    This paper reviews the research on the impacts of charter school attendance on students' academic and other outcomes, the mechanisms behind those effects, and the influence of charter schools on nearby traditional public schools, almost three decades after the first charter school was established. Across the United States, charter schools appear to perform, on average, at about the same level as their district counterparts. Underlying the similarity in performance across sectors is a consistent finding: charters located in urban areas boost student test scores, particularly for Black, Latinx, and low-income students. Attending some urban charter schools also increases college enrollment and voting and reduces risky behavior, but evidence on such longer-term outcomes has been found in only a few sites and has a limited time horizon. No Excuses charter schools generate test score gains, but their controversial disciplinary practices are not a necessary a condition for academic success. Charter school teachers tend to be less qualified and more likely to leave the profession than traditional public school teachers, though the labor market implications are understudied. The influence of charter authorizers and related accountability structures is also limited and would benefit from more rigorous examination. The competitive impact of charter schools on traditional public schools suggests a small, beneficial influence on neighboring schools' student achievement, though there is variation across contexts. Charters also appear to induce a negative financial impact for districts, at least in the short term. Finally, there is competing evidence on charters' contribution to school racial segregation, and little evidence on the impact of newer, intentionally diverse school models. While we know much about charter schools, more research, in more contexts, is needed to further understand where, for whom, and why charters are most effective

    Proponents of school choice argue that it improves educational outcomes by allowing parents to self-select into schools that are most effective for their children. Contrary to these arguments, empirical evidence suggests that parents may not incorporate school effectiveness or match quality when choosing schools. The findings potentially impugn proponents' effectiveness arguments of choice-based assignment. We develop novel solutions that restore effectiveness by maximizing match quality subject to stability constraints. Maximization algorithms are provided for both small and large school districts. Simulations reveal substantial match quality gains from our solutions compared to the celebrated Deferred Acceptance mechanism with a random tie-breaker. Our methodology can be used to optimize for other policy objectives in school choice or other priority-based matching problems

    This paper empirically examines how the opening of K-12 schools and colleges is associated with the spread of COVID-19 using county-level panel data in the United States. Using data on foot traffic and K-12 school opening plans, we analyze how an increase in visits to schools and opening schools with different teaching methods (in-person, hybrid, and remote) is related to the 2-weeks forward growth rate of confirmed COVID-19 cases. Our debiased panel data regression analysis with a set of county dummies, interactions of state and week dummies, and other controls shows that an increase in visits to both K-12 schools and colleges is associated with a subsequent increase in case growth rates. The estimates indicate that fully opening K-12 schools with in-person learning is associated with a 5 (SE = 2) percentage points increase in the growth rate of cases. We also find that the positive association of K-12 school visits or in-person school openings with case growth is stronger for counties that do not require staff to wear masks at schools. These results have a causal interpretation in a structural model with unobserved county and time confounders. Sensitivity analysis shows that the baseline results are robust to timing assumptions and alternative specifications.

    A primary rationale for public provision of K-12 education and state financing of school spending is that education fosters civic engagement and the development of social capital. However, limited evidence exists on whether and how school spending affects civic engagement. Virtually all studies focus on the impact of educational attainment (as opposed to school spending) on political activity. We provide the first causal evidence on how school spending affects volunteerism as well as voting. The court-ordered and legislative school finance reforms that occurred throughout the United States over recent decades led to large and plausibly exogenous shocks to K-12 school spending. We estimate difference-in-difference-in-differences (DDD) models to isolate the causal impact of school spending on civic engagement. Using data from the National Education Longitudinal Study of 1988 (NELS), the Education Longitudinal Study of 2002 (ELS), and the High School Longitudinal Study of 2009 (HSLS), we find that exogenous increases in school spending led to increases in the probability that young adults volunteer and the amount of time they spend volunteering. In contrast, we find little evidence that school spending impacts voting. Consistent with prior studies, we find that increases in school spending increase high school graduation and college attendance

    The Covid-19 pandemic drastically disrupted the functioning of U.S. public schools, potentially changing the relative appeal of alternatives such as homeschooling and private schools. Using longitudinal student-level administrative data from Michigan and nationally representative data from the Census Household Pulse Survey, we show how the pandemic affected families' choices of school sector. We document four central facts. First, public school enrollment declined noticeably in fall 2020, with about 3 percent of Michigan students and 10 percent of kindergartners using other options. Second, most of this was driven by homeschooling rates jumping substantially, driven largely by families with children in elementary school. Third, homeschooling increased more where schools provided in-person instruction while private schooling increased more where instruction was remote, suggesting heterogeneity in parental concerns about children’s physical health and instructional quality. Fourth, kindergarten declines were highest among low income and Black families while declines in other grades were highest among higher income and White families, highlighting important heterogeneity by students' existing attachment to public schools. Our results shed light on how families make schooling decisions and imply potential longer-run disruptions to public schools in the form of decreased enrollment and funding, changed composition of the student body, and increased size of the next kindergarten cohort.

    In the United States, people with more education vote more. But, we know little about why education increases political participation or whether higher-quality education increases civic participation. We study applicants to Boston charter schools, using school lotteries to estimate charter attendance impacts for academic and voting outcomes. First, we confirm large academic gains for students in the sample of charter schools and cohorts investigated here. Second, we find that charter attendance boosts voter participation. Voting in the first presidential election after a student turns 18 increased substantially, by six percentage points from a base of 35 percent. The voting effect is driven entirely by girls and there is no increase in voter registration. Rich data and the differential effects by gender enable exploration of multiple potential channels for the voting impact. We find evidence consistent with two mechanisms: charter schools increase voting by increasing students' noncognitive skills and by politicizing families who participate in charter school education

    We examine the effect of attending stand-alone technical high schools on student short- and long-term outcomes using a regression discontinuity design. Male students are 10 percentage points more likely to graduate from high school and have half a semester less time enrolled in college, although effects on college fade-out. Male students have 32% higher quarterly earnings. Earnings effects may in part reflect general skills: male students have higher attendance rates and test scores, and industry fixed effects explain less than 1/3rd of earnings gains. We find little evidence that attending a technical high school affects the outcomes of female students

    Starting in 2009, the German state of Saxony distributed sports club membership vouchers among all 33,000 third graders in the state. The policy's objective was to encourage them to develop a long-term habit of exercising. In 2018, we carried out a large register-based survey among several cohorts in Saxony and two neighboring states. Our difference-indifferences estimations show that, even after a decade, awareness of the voucher program was significantly higher in the treatment group. We also find that youth received and redeemed the vouchers. However, we do not find significant short- or long-term effects on sports club membership, physical activity, overweightness, or motor skills

    This thesis is concerned with a possible answer to the question of why we should care about inequality: children. A child can no less choose its parents than it can choose its gender or ethnicity. One cannot fault a child for their choice of school, lack of resources or absence of role models. Therefore, any meritocratic liberal society must grapple with how inequalities persist across generations. In other words, how do parents transmit social status to children? To what extent is such transmission fair, or not, and what can society do to change it? While reading this thesis, these are the questions to have in mind. This thesis is divided into two parts, with four articles in total which, all relate to the question of equality of opportunity and social mobility. The first chapter is self-contained and focuses on the statistical measurement of intergenerational mobility while the remaining three chapters focus on the importance of primary education, inequality in educational input in childhood and its consequences.

    This study replicates and challenges the finding of zero wage returns to compulsory schooling in Germany by Pischke and von Wachter (Review of Economics and Statistics, 90(3), 592-598), which is unusual in the literature yet widely cited and until now uncontradicted. I document that this finding is sensitive to minor changes in sample restrictions and model specification. Further results suggest that their estimates are potentially confounded by previously unconsidered institutional details. These findings render the conclusion that compulsory schooling in Germany yields no wage returns at a minimum controversial.

    School districts in the US and around the world are increasingly moving away from traditional neighborhood school assignment, in which pupils attend closest schools to their homes. Instead, they allow families to choose from schools within district boundaries. This creates a market with parental demand over publicly-supplied school seats. More frequently than ever, this market for school seats is cleared via market design solutions grounded in recent advances in matching and mechanism design theory. The literature on school choice is reviewed with emphasis placed on the trade-offs among policy objectives and best practices in the design of admissions processes. It is concluded with a brief discussion about how data generated by assignment algorithms can be used to answer contemporary empirical questions about school effectiveness and policy interventions

    This paper asks whether improving the quality of public schools can be an effective long-run crime-prevention strategy in the U.S. Specifically, we examine the effect of school quality improvements early in children's lives on the likelihood that they are arrested as adults. We exploit quasi-experimental variation in school quality due to increases in public school funding, leveraging two natural experiments in Michigan and a novel administrative dataset linking the universe of Michigan public school students to adult criminal justice records. The first research design exploits variation in operating expenditures due to Michigan's 1994 school finance reform, Proposal A. The second design exploits variation in capital spending by leveraging close school district capital bond elections in a regression discontinuity framework. In both cases, we find that students exposed to additional funding during elementary school were substantially less likely to be arrested in adulthood. We show that the Marginal Value of Public Funds of improving school quality (via increases in funding) is greater than one, even when considering only the crime-reducing benefits
