    To contribute to contemporary rural development debates, the present thesis conducts a contextual analysis of rural development using Kenya as a case study from the colonial era to today. To perform the analysis, two critical trends in rural Africa are focused on: socioeconomic differentiation and rural income diversification, with a particular focus on large-scale farm employment. By pointing to these processes, the overarching aim of the thesis is to nuance conventional rural development theories. This is achieved by relating empirical livelihood changes to theories of agrarian change. Three main conclusions can be drawn from the findings. First, the poverty/wealth outcome of rural households' income diversification is shaped by socioeconomic and historical structures, which govern households' access to farmand off-farm incomes and, more crucially, their ability to successfully combine the two. Second, gender, conceptualised as the sex of the household head, does not necessarily affect the poverty/wealth outcome of income diversification. Against conventional theories, this thesis finds that social cleavages aside from gender affectdiversification patterns and rural incomes. It follows that conventional literature, which has largely studied smallholderdifferentiation through the lens of gender, will require revisions that allow such studies to more effectively incorporate other social cleavages. Third, after having elucidated processes of income diversification and differentiation, a few tentative rural development trajectories can be described. Despite the conventional belief in African historiography, the diversification toward rural wage labour in settler economies does not appear to have caused widespread rural poverty during the colonial era. Contrarily, regions that supplied the bulk of agricultural wage labour also had rising rural incomes and high uptake rates of cash crops. Since the post-liberalisation era, households have continued to derive a high share of income from off-farm activities;however, the associated rural change is ambivalent. Off-farm activities have low returns; furthermore, the majority ofhouseholds that have become highly dependent on access to off-farm income appear to be on a path similar to the'de-agrarianisation' thesis laid out by Deborah Bryceson and her co-authors, where diversification away from the farm is associated with high poverty rates. Yet, a minority of households (including women-headed ones) have been able to follow a more successful agricultural-based path where off-farm incomes are combined with commercial agriculture. This minority have followed a path of intensification (i.e., by applying more fertiliser and labour to small farms) and are thus less threatened by declining farm sizes.In sum, post-independence income diversification and differentiation in Kenya do not seem to correlate with dynamicrural development. Profit possibilities in agriculture are low, as evidenced by a decline in real farm incomes among all income classes, including richer farmers. Instead of accumulation through farming, richer households have increased their income diversification towards better-paid off-farm activities. Consequently, the richer-income classes do not seem capable of driving future rural development. Instead, differentiation among smallholder farmers appears to mainly result in the impoverishment of a large proportion of households without a parallel expansion of commercially oriented and dynamic middle and rich classes emerging from the smallholder sector.

    Why does clientelism persist? What determines how politicians signal responsiveness or fulfil their campaign promises? Existing works assume that politicians choose the most successful means of winning votes-either through targeted patronage/clientelism or programmatic policies. However, the empirical record shows high levels of persistence of the nature of the relationship between voters and politicians. Both politicians and voters are not always able to unilaterally change what campaign promises are achievable and therefore deemed credible. Using evidence from the Constituency Development Fund in Kenya, this paper shows that the nature of the relationship between voters and politicians is historically constructed and governed by a combination of state capacity and established expectations about what a 'good' politician does. In short, clientelism persists when it is the most credible means of fulfilling campaign promises. The paper also shows how politicians may be incentivized to reform political practice away from clientelism. The findings herein increase our understanding of the origins and persistence of clientelism in low-income states and potential avenues for reform towards programmatic politics.

In the experiment, the spouses (individually and jointly) allocated money between themselves and nutritious meals for one of their children. First, we find strong empirical support for individual rationality and cooperative behavior. Second, our results suggest that women do not have stronger preferences for children’s meals than men. Third, the spouses’ respective bargaining positions derived from consumption patterns strongly correlate with more traditional indicators. Finally, we document significant heterogeneity both between individuals and intra-household decision processes.

    This study investigates the nexus between market structures on the banks' pricing behaviour in Kenya using the panel VAR model for 2003 - 2018 period. Bank-level annual data sourced from audited financial statements and macroeconomic data sourced from Central Bank of Kenya were used. Estimation results reveal that the market concentration measures all positively shock net interest margin. Further, the Impulse Response Function results indicate the positive shock of the Lerner index is short-lived, but the HerfindahlHirschman Index shock is long-lived. The concentration of the top five banks shock was found to be negative at first but immediately reversed, taking a sharp continual rise for the rest of the period. Therefore, policies on enhancing banking industry competitiveness would be appropriate in promoting market - based - pricing in the industry.

    Developing countries will face more complex challenges as infectious disease patterns transform due to climate change and climate variability. These challenges include how to reduce the incidence of malaria (including the significant challenge of resistant malaria), dengue, and other vector-borne and water-borne diseases that are likely to experience alterations in geographical range and lengthening of the transmission seasons due to changing temperatures and rain patterns. Climate extremes, e.g., heat and floods, are implicating the spread of climate-sensitive infectious diseases such as dengue and malaria transmitted by vectors like mosquitoes. In the context of growing financial pressure on governments due to COVID-19, the ensuing fiscal challenges may severely limit the capacity to effectively respond to health challenges in countries already affected by malaria and dengue. Other countries that have made gains in controlling vector-borne infections could also be vulnerable to rising disease burden. This research paper aims to analyze how changes in malaria and dengue pose a challenge for developing countries as they prepare mitigation and adaptation strategies for climate health. The paper will also provide some general recommendations on the importance of integration of health in national climate change strategies.

    We investigate how changes in the administrative-territorial structure affect ethnic voting. We present an event study design that exploits the 2010 constitutional reform in Kenya, which substantially increased the number of primary administrative regions. We find (i) strong evidence for a reduction in ethnic voting when administrative regions become less ethnically diverse and (ii) weak evidence for such a reduction when ethnic groups become less fragmented across regions. These results suggest that "ethnofederal" reforms (leading to administrative borders that more closely follow ethnic boundaries) can mitigate ethnic politics in diverse countries.

    This report summarises and analyses Kenya’s social policy response to Covid-19. Following the global outbreak of the pandemic, Kenya’s parliament passed several economic and social laws. Tax law amendments aimed to cushion citizens and businesses from the negative effects of the disease by increasing household income for basic needs and enabling businesses to remain in operation. Other significant measures instituted were social protection interventions in the form of cash transfers and public works programmes targeted to poor and vulnerable households. Kenya’s social policy response to the pandemic followed a continuity path of minimal state provisioning. The government’s overreliance on cash transfers as the major form of social policy intervention resulted in an inadequate, exclusionary and ill-suited response.

    This paper examines empirically whether social protection in the form of adapted social assistance programmes are affecting social cohesion during the COVID-19 pandemic. Using unique primary data from nationally representative, in-person surveys from Kenya allows for the exploration of the effect of social protection on attributes of social cohesion (trust, cooperation and identity). The analysis employs a difference-in-differences approachthat compares households with and without social assistance coverage before and after the first wave of the pandemic. The findings suggest that social assistance programmes have a preserving effect on social cohesion. Attributes of social cohesion remain stable for beneficiaries, while they decline for non-beneficiaries due to the pandemic. This result is pronounced in regions that faced larger restrictions due to government lockdown policies. Overall, the results suggest that existing national social assistance programmes and their adaptation in times of large covariate shocks, such as the COVID-19 pandemic, can be beneficial for social cohesion.

    This paper analyzes the complex effects and risks of social protection programmes in Ghana and Kenya on poor people’s human wellbeing, voice and empowerment and interactions with the social protection regulatory framework and policy instruments. For this purpose, it adopts a comprehensive Inclusive Development framework to systematically explore the complex effects of cash transfers and health insurance at the individual, household and community level. The findings highlight the positive provisionary and preventive effects of social protection, but also illustrate that the poorest are still excluded and that promotive effects, in the form of enhanced productivity, manifest themselves mainly for the people who are less resource poor. They can build more effectively upon an existing asset base, capabilities, power and social relations to counter the exclusionary mechanisms of the system, address inequity concerns and offset the transaction costs of accessing and benefitting from social protection. The inclusive development framework enables to lay these complex effects and interactions bear, and points to areas that require more longitudinal and mixed methodology research.
