    We investigate the effect of electoral rules and political regimes on fiscal policy outcomes in a panel of 61 democracies from 1960 and onwards. In presidential regimes, the size of government is smaller and less responsive to income shocks, compared to parliamentary regimes. Under majoritarian elections, social transfers are smaller and aggregate spending less responsive to income shocks than under proportional elections. Institutions also shape electoral cycles: only in presidential regimes is fiscal adjustment delayed until after the elections, and only in proportional and parliamentary systems do social transfers expand around elections. Several of these empirical regularities are in line with recent theoretical work; others are still awaiting a theoretical explanation.

    Under majoritarian election systems, securing participation and representation of minorities remains an open problem, made salient in the US by its history of voter suppression. One remedy recommended by the courts is Cumulative Voting (CV): each voter has as many votes as open positions and can cumulate votes on as few candidates as desired. Theory predicts that CV encourages the minority to overcome obstacles to voting: although each voter is treated equally, CV increases minority's turnout relative to the majority, and the minority's share of seats won. A lab experiment based on a costly voting design strongly supports both predictions

    Prozent-Hürden sollen eine Zersplitterung in Parlamenten verhindern und Parteien nur in Fraktionsstärke hineinlassen. Dazu werden bislang die Stimmen für Parteien unterhalb der Hürde gar nicht berücksichtigt. Diese Ungleichheit der Wahl und Benachteiligung von kleinen Parteien ließe sich dadurch vermeiden, dass von den kleineren Parteien unterhalb der Hürde eine ausgelost wird, die die Mandate für die Stimmen all dieser kleinen Parteien erhält. Alternativ könnte jede kleinere Partei mit einer Wahrscheinlichkeit, die zu ihrem Stimmanteil proportional ist, in Fraktionsstärke einziehen oder eine freiwillige Bildung von Losgemeinschaften erlaubt werden. Schließlich kann das Losen auch als Alternative zu den gängigen Wahlverfahren verwendet werden, um Bruchteile an Mandaten zuzuteilen oder um Stichwahlen um eine Position zu ersetzen. Percentage hurdles are intended to prevent fragmentation in parliaments and only allow parties of the minimum size of parliamentary groups into parliament. So far, the votes for parties below the hurdle are not taken into account. This inequality of votes and discrimination against small parties could be avoided by drawing lots from the smaller parties below the threshold such that one receives the mandates for the votes of all these small parties. Alternatively, each smaller party could move into parliament with the minimum size of a parliamentary group with a probability that is proportional to its share of the vote, or the voluntary formation of lottery groups could be allowed. Finally, drawing lots can also be used as an alternative to the current electoral procedures, in order to allocate fractions of mandates or to replace a runoff for a position.

    This paper studies the manipulation of electoral maps by political parties, known as gerrymandering. At the core of our analysis is the recognition that districts must have the same population size but only voters matter for electoral incentives. Using a novel model of gerrymandering that allows for heterogeneity in turnout rates, we show that parties adopt different gerrymandering strategies depending on the turnout rates of their supporters relative to those of their opponents. The broad pattern is to "pack-crack-pack" along the turnout dimension. That is, parties benefit from packing both supporters with a low turnout rate and opponents with a high turnout rate in some districts, while creating districts that mix supporters and opponents with intermediate turnout rates. This framework allows us to derive a number of empirical implications about the link between partisan support, turnout rates, and electoral maps. Using a novel empirical strategy that relies on the comparison of maps proposed by Democrats and Republicans during the 2020 redistricting cycle in the US, we then bring such empirical implications to the data and find support for them

    One frequently overlooked aspect of the U.S.-style electoral college system is that it discourages election fraud. In a presidential election based on the popular vote, competing political parties are motivated to manipulate votes in areas where they hold the most significant influence, such as states where they control local executive offices, legislatures, and the judiciary. However, with the electoral college system in place, the incentives for fraud shift to swing states where the local government is politically divided, and fraud is therefore more difficult and costly. Our theoretical model elucidates why the electoral college system provides more effective protection against election fraud compared to the popular vote system. While polarization makes fraud more likely, it does not affect the superiority of the electoral college system

    Prozent-Hürden führen normalerweise dazu, dass Stimmen verfallen, was der Gleichheit der Wahl widerspricht und die Chancen kleinerer sowie neuer Parteien mindert. Es gibt mehrere mögliche Auswege, z. B. durch Präferenzwahl. Noch einfacher ist es, wenn jede Partei angibt, an welche andere Partei ihre Stimmen gehen sollen, falls sie selbst an der Prozent-Hürde scheitert. Electoral thresholds usually cause votes to lapse, which contradicts the equality of votes and reduces the chances of smaller and new parties. There are several possible ways out, e.g. by preferential voting. An even easier solution is that each party specifies which other party should get its votes if it fails to meet the electoral threshold.

    Conventional wisdom has it that proportional representation leads to more coalition governments and so to greater government spending, especially in redistributive categories favoured by special-interest groups. In contrast, we show in a theoretical model that first-past-the-post systems of government may give special interests greater influence in the winning electoral coalition than they would have in the corresponding legislative coalition under proportional representation. Evidence from a quasi-experimental reform in German local government supports this view. Introduction of a mayor directly elected under first-past-the-post rules caused a significant increase in local government expenditure, particularly in redistributive spending categories.

    Abstract: "Die vorliegende Studie befasst sich mit einem Experiment im Bereich transnationaler demokratischer Willensbildung. Im Mittelpunkt der Untersuchung steht die Internet Corporation for Assigned Names and Numbers (ICANN), ein 1998 gegründetes gemeinnütziges Unternehmen mit Sitz in Kalifornien, das die Aufsicht und Verwaltung des Domainnamensystems sowie die Kontrolle über den numerischen Adressraum des Internet ausübt. Die ursprüngliche Satzung von ICANN sah vor, dass neun von 19 Direktoriumsmitgliedern durch die Internetnutzer bestimmt werden sollten. Aus diesem Grund veranstaltete ICANN im Jahr 2000 die erste weltweite Wahl im Internet. Bei dieser Wahl wurden in fünf durch ICANN bestimmte 'Weltregionen' insgesamt fünf sogenannte At-Large Direktoren gewählt. Die Studie besteht aus zwei Teilen.
