    This paper aims to contribute to the debate on the choice of policies to reach the more ambitious 2030 emission reduction goals currently under consideration. It provides an analysis of the macroeconomic and distributional impacts of different options to scale up the mitigation effort, and proposes enhancements to the existing EU policies. A key finding is that a well-designed package, consisting of more extensive carbon pricing across EU countries and sectors, combined with cuts in distortionary taxes and targeted green investment support, would allow the EU to reach the emission goals with practically no effects on aggregate income. To enhance the social and political acceptance of climate policies, part of the revenue from carbon pricing should be used to compensate the most vulnerable households and to support the transition of workers to greener jobs. A carbon border adjustment mechanism could complement the package to avoid an increase in emissions outside the EU due to higher carbon prices in the EU ('carbon leakage'). From a risk-reward perspective, the benefits of reducing the risk of extreme life-threatening climate events and the health benefits from lower air pollution clearly outweigh the costs of mitigation policies

    Climate change is considered the biggest environmental challenge facing the world. The expected concomitant economic impacts of climate change are substantial, where the African continent is expected to be particularly vulnerable. Research is needed to support the development of sound climate policies in Africa. This paper develops a new Integrated Assessment Model -AD-AFRICA- which allows a comprehensive analysis of climate change impacts and adaptation in Africa. The AD-AFRICA model divides Africa into five regions and includes seven specific climate change impacts. The effects of the Paris agreement Intended Nationally Determined Contributions (INDCs) and the below 2 degrees target are investigated. The results show that though the INDCs reduce impacts, reaching the goal of the agreement will further reduce impacts by almost 1.6 % of GDP (588,731 US$ Billion). This highlights the importance of re-examining the level of INDCs. Furthermore, our results show that health and tourism impacts are highest and that different regions in Africa are more vulnerable to different climate change impacts depending on their level of development and regional characteristics. Finally, the withdrawal of the US from the Paris Agreement would result in an additional climate change burden of around 87 US$ Billions to Africa.

    Current policies directed at mitigating global warming appear unlikely to prevent temperatures from rising to levels that would trigger a precipitous increase in the costs of climate change. Various attempts at international cooperation to avoid this outcome have failed. Why is this problem so intractable? Can we expect an 11th-hour solution? Will some countries, or even all, succumb on the equilibrium path? We address these questions through a model that features the possibility of climate catastrophe and emphasizes the role of international externalities that a country's policies exert on other countries and intertemporal externalities that current generations exert on future generations. Within this setting, we explore the extent to which international agreements can mitigate the problem of climate change. Our analysis illuminates the role that international climate agreements can be expected to play in addressing climate change, and it points to important limitations on what such agreements can achieve, even under the best of circumstances

    Der Verkehrssektor steht mit Blick auf die Klimaziele und angesichts seiner bislang ausgebliebenen Erfolge bei der Treibhausgasreduktion vor großen Herausforderungen. Getrieben wird der hohe Ausstoß auch durch eine Infrastrukturpolitik, die den Straßenverkehr stark begünstigt. Diese Veröffentlichung untersucht daher die Vermutung, dass der aktuell geltende Bundesverkehrswegeplan (BVWP 2030) nicht mit den Klimaschutzzielen des Pariser Übereinkommens übereinstimmt. Nach einer kurzen Erinnerung an die Relevanz des Verkehrs für die Klimaziele werden das Planungsverfahren sowie das Pariser Übereinkommen vorgestellt und anschließend die Methoden, Ergebnisse und relevanten Rahmenbedingungen des BVWP auf ihre Klimawirkungen untersucht. Dabei wird deutlich, dass die Realisierung der im Plan enthaltenen Projekte den Zielen zur Treibhausgasreduktion sowie den abgeleiteten Minderungspfaden im Verkehrssektor substanziell entgegensteht. Hauptgründe dafür sind die große Anzahl Straßenprojekte, eine unterstellte Steigerung des Verkehrsbedarfs, eine durch den BVWP induzierte Verkehrszunahme, der Verzicht auf echte Alternativenprüfungen sowie der über alle Planungsebenen geringe Stellenwert von Klima- und Umweltzielen. Abschließend werden verschiedene Reformansätze und -maßnahmen zur Weiterentwicklung der Infrastrukturplanung mit dem BVWP vorgestellt. Trotz aller Komplexität zeigt sich dabei, dass klimarelevante Änderungen der Planung jederzeit möglich sind, denn der Bund verfügt über alle notwendigen Instrumente und Handlungsspielräume und es gibt zahlreiche geeignete Ansatzpunkte. Hierzu zählen die Erweiterung der Nutzen-Kosten-Analyse um neue Kriterien, die methodische Reform der Verkehrsprognosen, die vollständige Berücksichtigung von Ergebnissen der Umweltprüfungen, die Priorisierung der Schiene und die gesetzliche Festschreibung des Ziels einer nachhaltigen Mobilität. Auch die Rechtsprechung setzt an vielen Stellen wichtige Impulse. Insgesamt zeigt die Veröffentlichung, dass die Infrastrukturplanung mit dem BVWP ein wichtiger Baustein ist, um die dringend erforderliche Emissionsminderung im Verkehr langfristig zu sichern. Diese Veröffentlichung basiert auf einer gekürzten und aktualisierten Version der Masterarbeit des Autors zum selben Thema von August 2021. The transport sector is facing major challenges in view of the climate targets and its failure to achieve reductions of emissions to date. The high emissions are also driven by infrastructure policy that strongly favors road transport. This study therefore examines the presumption that the currently applicable Federal Transport Infrastructure Plan (FTIP 2030) is not in line with the climate protection goals of the Paris Agreement. At first a brief reminder of the relevance of transportation for climate goals, the planning process as well as the Paris Agreement are presented. Afterwards the methods, results and relevant framework conditions of the FTIP are examined with regard to their climate impacts. It becomes clear that the realization of the planned projects is substantially opposed to the Paris targets for greenhouse gas reduction, as well as the derived mitigation pathways in the transport sector. The main reasons for this are the large number of road projects, an assumed increase in transport demand, an increase in traffic induced by the FTIP, the lack of genuine alternative assessments, and the low priority across all planning levels given to climate and environmental goals. Finally, various reform approaches and measures for the further development of infrastructure planning with the FTIP are presented. Despite all the complexity, the study shows that climate-relevant changes in planning are possible at any time, because the federal government has all the necessary instruments and room for maneuver, and there are numerous suitable starting points. These include the expansion of the benefitcost analysis to include new criteria, the methodological reform of traffic forecasts, the full consideration of the results of environmental assessments, the prioritization of rail, and the legal establishment of the goal of sustainable mobility. Case law also provides important impetus in many places. Overall, the paper shows that infrastructure planning with the FTIP is an important building block for ensuring the urgently needed reduction of emissions in transport in the long term. This publication is based on an abridged and updated version of the author's master's thesis on the same topic from August 2021.

    The adoption of the Paris Agreement in December 2015 calls for concerted efforts by the international community to restrain the increase in global average temperature to well below 2°C. Trade policy has the potential to contribute substantially to curbing climate change. However, the global trade system is suffering the deepest crisis in the history of the World Trade Organization (WTO). To revive multilateralism, it is crucial to pursue a positive approach based on the commitment to a common target like climate protection and reinforced by the urgency of that target. A Trade Club for Climate (TCC) or a Sector/Industry Climate Club (SICC) are alternative ways to address both the climate crisis and the crisis of the global trading system at the same time. They should be exclusive, appealing and based on the experience of the GATT and WTO negotiations. Starting the negotiations with a smaller number of countries to achieve a large progress is more feasible than involving all current WTO member states right from the beginning. The TCC could draw on the potential of trade policy to contribute to climate protection and should be an attempt to liberalise trade with environmental and climate goods and services. A SICC could focus on the main producing countries of specific industries, which would make negotiations about minimum levels of carbon prices more feasible. The discussion on the trade-climate nexus shows that there are several measures that can be taken to make trade policy work for climate. Eliminating tariffs and reducing non-tariff barriers on goods for climate protection, product labelling, green procurement and carbon border adjustment are only a few of them. The change of political power in the USA, the recent trade policy review in the EU and the increasing commitment of many other countries worldwide show that there cannot be a better time to initiate a TCC or SICCs for specific industries and launch negotiations.

    We analyze the quantitative labor market and aggregate effects of a carbon tax in a framework with pollution externalities and equilibrium unemployment. Our model incorporates endogenous labor force participation and two margins of adjustment influenced by carbon taxes: (1) firm creation and (2) green production-technology adoption. A carbon-tax policy that reduces carbon emissions by 35 percent - roughly the emissions reductions that will be required under the Biden Administration's new commitment under the Paris Agreement - and transfers the tax revenue to households generates mild positive long-run effects on consumption and output; a marginal increase in the unemployment and labor force participation rates; and an expansion in the number and fraction of firms that use green technologies. In the short term, the adjustment to higher carbon taxes is accompanied by gradual gains in output and consumption and a negligible expansion in unemployment. Critically, abstracting from endogenous firm entry and green-technology adoption implies that the same policy has substantial adverse short- and long-term effects on labor income, consumption, and output. Our findings highlight the importance of these margins for a comprehensive assessment of the labor market and aggregate effects of carbon taxes

    Bei der 26. UN-Klimakonferenz in Glasgow geht es um die Umsetzung der Ziele aus dem Pariser Klimaschutzabkommen. Im Mittelpunkt steht dabei die schrittweise Zielerhöhung der einzelnen Länder, die sich anschließend in konkreten Klimaschutzbeiträgen widerspiegeln sollen. Der vorliegende ZEW Policy Brief erläutert diesen Prozess und erklärt, warum eine schrittweise Verschärfung der nationalstaatlichen Ziele allein nicht ausreichen wird, um den Klimawandel deutlich abzuschwächen. Aus ökonomischer Sicht ist die Gründung eines Klimaklubs zu empfehlen, in dem ein CO2-Preis Anreize zur Emissionsvermeidung setzt.

    Investor concerns about climate and other environmental regulatory risks suggest that these risks should affect corporate bond risk assessment and pricing. We test this hypothesis and find that firms with poor environmental profiles or high carbon footprints tend to have lower credit ratings and higher yield spreads, particularly when their facilities are located in states with stricter regulatory enforcement. Using the Paris Agreement as a shock to expected climate risk regulations, we provide evidence that climate regulatory risks causally affect bond credit ratings and yield spreads. Accordingly, the composition of institutional ownership also changes after the Agreement
