    President Vladimir Putin escalated Russia's war on Ukraine in September 2022, announcing a partial mobilisation and repeating his threat to use nuclear weapons. But what really ended efforts to bring about peace - which had continued since the 24 February invasion - was the proclaimed annexation of the Ukrainian oblasts of Luhansk, Donetsk, Zaporizhzhia and Cherson. Since his election in 2019, Ukrainian President Volodymyr Zelenskyy has repeatedly called on Putin to agree to a personal meeting, even in the first weeks of this year's Russian invasion. But on 4 October 2022, in response to the actions of the Russian side, he signed a decree rejecting direct talks. Ever since the beginning of the Russian aggression in 2014, and all the more so since 24 February 2022, the course of Ukrainian-Russian negotiations has been highly dependent on the situation in the battlefield and the broader political context.

    On January 5, 2024, UN Secretary-General António Guterres appointed María Ángela Holguín Cuéllar as his Personal Envoy on Cyprus. Her role is to determine the ‘com­mon ground’ from which peace talks can be resumed after standing still since 2017. The shift in Greece-Turkey relations holds regional potential, which could lead to progress in Cyprus. Nonetheless, there is an urgent need for creative diplomacy given the stalemate and changing regional dynamics. A new agenda based on regional integration could further efforts to establish common ground through process innovation, phased negotiations, deadlines, and the establishment of safeguards against future stalls.

    With their joint announcement about the desire to resume peace talks, Colombia’s new president and the country’s second-largest guerrilla group, the ELN (Ejército de Liberación Nacional), have sent a clear political signal. The pacification of the ELN is to take place under the aegis of a “leftist” government and be accompanied by a comprehensive and ambitious reform project. This is a renewed attempt to end the civil war following the conclusion of a peace agreement with the FARC rebels in 2016. However, the agreement with the FARC can serve as a blueprint only to a limited extent, not just because of the different historical origins of the two guerrilla groups but also owing to the strongly decentralized internal structure of the ELN. The issues of a cease­fire and the release of prisoners - prerequisites for possible peace talks - remain unresolved. Lengthy negotiations lie ahead, and the involvement of Colombian civil society is essential as central questions about the country’s future must be clarified.
