    Crop farmers have few short-run options for reducing downside production risk from changes in drought frequency and intensity due to ongoing climate change. However, one recently available option is drought-tolerant (DT) varieties. We determine how recent drought exposure, drought risk, and other climatic features have influenced adoption of DT corn--a water-intensive crop of particular economic importance due to its large share of U.S. agricultural value. Our empirical analysis is motivated by a state-contingent economic framework that accommodates farmers' beliefs about future drought based on objective drought risk and exposure. Using a representative sample of U.S. farmers' fields, we implement a novel econometric method, spatial first differences, that can reduce concerns of omitted variables bias. We find that long-run temperatures and drought risk--rather than short-run drought exposure in recent prior years--led to increased adoption of DT corn varieties in 2016. Farmers are more likely to plant DT corn on highly erodible land and less likely to irrigate such varieties, consistent with the fact that the western Corn Belt was of major marketing focus during the early years of commercialization

    Besides a variety of production and environmental benefits, cover cropping has been advocated as a mean to increase resilience to drought. We explored factors influencing farmer's adoption of cover crops and examined the effects of cover crops on soybean yield and its risk using USDA's 2018 ARMS Phase II Soybean Production Practices and Costs Report and Phase III Soybean Costs and Returns Report. Incorporating drought occurrence in current year and previous 5 years into our analysis, we find that previous occurrence of drought did not affect farmers' adoption of cover crops and the effects of cover crops on yield and its risk are mixed. Under a drought condition, cover crops reduced soybean yield and increased yield variation; but in the meantime, they reduced the risk of crop failure, or made yield less negatively skewed. The insignificant effect of previous drought on cover crop adoption and the mixture of positive and negative effects of cover crops on yield and its risk imply that farmers are divided in their acceptance of cover crops as a mean to build resilience to drought

    Irrigation in the Eastern US receives little attention compared to the West, but farmers in humid states of the US, traditionally reliant on rainfall, have more than tripled irrigation since 1978. We examine this trend in Illinois where there has been a nearly threefold increase in center pivot irrigation systems (CPIS) installations since 1988. Specifically, we analyze where and when CPIS installations occur and their benefits in terms of annual crop yield, irrigated acreage, crop selection, and reduction in drought-related insurance payouts. To do so, we create a novel data set derived from a deep learning model capable of automatically identifying the location of CPIS during drought years along with annual county level crop, weather, and insurance data. The results indicate CPIS installations in Illinois are significantly more common over alluvial aquifers after droughts. Additionally, counties with a higher presence of CPIS do not have higher average crop yields, a shift to more water intensive crops, or an expansion of cropland. However, in drought years CPIS presence does have a significant positive effect on corn yield and a significant negative effect on indemnity payments for both soybeans and corn. The results provide insights into an emerging trend of irrigation in humid regions, raising potential policy considerations for crop insurance and signaling a potential need to address water rights as demand increases

    We study how the availability of credit shapes adaptation to a climatic shock, specifically, the long 1950s US drought. We find that bank lending, net immigration, and population growth decline sharply in drought exposed areas with limited initial access to bank finance. In contrast, agricultural investment and long-run productivity increase more in drought-exposed areas when they have access to bank finance, even allowing some of these areas to leapfrog otherwise similar areas in the subsequent decades. We also find unequal access to finance can drive migration from drought-hit finance-poor communities to finance-rich communities. These results suggest that broadening access to finance can enable communities to adapt to large adverse climatic shocks and reduce emigration

    We study the climate as a determinant of religious belief. People believe in the divine when religious authorities (the "church") can credibly intervene in nature on their behalf. We present a model in which nature sets the pattern of rainfall over time and the church chooses when optimally to pray in order to persuade people that it has caused the rain. We present evidence from prayers for rain in Murcia, Spain that the church follows such an optimal policy and that its prayers therefore predict rainfall. In our model, praying for rain can only persuade people to believe if the hazard of rainfall during a dry spell is increasing over time, so that the probability of rainfall is highest when people most want rain. We test this prediction in an original data set of whether ethnic groups around the world traditionally prayed for rain. We find that prayer for rain is more likely among ethnic groups dependent on intensive agriculture for subsistence and that ethnic groups facing an increasing rainfall hazard are 53% more likely to pray for rain, consistent with our model. We interpret these findings as evidence for the instrumentality of religious belief

    Empirical studies of the economic effects of climate change (CC) largely rely on climate anomalies for causal identification purposes. Slow and permanent changes in climate-driven geographical conditions, i.e. CC as defined by the IPCC (2013), have been studied relatively less, especially in Africa which remains the most vulnerable continent to CC. We focus on Lake Chad, which used to be the 11th-largest lake in the world. This African lake the size of El Salvador, Israel, or Massachusetts slowly shrunk by 90% for exogenous reasons between 1963 and 1990. While water supply decreased, land supply increased, generating a priori ambiguous effects. These effects make the increasing global disappearance of lakes a critical trend to study. For Cameroon, Chad, Nigeria, and Niger - 25% of sub-Saharan Africa's population -, we construct a novel data set tracking population patterns at a fine spatial level from the 1940s to the 2010s. Difference-in-differences show much slower growth in the proximity of the lake, but only after the lake started shrinking. These effects persist two decades after the lake stopped shrinking, implying limited adaptation. Additionally, the negative water supply effects on fishing, farming, and herding outweighed the growth in land supply and other positive effects. A quantitative spatial model used to rationalize these results and estimate aggregate welfare losses taking into account adaptation shows overall losses of about 6%. The model also allows us to study the aggregate and spatial effects of policies related to migration, land use, trade, roads, and cities.

    The agreement signed by the Tigray People’s Liberation Front (TPLF) and the Ethio­pian government on 2 November 2022 offers a real chance to end one of the bloodiest wars in the world. The implementation of the agreement is going well so far. How­ever, the peace process has brought into focus the question of a stable distribution of power within Ethiopia and in the Horn of Africa. The government under Prime Minister Abiy Ahmed faces three key challenges. First, it must integrate the TPLF and at the same time disengage from the partnership with Eritrea. Second, it must rebalance the domestic relationship between the main political actors in order to stop the escalating violence in the states of Amhara and Oromia. Finally, it must bring together a society divided and impoverished by war. International partners should support Ethiopia in addressing these challenges with conditional financial assistance and peacebuilding projects.

    Principles of humanity, neutrality, impartiality and independence guide international humanitarian response. Despite being bound to these principles, international humanitarianism faces challenges of implementation within complex and protracted humanitarian crises. The Somali response to emergencies, such as droughts, takes place in parallel with international humanitarianism but it is not guided by such written principles. Also, there is limited understanding of the operations of the Somali response. Drawing on fieldwork in Hargeisa, Burao, Borama and Gargaara in November 2020, this working paper analyses inclusion and exclusion in the Somali drought response. The paper makes two contributions. First, it contributes to the crisis response literature, specifically the burgeoning literature on 'civic humanitarianism'. Second, it examines factors that contribute to exclusion and social mechanisms that mitigate it, arguing that these have direct relevance for discussions on humanitarian practices in areas of protracted and complex crises.
