    Up to 45 million Americans in a given year are potentially exposed to contaminated drinking water, increasing their risk of adverse health outcomes. Existing literature has demonstrated that individuals respond to drinking water quality violations by increasing their purchases of bottled water and filtration avoidance, thereby avoiding exposure to contaminants. This paper demonstrates that poorer households, for whom the costs of avoidance comprise a greater share of disposable income, bear disproportionate costs of water quality violations in the United States. Following a health-based water quality violation, poor households' expenditure on nutritious grocery products in a nationally representative panel differentially decreases by approximately $7 per month. This is associated with a decrease of about 1,500 calories per household member per day, placing these individuals at a higher risk of food insecurity. This finding suggests that the indirect costs of drinking water contamination through economic channels exacerbate health disparities associated with poverty.

    The coronavirus disease (COVID-19) pandemic affects the activities of the food system (food production, processing, distribution, marketing and consumption) and its outcomes —particularly food security and social well-being. The United Nations Secretary-General has drawn attention to the need for an immediate response to avoid a food crisis.This report, co-edited by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Food and Agriculture Organization of the United Nations (FAO), offers policy recommendations for sustaining demand and administering the food trade during the emergency and preventing a regional food crisis should it continue. I. COVID-19 puts food at risk .-- II. International markets have responded well so far, but there is no guarantee of their resilience if the pandemic continues .-- III. Warning signs in national food markets .-- IV. Vulnerabilities in the regional food system .-- V. Urgent measures to prevent the health crisis from becoming a food crisis .-- VI.     In the mid-19th century, the urban milk supply in the United States was regularly skimmed or diluted with water, reducing its nutritional value. At the urging of public health experts, cities across the country hired milk inspectors, who were tasked with collecting and analyzing milk samples with the goal of preventing adulteration and skimming. Using city-level data for the period 1880-1910, we explore the effects of milk inspections on infant mortality and mortality among children under the age of 5. Event-study estimates are small and statistically insignificant, providing little evidence of post-treatment reductions in either infant or child mortality

    We exploit variation in the composition of local fish catches around the time of birth using largescale administrative and census data on adult cognitive test scores, schooling attainment, and occupation among coastal populations in Colombia to estimate the distinct causal effects of methylmercury (MeHg) and DHA, elements contained in fish, on cognitive development. Using an IV strategy based on an equilibrium model of fish supply that exploits time-series variation in oceanic SST anomalies on both coasts of Colombia from 1950 to 2014 as instruments, we find that net of cohort and municipality fixed effects increases in high-MeHg fish catches around a cohort's birth, net of rainfall variation in the same interval, negatively affect the cohort's verbal and math test scores upon exiting high school and their likelihood of continuing their schooling, while increasing the likelihood the cohort is disproportionally represented in manual-labor occupations. In contrast, for given levels of early-life high-MeHg fish supply, increases in early-life catch sizes of low-MeHg fish raise verbal and math test scores and educational attainment and lower the likelihood of being a manual laborer.

    Drought is arguably one of the most devastating natural disasters in developing countries, particularly in Africa. Climate change is expected to add to this threat. Drought has far-reaching socio-economic and ecological implications that include loss of lives and livelihoods, famine, lack of water for human use and livestock, pasture and crops, diminishing energy production, and loss of assets. Further, it fuels local conflicts around natural resources, and catalyses internal and international migration. However, solutions are at hand to mitigate the effects of droughts even in poor countries and vulnerable communities, and there is an ever increasing urgency to establish drought preparedness and to improve the resilience of communities, regions and ecosystems. Drought preparedness strategies need to be pro-active, adaptable and context-specific to the drought situation, and have to include many sectors as well as emergency assistance. This study, jointly prepared by DIE and UNCCD, presents and critically examines the drought policies and institutional frameworks of two African countries frequently challenged by droughts - Ethiopia and Kenya. These countries are known to have embarked upon robust drought strategies during the last years, in particular since the last devastating drought of 2010/2011. Lessons learnt, the policy implementation challenges and relevant measures are discussed. The study is based on a literature review complemented by interviews with about 50 key stakeholders along with field visits in Ethiopia and Kenya in the first half of 2016. The study presents a number of recommendations on how to strengthen drought policies in these two countries which may be valuable to relevant actors in other drought-prone African countries and beyond.
