    Wie kommt es, dass die katholischen und protestantischen Kirchen, welche schon in den 1960er Jahren eine nachhaltige Entwicklung in den Ländern des Südens gefordert hatten, heute vorwiegend die technokratischen Entwicklungspläne der dortigen Regierungen unterstützen? Der vorliegende Sonderband ergründet anhand von theologischen, historischen und ethnographischen Studien dieses scheinbare Paradox. Sie geben Einblicke in die theologischen Grundlagen der kirchlichen Entwicklungspolitik und zeigen auf, wie auf deren Grundlage die Resolutionen des zweiten Vaticanums und des Weltkirchenrats Ende der 1960er Jahre Alternativen zur modernistischen, neokolonialen Entwicklung forderten. Mehrere Beiträge zu Indonesien heben die Spannungen zwischen den entwicklungspolitischen Überzeugungen einzelner kirchlicher Akteure und den staatlich eng kontrollierten Kirchen hervor. Vor diesem Hintergrund wird deutlich, wie sehr das weltliche Engagement der Kirchen von realpolitischen Zwängen geprägt wird.Mit Beiträgen von Heinzpeter Znoj, Sabine Zurschmitten, Cyprianus Jehan Paju Dale, Claudia Hoffmann, Noëmi Rui, Barbara Miller, Maria Hughes How is it that the Catholic and Protestant churches, which had already demanded sustainable development in the countries of the South in the 1960s, today predominantly support the technocratic development plans of the governments there? This special volume explores this apparent paradox through theological, historical and ethnographic studies. They provide insights into the theological foundations of church development policy and show how on its basis the resolutions of the Second Vatican Council and the World Council of Churches at the end of the 1960s demanded alternatives to modernist, neo-colonial development. Several contributions on Indonesia highlight the tensions between the development policy convictions of individual church actors and the closely state-controlled churches.     Most literary analysis of the canon of Indonesian literature overlooks its religious aspect. This book is the first to discuss the construction of gender and Islamic identities in literary writing by four prominent Indonesian Muslim women writers: Titis Basino P I, Ratna Indraswari Ibrahim, Abidah El Kalieqy and Helvy Tiana Rosa. The narratives of the four writers are rich sources for revealing the construction of Indonesian Muslim women's identities. Within their feminist reading the writers understand that gender roles are negotiable rather than inherent. In representing women in a variety of discourses they draw multi-faceted women struggling against repression and domination, and resisting their status as powerless. Dit is het eerste boek waarin de verhouding tussen geslacht en islamitische identiteit in de Indonesische literatuur wordt onderzocht. Diah Ariani Arimbi doet dit aan de hand van vier schrijfsters: Titis Basino P I, Ratna Indraswari Ibrahim, Abidah El Kalieqy en Helvy Tiana Rosa. Het verhaal van deze vier vrouwen onthult de ware identiteit van Indonesische moslima's. Vanuit hun feministisch standpunt laten deze schrijfsters zien dat verhoudingen tussen man en vrouw niet statisch zijn, maar veranderlijk en onderhandelbaar.     This is a study in oral poetic composition. It examines how oral poets compose their recitations. Specifically, it is a study of the recitations of 17 separate master poets from the Island of Rote recorded over a period of 50 years. Each of these poets offers his version of what is culturally considered to be the ‘same’ ritual chant. These compositions are examined in detail and their oral formulae are carefully compared to one another. Professor James J. Fox is an anthropologist who carried out his doctoral field research on the Island of Rote in eastern Indonesia in 1965–66. In 1965, he began recording the oral traditions of the island and developed a close association with numerous oral poets on the island. After many subsequent visits, in 2006, he began a nine-year project that brought groups of oral poets to Bali for week-long recording sessions. Recitations gathered over a period of 50 years are the basis for this book.

    Greater female labour market participation has important positive implications not only for women's empowerment and the well-being of their families but also for the economy they live in. In this paper, we examine the various effects of internet availability on women's labour market outcomes in Indonesia. As each worker subgroup tends to respond differently to changes in technology, examining the heterogeneity in the impact of internet availability on female labour market outcomes is central to our research. By constructing a district-level longitudinal dataset covering the period 2007-18, we find that internet availability has only a small significant effect on the female labour force participation rate and no statistically significant effect on the employment rate. However, internet availability increases the probability of women having a full-time job, especially for women aged 15-45 and those with a low level of education. Our study shows that internet availability does not always bring favourable labour market outcomes for women. We find that internet availability lowers the probability of women with a low level of education working in a high-skilled job and in the formal sector. Our results are robust to several robustness checks. Analysis of our qualitative interviews with a subsample of recent mothers supports the conclusion that the ability to be prepared for and attain flexible working conditions are two important values provided by the internet. We argue that a women-friendly working environment and adequate IT infrastructure are crucial elements in maximizing the role of the internet in helping women to achieve more favourable labour market outcomes.

    Despite the increasing number of studies on self-reported happiness, due to data availability, only a few studies from developing countries exist. Moreover, even though climate is among the most important input to human activities, only a handfull of studies explicitly associate it with self-reported wellbeing. This paper combines a survey of 17,000 individuals representing 85% of Indonesian population and GIS data on local climate to establish a causation between climate variables (temperature and rainfalls) on individual subjective well-being. We found that happiness is not associated with temperature, as expected because tropical country like Indonesia does not have much temperature variation. However, rainfall is found to significantly associated with self-reported happiness. We found that the relationship is not linear, where higher rainfall is associated with more happiness but it reduces it after some point. Policy implications are discussed.

    Many countries have a clear policy objective of increasing their share of renewable energy sources (RESs). However, a major impediment to higher RES penetration often lies in the historically grown structures of a country's electricity sector. In Indonesia, policymakers have relied on cheap fossil fuels and state control to provide the population with access to both reliable and affordable electricity. However, this focus on only two of the three horns of the energy trilemma, namely energy security and energy equity (and not sustainability), may put Indonesia at risk of missing its ambitious RES targets. In this context, a number of small-scale reform attempts to promote RES integration in recent years have proved to be relatively unsuccessful. Like many other countries, Indonesia needs clear policy directions to avoid an unsustainable lock-in into a fossil fuel future. In the last decades, several other countries have successfully restructured their electricity sectors, for example by introducing a wholesale market for electricity under different electricity pricing systems, including nodal, zonal, or uniform pricing. These countries may hold valuable experiences of overcoming the historically grown barriers to successful RES integration through a greater role for market mechanisms. This paper develops three generic models that allow policymakers to analyze the impact of introducing either a nodal, a zonal, or a uniform pricing system on the three horns of the energy trilemma in their country. We evaluate our model using a simplified network representation of the Indonesian electricity sector. Our results indicate that each of the pricing systems is able to foster specific horns of the energy trilemma. Considering that any major reform intended to improve energy sustainability in Indonesia will only be a success if it also addresses energy security and energy equity, we also discuss our results from the perspective of energy justice and the need to balance the country's energy trilemma. Ultimately, we illustrate a transformation pathway for a more sustainable and just transition to a low-carbon economy in Indonesia.

    Using yearly Indonesian labor market data for 2000 to 2015, we investigate the impact of a protectionist foreign direct investment (FDI) policy reform on employment and wages. The so-called negative investment list regulates FDI at the highly granular product level and has been repeatedly revised throughout time. We construct spatial measures of regulatory penetration based on firm-level data and thereby exploit the exposure of local manufacturing industry employment to the negative investment list. Controlling for time and locality fixed effects as well as trends in initial district conditions, our findings suggest an overall positive effect of local regulatory penetration on employment, which is especially pronounced among young, females and low-skilled workers and mostly driven by job creation in the manufacturing sector. We also present evidence in support of positive wage effects.

    Skills are central to the capacity of countries and people to thrive in a rapidly changing world. Recovering from the COVID-19 pandemic will require countries to co-ordinate interventions to help recent graduates find jobs, reactivate the skills of displaced workers and use skills effectively in workplaces. Megatrends such as globalisation, climate change, technological progress and demographic change will continue to reshape work and society. Countries should take action now to develop and use more effectively the skills required for the world of the future and at the same time make their skills systems more resilient and adaptable in the context of change and uncertainty. The OECD Skills Strategy provides countries with a strategic approach to assess their skills challenges and opportunities. The foundation of this approach is the OECD Skills Strategy framework allowing countries to explore how they can improve i) developing relevant skills, ii) using skills effectively, and iii) strengthening the governance of the skills system. This report applies the OECD Skills Strategy framework to Southeast Asia, providing an overview of the region’s skills challenges and opportunities in the context of COVID-19 and megatrends, and identifying good practices for improving skills outcomes. This report lays the foundation for a more fully elaborated Skills Strategy for Southeast Asia.

    A large literature on intergenerational mobility focuses on the conditional mean of children's economic outcomes to understand the role of family background, but ignores the information contained in conditional variance. Using exceptionally rich data free of coresidency bias, we provide evidence on three large developing countries (China, India, and Indonesia) that suggests a strong influence of father's education on conditional variance of children's schooling. We find substantial heterogeneity across countries, gender, and geography (rural/ urban). Cohort based estimates suggest that the effects of father's education on the conditional variance has changed qualitatively, in some cases a positive effect in the 1950s cohort turning into a substantial negative effect in the 1980s cohort. We develop a methodology to incorporate the effects of family background on the conditional variance along with the standard conditional mean effects. We derive risk adjusted measures of relative and absolute mobility by accounting for an estimate of the risk premium for the conditional variance faced by a child. The estimates of risk adjusted relative and absolute mobility for China, India and Indonesia suggest that the standard measures substantially underestimate the effects of family background on children's educational opportunities, and may give a false impression of high educational mobility. The downward bias is specially large for the children born into the most disadvantaged households where fathers have no schooling, while the bias is negligible for the children of college educated fathers. The standard (but partial) measures may lead to incorrect ranking of regions and groups in terms of relative mobility. Compared to the risk adjusted measures, the standard measures are likely to underestimate gender gap and rural-urban gap in educational opportunities.

    Three decades after the establishment of many smallholder oil palm plantations, large areas of oil palm will require replanting soon or are already overmatured. The process of replanting offers a unique opportunity to redesign plantations, close yield gaps, boost productivity and therefore secure income and livelihoods, but requires knowledge, inputs and financing. If postponed or done incorrectly, replanting could further exacerbate existing challenges in smallholder oil palm cultivation, both socioeconomic and environmental. In this review, we collect relevant literature on replanting of oil palm, especially in the realm of smallholder cultivation, to highlight the challenges smallholders will face when replanting. We find that access to inputs, finances and know-how differ greatly between groups of smallholders. This will likely affect smallholder's decisions when, how and what to replant. Information on replanting, proper training, access to high-quality seedlings as well as eligibility for public replanting funds will determine the success of smallholder replanting efforts in Indonesia but are distributed unevenly currently. We finish the review with recommendations for both policy-makers and researchers on how to overcome the challenges replanting holds and capitalize on the opportunity replanting offers rather than exacerbating existing issues.
