    Illegale Arbeitsmärkte gelten als skandalöse und vermeintlich irreguläre Ausnahmeerscheinungen. In seiner Ethnografie der Treibhausindustrie von Almería zeichnet Felix Hoffmann die Taktiken und Strategien illegalisierter Menschen nach, ihre Existenz zu stabilisieren und sich durch Arbeit in den Treibhäusern Legalität wortwörtlich zu verdienen. Er zeigt, wie hier alltagspraktische Normalisierungsprozesse postkolonialer Arbeitsteilung längst gesetzlich normiert sind. Die Studie fokussiert die prekäre Normalität der neoliberalen Produktion des »Illegalen« und lässt »Normalität« als ein Begriffsfeld, in dem das Politische immer wieder neutralisiert wird, emanzipative Bedeutung erlangen.

    Undocumented immigrants are ineligible for public insurance coverage for prenatal care in most states, despite their children representing a large fraction of births and having U.S. citizenship. In this paper, we examine a policy that expanded Medicaid pregnancy coverage to undocumented immigrants. Using a novel dataset that links California birth records to Census surveys, we identify siblings born to immigrant mothers before and after the policy. Implementing a mothers' fixed effects design, we find that the policy increased coverage for and use of prenatal care among pregnant immigrant women, and increased average gestation length and birth weight among their children

    This study investigates the effects of the Deferred Action for Childhood Arrivals (DACA) on the living arrangements and housing behavior of undocumented immigrants in the U.S. Using an event-study approach and difference-in-differences (DID) estimates, we compared immigrants above and below eligibility cutoffs and demonstrated that, after the adoption of the policy in June 2012, DACA-eligible immigrants were less likely to live with their parents or in multigenerational households (-12.5%) and more likely to live independently (+15.5%). We also revealed that DACA-eligible immigrants were less likely to live in the same house (-2%) and more likely to quit ethnic enclaves (+8%). Notably, these patterns are not explained by the known effects of DACA on income and employment outcomes. Lower rental costs (-3%) may have facilitated this transition into adulthood and the observed trends in living arrangements. The DACA also led to a decline in marriage rates among DACA-eligible individuals, although we found no evidence of significant effects on cohabitation, divorce, and intermarriage. We also found no evidence of a clear impact on fertility

    In 2016, New York City designed and implemented an intervention reducing frictions in accessing safety-net care: randomly making initial primary care appointments for 2,428 undocumented immigrants. We leverage a novel survey-administrative data linkage to show that the program resulted in a more efficient allocation of care. The program increased self-reported access to primary care, leading to a 21% fall in emergency department (ED) use. This effect was driven by high-risk individuals whose ED visits fell by 42% on average. Among those visiting sponsored clinics, chronic condition diagnoses and preventive screens increased, positively affecting long-run health

    Recent years have witnessed the emergence of increasingly provocative anti-immigrant politicians in both Europe and the United States. We examine whether the 2016 election of Donald Trump, who made illegal immigration and border enforcement a centerpiece of his campaign, reduced illegal immigration into the U.S. We exploit the fact the election result was widely unexpected and thus generated a large, overnight change in expected immigration policy and rhetoric. We compare migration flows before and after the election and find that while it reduced immigration among deported Mexicans and at least temporarily among Central Americans, it had no effect on the overall inflow of unauthorized Mexican workers

In seiner Ethnografie der Treibhausindustrie von Almería zeichnet Felix Hoffmann die Taktiken und Strategien illegalisierter Menschen nach, ihre Existenz zu stabilisieren und sich durch Arbeit in den Treibhäusern Legalität wortwörtlich zu verdienen. Er zeigt, wie hier alltagspraktische Normalisierungsprozesse postkolonialer Arbeitsteilung längst gesetzlich normiert sind. Die Studie fokussiert die prekäre Normalität der neoliberalen Produktion des »Illegalen« und lässt »Normalität« als ein Begriffsfeld, in dem das Politische immer wieder neutralisiert wird, emanzipative Bedeutung erlangen.
