    Denmark has a highly ambitious goal of reducing greenhouse gas emissions 70 percent below 1990 levels by 2030. While there is general agreement that carbon pricing should be the centerpiece of Denmark's mitigation strategy, pricing needs to be effective, address equity and leakage concerns, and be reinforced by additional measures at the sectoral level. The strategy Denmark develops can be a good prototype for others to follow. This paper discusses mechanisms to scale up domestic carbon pricing, compensate households, and possibly combine pricing with a border carbon adjustment. It also recommends the use of revenue-neutral feebate schemes to strengthen mitigation incentives, particularly for transportation and agriculture, fisheries and forestry, though these schemes could also be applied more widely

    Finland has pledged to cut net greenhouse gas emissions to zero by 2035 and has sectoral targets for deploying electric vehicles, phasing out coal generation, and oil-based space heating. Fiscal policies at the national and sectoral level could play a critical role in achieving these objectives. Carbon dioxide emissions are already priced significantly in Finland but prices vary substantially across fuels and sectors. The paper discusses a reform to both scale up, and progressively harmonize, pricing while using revenues to address equity issues. It also discusses the potential use of revenue-neutral feebate schemes to strengthen mitigation incentives for the transportation, industry, building, forestry, and agricultural sectors

    This paper discusses a comprehensive strategy for implementing Mexico's climate mitigation commitments. Progressively increasing carbon prices from current levels of US$3 per ton to US$75 per ton by 2030 would achieve Mexico's mitigation pledges, while raising annual revenues of 1.8 percent of GDP and cumulatively averting 11,600 deaths from local air pollution. The carbon price would raise fossil fuel and electricity prices, imposing burdens of 2.7 percent of consumption on the average Mexican household. However, recycling carbon pricing revenues would offset most of this burden, and targeted transfers could make the reform pro-poor and pro-equity. Additionally, the economic efficiency costs of carbon pricing (0.3 percent of GDP in 2030) are more than offset by local air pollution and other domestic environmental benefits (before even counting climate benefits). Mexico would need a more ambitious 2030 target if it were to follow many other countries in adopting a midcentury 'net-zero' emissions target. To enhance the effectiveness of the mitigation strategy, carbon pricing can be reinforced with sectoral instruments, such as feebates in the transport, power, industry, building, forestry, extractive, and agricultural sectors. Complementary policies are also needed to support public investment in the clean energy transition

    The Netherlands has ambitious greenhouse gas emission reduction targets for the future - to cut them by 49 percent below 1990 levels by 2030 and 95 percent by 2050. These targets and the likely new EU-wide targets under the recent EU Green Deal entail a rapid acceleration in decarbonization. This paper discusses the government's mitigation strategy and advances several recommendations to complement and reinforce that strategy and to achieve better alignement of the effective carbon prices across sectors. The paper discusses alternatives to make the recently-introduced industry carbon levy more effcient and recomends the use of revenue-neutral feebate schemes in industry, transportation, buildings, and agriculture. For power generation, it recommends eliminating taxes on residential and industrial electricity, supplementing the coal phaseout plan with an increase in the CO2 emissions floor price. The impacts of these reforms on consumption would be low and relatively evenly split across the income distribution

The volume introduces the theoretical groundwork, covering such categories as affect theory, affective neuroscience, cognitive science, evolution, and history of emotions. It examines the range of emotions that play a special role in literature, including happiness, fear, aesthetic delight, empathy, and sympathy, as well as aspects of literature (style, narrative voice, and others) that bear on emotional response. Finally, it explores ethical and political concerns that are often intertwined with emotional response, including racism, colonialism, disability, ecology, gender, sexuality, and trauma. This is a crucial guide to the ways in which new, interdisciplinary understandings of emotion and affect—in fields from neuroscience to social theory--are changing the study of literature and of the ways those new understandings are impacted by work on literature also.

    This report presents the main findings and conclusions of the study conducted by the Institute of Applied Economic Research (Ipea), whose main goal is to portray the situa tion in the segment of projects engineering manly associated with Brazilian transportation infrastructure. This study is part of Ipea's research program "Diagnosis, Perspective and Alternative Development in Brazil", in partnership with the Inter-American Development Bank. To achieve its goal, interviews were conducted with executives in key positions in public and private organizations active in the sector of projects engineering related to transportation infrastructure, whether contractors or service suppliers. This paper also presents some proposals of public policies and government actions that could be implemented in order to leverage the development of the engineering services market (with focus on transportation infrastructure).

    Finland has pledged to cut net greenhouse gas emissions to zero by 2035 and has sectoral targets for deploying electric vehicles, phasing out coal generation, and oil-based space heating. Fiscal policies at the national and sectoral level could play a critical role in achieving these objectives. Carbon dioxide emissions are already priced significantly in Finland but prices vary substantially across fuels and sectors. The paper discusses a reform to both scale up, and progressively harmonize, pricing while using revenues to address equity issues. It also discusses the potential use of revenue-neutral feebate schemes to strengthen mitigation incentives for the transportation, industry, building, forestry, and agricultural sectors

    This paper discusses a comprehensive strategy for implementing Mexico's climate mitigation commitments. Progressively increasing carbon prices from current levels of US$3 per ton to US$75 per ton by 2030 would achieve Mexico's mitigation pledges, while raising annual revenues of 1.8 percent of GDP and cumulatively averting 11,600 deaths from local air pollution. The carbon price would raise fossil fuel and electricity prices, imposing burdens of 2.7 percent of consumption on the average Mexican household. However, recycling carbon pricing revenues would offset most of this burden, and targeted transfers could make the reform pro-poor and pro-equity. Additionally, the economic efficiency costs of carbon pricing (0.3 percent of GDP in 2030) are more than offset by local air pollution and other domestic environmental benefits (before even counting climate benefits). Mexico would need a more ambitious 2030 target if it were to follow many other countries in adopting a midcentury 'net-zero' emissions target. To enhance the effectiveness of the mitigation strategy, carbon pricing can be reinforced with sectoral instruments, such as feebates in the transport, power, industry, building, forestry, extractive, and agricultural sectors. Complementary policies are also needed to support public investment in the clean energy transition

We show that road and ethnic connectivity are particularly important factors for diffusing economic spillovers over longer distances. We then determine the key players, i.e., which districts are key in propagating local economic shocks across Africa. Using these results, we conduct counterfactual policy exercises to evaluate the potential gains from policies that increase economic activity in specific districts or improve road connectivity between districts.

    While progress in reducing greenhouse gas emissions is notable in the power sector, other sectors such as transportation and often heating are lagging behind. A strategy to propagate greenhouse gas emission reductions from the power sector to other sectors is so-called "sector coupling." Against this backdrop, we ask the following two questions: (1) To what extent does demand for (useful and final) energy match the supply of renewable energy sources in the dimensions of time and space? (2) What impacts of sector coupling pathways on future infrastructure requirements can be derived from applying spatiotemporal analyses? For our analyses, we assume a scenario with 95% greenhouse gas emission reductions for Germany as a case study as targeted by the government for 2050. We choose a consumer-driven approach, analyzing the energy value chain backwards from consumption to supply for the different sector coupling technologies. From useful energy consumption, we derive final energy demand patterns in high temporal and regional resolution and evaluate implications for different strategies of renewable energy expansion. The key contributions of our study are twofold: First, we introduce a generalizable and transferable consumer-driven analysis in high temporal and regional resolution for energy systems with high degrees of sector coupling and derive implications for the energy infrastructure. Second, we provide policy recommendations from our results regarding effective and efficient strategies for the integration of renewable energy sources into present energy systems.

While there is general agreement that carbon pricing should be the centerpiece of Denmark’s mitigation strategy, pricing needs to be effective, address equity and leakage concerns, and be reinforced by additional measures at the sectoral level. The strategy Denmark develops can be a good prototype for others to follow. This paper discusses mechanisms to scale up domestic carbon pricing, compensate households, and possibly combine pricing with a border carbon adjustment. It also recommends the use of revenue-neutral feebate schemes to strengthen mitigation incentives, particularly for transportation and agriculture, fisheries and forestry, though these schemes could also be applied more widely.
