    En la Zona Metropolitana del Valle de México (ZMVM), una de las metrópolis más grandes del planeta, se ha observado recientemente una expansión de dos fenómenos que repercuten tanto en el desarrollo económico urbano como en la sostenibilidad de la ciudad y la calidad de vida de sus habitantes: la precarización y la informalidad. Ambos fenómenos se han manifestado de manera progresiva durante las últimas tres décadas hasta llegar a afectar a más del 50% de la población, y se han intensificado en el marco de la pandemia de enfermedad por coronavirus (COVID-19).Estos fenómenos han generado condiciones muy preocupantes que profundizan las desigualdades, amenazan seriamente las condiciones de vida de amplios grupos de la población (sobre todo de los sectores populares y vulnerables), obstaculizando el ejercicio de sus derechos más elementales y, al mismo tiempo, perjudican la calidad de vida en la ciudad. El objetivo de este trabajo es documentar y analizar los niveles que han alcanzado la informalidad y la precariedad en la ZMVM, especialmente en el transcurso de los últimos años marcados por la pandemia, con el propósito de aportar elementos para el diseño de políticas públicas y estrategias institucionales destinadas a hacer frente a ambos fenómenos, así como a garantizar los derechos económicos y laborales de la población. Resumen .-- Introducción .-- I. Los supuestos teóricos de la investigación: trabajo, precariedad laboral, régimen de acumulación, desarrollo y enfoque de derechos .-- II. Caracterización geográfica, territorial, demográfica, económica y social de la ZMVM .-- III. Estructura económica y mercado de trabajo .-- IV. Análisis de tres dimensiones de la precariedad laboral .-- V. Análisis de la precariedad laboral y sus principales determinantes .-- VI. Transformaciones laborales: entre las mejoras legales recientes y la precarización real .-- VII. Conclusiones, recomendaciones de políticas y agenda de investigación pendiente en materia de precariedad laboral, económica y social.

    Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management

    This paper compiles the Intertemporal Public Sector Balance Sheets for all G7 countries and examines their relationship with government borrowing costs. In 2018, all G7 countries have negative Intertemporal Net Financial Worth (INFW), falling short of their intertemporal budget constraint. A decomposition of the evolution of INFW shows that short-term fluctuations are mainly driven by fiscal policy changes, while in the long run demographic changes and health and pension obligations play a larger role. We find that on average a 10 percentage point of GDP increase in INFW reduces the (future) 10-1 year sovereign yield curve spread by 2.8 basis points. This results suggest that financial markets pay attention to governments' future policy obligations, in addition to its current assets and liabilities

    Climate change is a globally discussed and increasingly urgent topic; it is more and more responsible for wars, femicides, refugee movements and zoonoses worldwidely. Consequences will affect billions of people; many scientific disciplines recognise the importance of climate policy and its multiple consequences - but this issue didn't arrive in social work. In fact, in politics and the public, however, walls and fences, resistance and procrastination obviously dominate any approach of sustainable policy. "Human rights profession social work" - where are you??? Given that, discourses in economics or about a decoupling of resource consumption and productivity are running without social work. Yet it was just social work, which taught us how major processes of social change - including sustainable development - may succeed. Like no other, social work is transdisciplinary and present in all social settings. Only social work may combine global and local perspectives, science, policy and social life, moderate and connect different interests, implement common ideas into settings on the spot, as a base of global sustainability and justice. For this, new forms of cooperation between civil society, public administration and universities of applied sciences are requested.

    This paper compiles the Intertemporal Public Sector Balance Sheets for all G7 countries and examines their relationship with government borrowing costs. In 2018, all G7 countries have negative Intertemporal Net Financial Worth (INFW), falling short of their intertemporal budget constraint. A decomposition of the evolution of INFW shows that short-term fluctuations are mainly driven by fiscal policy changes, while in the long run demographic changes and health and pension obligations play a larger role. We find that on average a 10 percentage point of GDP increase in INFW reduces the (future) 10-1 year sovereign yield curve spread by 2.8 basis points. This results suggest that financial markets pay attention to governments' future policy obligations, in addition to its current assets and liabilities

    En la Zona Metropolitana del Valle de México (ZMVM), una de las metrópolis más grandes del planeta, se ha observado recientemente una expansión de dos fenómenos que repercuten tanto en el desarrollo económico urbano como en la sostenibilidad de la ciudad y la calidad de vida de sus habitantes: la precarización y la informalidad. Ambos fenómenos se han manifestado de manera progresiva durante las últimas tres décadas hasta llegar a afectar a más del 50% de la población, y se han intensificado en el marco de la pandemia de enfermedad por coronavirus (COVID-19).Estos fenómenos han generado condiciones muy preocupantes que profundizan las desigualdades, amenazan seriamente las condiciones de vida de amplios grupos de la población (sobre todo de los sectores populares y vulnerables), obstaculizando el ejercicio de sus derechos más elementales y, al mismo tiempo, perjudican la calidad de vida en la ciudad. El objetivo de este trabajo es documentar y analizar los niveles que han alcanzado la informalidad y la precariedad en la ZMVM, especialmente en el transcurso de los últimos años marcados por la pandemia, con el propósito de aportar elementos para el diseño de políticas públicas y estrategias institucionales destinadas a hacer frente a ambos fenómenos, así como a garantizar los derechos económicos y laborales de la población. Resumen .-- Introducción .-- I. Los supuestos teóricos de la investigación: trabajo, precariedad laboral, régimen de acumulación, desarrollo y enfoque de derechos .-- II.     Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management
