our empirical application, we find that minimum wage reforms have a medium-run positive impact on labor productivity and they lead to a fall in the unemployment rate. Collective bargaining reforms do not seem to affect either productivity or capital formation but they have a clear medium-term effect on the labor market. Moreover, collective bargaining reforms are more sensitivity to the prevailing business cycle conditions at the time of the reform (vis-à-vis minimum wage reforms).

    The working poor were long thought of as people toiling away in lousy, under-protected and underpaid jobs in places like fast-food joints, supermarkets, hotels and bars. The perfidious consequence of that perception was that in-work poverty was seen as a non-issue in countries with extensive labour protections, especially in countries with minimum wages at significant levels. The idea that the working poor were only to be found in the so-called "liberal" economies lacking strongly organized labour and proper regulatory correction has turned out to be completely wrong. In-work poverty exists in all rich economies. But what, exactly, do we mean by in-work poverty? How is it related to labour market trends and also to policies? And how might governments look to successfully tackle the problem of working poverty? In this paper, a draft chapter forthcoming in Clegg, D. and Durazzi, N. (eds), Research Handbook of Labour Market Policy in Rich Democracies, with Edward Elgar we provide some answers to these important questions.

    In this study, we evaluate the effectiveness of the participation of refugees in integration programmes intended to help them gain employment. The specific programmes considered are the Competence Check programme and the Integration Year programme that were introduced in Austria around the time of the 2015 crisis, when refugees poured from the Middle East into the EU. The study is based on the fourth and fifth waves of a survey (FIMAS) of refugees from Afghanistan, Iraq, Iran and Syria in Austria, and it uses matching models to evaluate the effects on employment of participation in those two programmes. More specifically, it applies multivariate matching methods that ensure better balancing properties between the control and the treated groups. We find especially positive effects of the programmes on the employability of women, the poorly educated, younger and older age cohorts. These programmes thus seem to work specifically for those that find themselves in a more vulnerable labour market situation.
