    Bevölkerungspolitik hat sich seit der UN-Bevölkerungs-Konferenz in Kairo 1994 grundlegend verändert. Geburtensteuernde Zwangsmaßnahmen wurden offiziell abgeschafft und selbstbestimmte Fortpflanzung auf die Grundlage von Menschenrechten gestellt. Allerdings sind auch die hier zugrunde liegenden Konzepte nicht frei von normativen Prämissen in Bezug auf Geschlecht, Sexualität, Ethnie und Gesundheit. Franziska Schutzbach stellt in ihrer Untersuchung - in deren Zentrum die Adaption der UN-Agenda im europäischen Kontext steht - heraus, dass die gegenwärtige Essenzialisierung der Generativität im Rahmen einer heteronormativen Zweigeschlechtlichkeit zentral für die Reproduktion der herrschenden Gesellschafts- und Geschlechterverhältnisse ist.

    This study offers a literary history of the war novel in Africa. Coundouriotis argues that this genre, aimed more specifically at African readers than the continent’s better-known bildungsroman tradition, nevertheless makes an important intervention in global understandings of human rights.The African war novel lies at the convergence of two sensibilities it encounters in European traditions: the naturalist aesthetic and the discourse of humanitarianism, whether in the form of sentimentalism or of human rights law. Both these sensibilities are present in culturally hybrid forms in the African war novel, reflecting its syncretism as a narrative practice engaged with the colonial and postcolonial history of the continent.The war novel, Coundouriotis argues, stakes claims to collective rights that contrast with the individualism of the bildungsroman tradition. The genre is a form of people’s history that participates in a political struggle for the rights of the dispossessed

    This book focuses on relatively neglected areas of simulation and gaming (S&G), i.e., cultural aspects and ethical issues, in addition to giving readers a basic knowledge of S&G. Although the educational effects of S&G, and related methods such as gamification, as well as serious games have been studied and are gaining recognition, their downsides are often overlooked. For example, there is always a risk of manipulation by games if maliciously designed and facilitated. Ethical codes of game designers, facilitators, and educators must be established on the basis of academic research. Considerations of the ethics of games are essential not only for S&G researchers and educators but also for the general public, because games have sometimes been used for propaganda purposes in the past and could be again, in the present and future. Looking at the cultural aspect, as the S&G community has accumulated research over 50 years, the book includes the knowledge of the pioneers, i.e., archival interview data. This is the first book that includes extensive interviews of researchers and commercial game designers and critics. It also contains diverse topics from the perspective of gender and Japanese culture. Japan has been attracting attention in the field of board games as there are many independent game designers and an expanding market. Although women in S&G have gained some recognition, the topic has been rather ignored and was first officially discussed in 2019 at the international conference of the International Simulation and Gaming Association held in Warsaw. In summary, by focusing on comparatively overlooked or neglected aspects of S&G, this book expands future opportunities in the field for researchers and educators, with increased awareness by the general public

    The effects of climate change on people's daily lives threaten the full enjoyment of human rights. The Human Rights Council adopted two landmark resolutions recognising the human right to a clean, healthy and sustainable environment (Resolution 48/13), and establishing the mandate for a Special Rapporteur on the promotion and protection of human rights in the context of climate change (Resolution 48/14). Nevertheless, a broader dialogue between the UNFCCC and the UN human rights architecture seems necessary to establish a coordinated and coherent response to climate change and its effects on human rights. This research paper analyses the intersections of these two legal systems. It does so by identifying how the climate change negotiations and the human rights architecture can contribute to strengthening international cooperation. It also recognises the need for a more profound international debate on the linkages between human rights and climate change consistent with the principles of equity and common but differentiated responsibilities included in the UNFCCC.

    The discussion on the need for mandatory human rights due diligence (HRDD) requirements has permeated the interests of policy makers, civil society organizations and international organizations. The current trend on the adoption of domestic legislation concerning HRDD standards shows a variety of options and models that might serve as a step forward to the adoption of a strong international framework of corporate accountability and remedy for human rights violations in the context of business activities. This research paper aims at identifying the elements that characterize human rights due diligence to find a possible common definition for its implementation. It does so through analysing current regional and State practice in the adoption of mandatory HRDD legislation in different sectors. Finally, it will discuss the principles that characterize the approach taken by the United Nations Open-ended Intergovernmental Working Group in charge of adopting a Legally Binding Instrument on transnational corporations and other business enterprises and how it could serve as an important cornerstone for modern rule making on the issue of business and human rights.

    While human rights are an integral part of democratic rule, the extent that public opinion in democracies prioritize human rights in foreign countries relative to other competing foreign policy priorities is not clear. This is particularly the case when a country poses a serious security threat and there are incentives to improve relations with the regime in power. To assess whether and how the public values human rights vis-a-vis national security in foreign affairs, this paper utilizes survey questions that capture the public's relative preferences between the two in South Korean public opinion regarding relations with North Korea. The findings shed light on the trade-off that exists in attempts to improve relations with a regime that is both a serious security threat and a perpetrator of grave human rights violations

    In theory, the WHO is the coordinating agency for global health, and large private and public actors claim the relevance and central role of this UN agency. In practice, paradoxically, the money for health goes largely to other institutions and not to the WHO, or even new institutions or mechanisms are created where new funds are channeled (GAVI, Global Fund, Act-A, CEPI, COVAX, etc.) These institutions or mechanisms are, in most cases, public-private partnerships where the pharmaceutical industry is present. Official Development Assistance is important but represents only 1 per cent of what developing countries spend on health. What is actually spent to promote global health and where this money goes is the subject of this paper. One of the questions we must ask ourselves after the experience with COVID-19 is how will we preserve the global public interest by creating common public goods and protecting human rights in the prevention, preparedness and response to present and future pandemics.

    In theory, the WHO is the coordinating agency for global health, and large private and public actors claim the relevance and central role of this UN agency. In practice, paradoxically, the money for health goes largely to other institutions and not to the WHO, or even new institutions or mechanisms are created where new funds are channeled (GAVI, Global Fund, Act-A, CEPI, COVAX, etc.) These institutions or mechanisms are, in most cases, public-private partnerships where the pharmaceutical industry is present. Official Development Assistance is important but represents only 1 per cent of what developing countries spend on health. What is actually spent to promote global health and where this money goes is the subject of this paper. One of the questions we must ask ourselves after the experience with COVID-19 is how will we preserve the global public interest by creating common public goods and protecting human rights in the prevention, preparedness and response to present and future pandemics.

    This study provides empirical evidence on the impact of militarization, governance, and democracy on human rights in sub-Saharan Africa (SSA) for the period 2002 to 2018. The study employed the instrumental variable Fixed Effects model to account for simultaneity/reverse causality, and unobservable heterogeneity as well as the instrumental variable quantile regression with Fixed Effects to account for existing levels of human rights in SSA. Based on the Fixed Effects results, it is revealed that militarization significantly increases human rights violation in the region, while governance and democracy significantly improve human rights. Results from the quantile regression show that (1) the negative impact of militarization on human rights is observable across all quantiles, (2) the positive impact of the control of corruption on human rights is more pronounced in countries where the existing level of human rights is high, while political stability and rule of law exerts stronger impact on human rights in countries where the existing level of human rights is low, (3) the positive impact of democracy on human rights is stronger in countries where the existing level of human rights is high. Policy recommendations based on these findings are discussed.

    On the 20th anniversary of the Doha Declaration on the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement) and Public Health adopted by the World Trade Organization, we realize that its impact is beyond issues of public health stricto sensu. The Doha Declaration has inspired discussions at the Council for TRIPS regarding access to climate-related technologies. Climate change is the main and most globalized environmental problem with adverse effects on public health, especially for the vulnerable communities in the Global-South. The main argument of the proponents of the discussion in the TRIPS Council is the need to rebalance public interests (such as public health and environmental/climate issues) with the private/economic interests of the most powerful countries and corporations. This debate addresses both the recognition of intellectual property rights as an important means for the promotion of technological innovation, and the required wider dissemination of technologies - be they medicines or climate-related technologies. This research paper explores the possibilities that the TRIPS Agreement and the Doha Declaration create for international transfer of climate-related technologies. Even though such discussions on climate-related technologies have initially failed in linking climate change and public health, as well as the rhetoric of human rights, the relevance of the topic remains. Besides that, the response to public health issues also must learn from the experience in climate change, such as the case studies evidencing the insufficiency and inefficiency of fast-tracking programs to provide for a wider dissemination of technologies - which have now been widely replicated to address the COVID-19 pandemic. Such comparison can also be an entrance point to discuss the public health implications for the international regime on climate change, highlighting that such issues are deeply intertwined, and need to be addressed jointly as well.

    The adoption of a Global Digital Compact (GDC) as one of the outcomes of the Summit of the Future opens up the opportunity to address in a systematic manner issues that are of critical importance for the digital global governance. It also poses a challenge to developing countries, as most of them lack the infrastructure and capabilities to fully participate in the digital transformation. Many inequalities, including a deep digital divide, do exist and would need to be addressed by the GDC for it to become a real instrument of change and improvement in the living conditions and the prospects of a better future for most of the world population. This paper examines the current fragmentation in the digital governance and some of the issues raised by the proposals made by the UN Secretary-General for adoption of the GDC.
