    This book provides the international reader with the first study of different generations and intergenerational relations in Estonia. The chapters highlight generational patterns in the 20th and 21st centuries, with the volume as a whole taking an interdisciplinary approach. Sharing the idea that generations are dynamic, that their borders are blurred and change over time, and that their construction is interdependent, the authors have each chosen a specific perspective on and framework for generations. Several studies take an interest in how and by whom generations are constructed, and how generational identity has been perceived and reshaped over time. Others use generation as a concept or an analytical tool with which to investigate different social processes, or as a community of experience and carrier of memory. The volume suggests novel and diverse approaches to the definition of generation and the formation of generational consciousness, as well as to generational theory.

    In much of the literature on economic development, sustained economic growth is expected to be accompanied by several interrelated processes of structure change, which involve a shift in economic activities from "traditional"/agricultural/informal to "modern"/industrial/formal sectors. Such transitions are usually accompanied by a transition in the economic dependence of households towards relatively "modern" and formal segments of the economy, along with a rise in their general economic well-being. In this paper, we examine the Indian economy using the only available household-level pan-India panel data over the high growth period between 2005 and 2011-12, to analyse the patterns and natures of household-level transitions across sectors and identify factors that affected the likelihood and nature of such transitions. We categorize households based on their primary income sources into seven sectors characterised by varying degrees of formality/informality and various production structures and labour processes. We find that while substantial proportion of households have transitioned across these sectors during the period, there has been a continued reproduction of the same economic structure, including a regeneration of dependence on "traditional" informal sector and casual wage employment, which are often expected to dissolve over time with high economic growth. To ascertain the nature of these transitions ("favorable" or "unfavorable"), we employ a "counterfactual" analysis. Contrary to some recent influential literature, we find that, on an average, the transitions towards informal and "traditional" economic spaces are "unfavourable" in nature in terms of well-being of households. Further, using a multinomial logit regression framework, we find that the likelihood and nature of these transitions are largely dependent on household characteristics like levels of education and social caste, some of which are structurally given and cannot be optimally chosen by households. The results show that despite significant churning in the economy, the structure continues to remain fractured, with substantial "unfavourable" transitions towards economic spaces that are continuously reshuffled and reconstituted.

    While cities are important emitters of greenhouse gases (GHG), they are also vulnerable to the impacts of climate change; at the same time they constitute innovation hubs for climate action. For cities to fulfil their potential for global climate action, a thorough understanding of the governance of transformative change towards the decarbonisation of cities is necessary. This study asks: Which governance approaches facilitate successful transformative change towards zero carbon in cities? It specifically addresses the three key aspects stakeholder involvement, financing, and impact assessment, and looks at how they contribute to transformative change - particularly to the dimensions CO2 reduction, the dynamics of transformation, and acceptance by citizens. The empirical analysis is based on a mixed methods approach. An international survey involving city government officials of cities that are proactive in the fight against climate change was conducted in order to obtain an overview of socio-ecological transformation paths. In addition to this macro-level approach, in-depth case studies of three cities that are widely regarded as proactive on climate action in their respective world regions - Bonn, Quito and Cape Town - provide complementary insights. The survey data show a generally positive tendency in the way local governments approach GHG emission reduction activities. Most of the participating cities engage in the mainstreaming of policies to address climate change in local decision-making and have established climate action plans and emission reduction targets; however, on actual climate action and the reduction of emissions, the picture is more mixed. While stakeholder involvement is generally considered a key success factor in the survey responses and in the three case-study cities, stakeholders were seldom involved in a truly inclusive and cooperative way. While Bonn has gradually expanded citizen engagement, in Quito relations between the local government and stakeholder groups have often been short-term and project-bound, while a close connection between city government and academic institutions has been established in Cape Town. In terms of finance, cities mostly rely on traditional financing sources such as intergovernmental transfers, local taxes and fees, as well as international grants to cities of the Global South. Additional funding through the generation of local revenues or market-based finance mechanisms is less widespread. Both Quito and Cape Town depend heavily on external funding from international organisations and donors, along with central government transfers, which are less relevant in Bonn. While building the metro is absorbing finances for additional climate action in Quito, perverse incentives exist in South Africa where cities receive revenues from re-selling fossil fuel-based energy to consumers. Bonn has recently started to experiment with a sustainability budget to align budgeting with sustainability and climate goals. As far as impact assessment is concerned, most cities in the survey including the three case-study cities collect relevant data. However, systematic impact assessment or the incorporation of lessons learned from monitoring and evaluation into policy occur less frequently. Despite its limitations, this study contributes to the theoretical and empirical discussions in the field of transformative urban governance by suggesting a conceptual framework for dimensions of success for transformative change, by combining survey and case study-based data, and by looking at finances and impact assessment which are two important governance dimensions that are not frequently investigated.

Such a strategy contributed to the improvement of infrastructure, but also to a build-up of debt vulnerabilities. Looking forward, the planned fiscal consolidation will result in some restraint of public spending, and, in particular, public investment. In this context, maintaining or even raising the region's economic growth will require an offset by the private sector. The analysis draws lessons from countries that have successfully transitioned from public investment to private investment-led growth using a global sample starting in the mid-1980s. These lessons highlight policies that have been crucial in fostering a rebound of private investment in the wake of a contraction of public investment. The analytical framework proposed by Hausman, Rodrik and Velasco (2005) is used to identify and classify such policies. Finally, the paper analyses how the identified policies could help Benin achieving a smooth transition from public to private sector-led growth

    The North Korean economy has been a statistical black hole for decades but is undergoing substantial transformations. Rapid post-war industrialisation was not sustained beyond the mid-1960s and South Korea’s economy far outpaced North Korea’s during the next three decades, during which trend growth declined and turned negative as Soviet support ended and the terms of trade with China became less friendly. Today, GDP in North Korea is reportedly lower than in 1990, notwithstanding a larger population, and gross national income per capita is probably down to only a tiny fraction of South Korea’s.

    In this latest edition of our Key Themes series we examine a number of topics which we believe will be highly relevant to the global energy economy in 2023. The past twelve months have seen a huge re-prioritisation of energy policy away from environmental issues and towards energy security and affordability. Many of the articles in this document question whether this will be a long-term trend or whether sustainability will return to the top of the policymaking agenda once the short-term need to focus on security of supply has passed. Indeed, many of our contributors argue that the short-term rebalancing of the energy trilemma towards energy security may even bring environmental benefits in the longer term given the desire of many countries to reduce their exposure to hydrocarbons in the aftermath of the war in Ukraine and its energy-related consequences.To help in assessing these questions and providing some initial responses we have grouped the articles in this Key Themes paper as follows. We start within an assessment of, and outlook for, the global oil market, before continuing with a series of articles on the European gas market. Moving to a more global perspective we then review the availability of LNG to meet European demand and what this might mean for other importing regions before assessing the impact of the re-opening of the Chinese economy, the energy implications of India taking over the G20 presidency, and the development of Africa’s hydrocarbon strategy as part of the energy transition. From an environmental perspective, we look at the issues that will likely be raised in the Global Stocktake which will take place in 2023 ahead of COP28 and also consider the critical financing issues that emerged from COP27 and need to be addressed during this year. We then review carbon markets and carbon removal technologies and the issue of accounting for greenhouse gas emissions in the energy value chain. We return to look at China, which has also pledged to issue a methane action plan this year but a rapid rebound in energy demand could delay climate action and lead policy makers to focus on avoiding power shortages. Moving to the electricity sector, we discuss why 2023 will be an important year for electricity market design in Europe and consider the resurgence of nuclear power across the world. Finally, we discuss the impact of the US’s Inflation Reduction Act on the development of hydrogen technology and ask whether it undermines activity elsewhere in the world. This list of themes is long but it is clearly not exhaustive. However, it highlights many of the topics which we will be researching at OIES during 2023 and we would encourage you to access our written output at www.oxfordenergy.org.

    Since President Idris Deby’s violent death in April 2021, the ruling elite in Chad have sought to protect their hold on power by promoting the dynastic succession of his son Mahamat. The risks of this strategy are becoming clearer with the October 2022 decision to prolong the transition by another two years as Mahamat Deby is appointed interim president. With the emergence of new opposition forces, the tactic of divid­ing antagonistic elites through selective co-optation faces limits. Both in the capital and in the provinces, power struggles are fuelling identity-based mobilisation. The regime’s repression of the opposition plays into the hands of the proponents of armed struggle. France, as the guarantor of Mahamat Deby’s superior position vis-à-vis the rebels, is playing an increasingly unpopular role.

    While cities are important emitters of greenhouse gases (GHG), they are also vulnerable to the impacts of climate change; at the same time they constitute innovation hubs for climate action. For cities to fulfil their potential for global climate action, a thorough understanding of the governance of transformative change towards the decarbonisation of cities is necessary. This study asks: Which governance approaches facilitate successful transformative change towards zero carbon in cities? It specifically addresses the three key aspects stakeholder involvement, financing, and impact assessment, and looks at how they contribute to transformative change - particularly to the dimensions CO2 reduction, the dynamics of transformation, and acceptance by citizens. The empirical analysis is based on a mixed methods approach. An international survey involving city government officials of cities that are proactive in the fight against climate change was conducted in order to obtain an overview of socio-ecological transformation paths. In addition to this macro-level approach, in-depth case studies of three cities that are widely regarded as proactive on climate action in their respective world regions - Bonn, Quito and Cape Town - provide complementary insights. The survey data show a generally positive tendency in the way local governments approach GHG emission reduction activities. Most of the participating cities engage in the mainstreaming of policies to address climate change in local decision-making and have established climate action plans and emission reduction targets; however, on actual climate action and the reduction of emissions, the picture is more mixed. While stakeholder involvement is generally considered a key success factor in the survey responses and in the three case-study cities, stakeholders were seldom involved in a truly inclusive and cooperative way. While Bonn has gradually expanded citizen engagement, in Quito relations between the local government and stakeholder groups have often been short-term and project-bound, while a close connection between city government and academic institutions has been established in Cape Town. In terms of finance, cities mostly rely on traditional financing sources such as intergovernmental transfers, local taxes and fees, as well as international grants to cities of the Global South. Additional funding through the generation of local revenues or market-based finance mechanisms is less widespread. Both Quito and Cape Town depend heavily on external funding from international organisations and donors, along with central government transfers, which are less relevant in Bonn. While building the metro is absorbing finances for additional climate action in Quito, perverse incentives exist in South Africa where cities receive revenues from re-selling fossil fuel-based energy to consumers. Bonn has recently started to experiment with a sustainability budget to align budgeting with sustainability and climate goals. As far as impact assessment is concerned, most cities in the survey including the three case-study cities collect relevant data. However, systematic impact assessment or the incorporation of lessons learned from monitoring and evaluation into policy occur less frequently. Despite its limitations, this study contributes to the theoretical and empirical discussions in the field of transformative urban governance by suggesting a conceptual framework for dimensions of success for transformative change, by combining survey and case study-based data, and by looking at finances and impact assessment which are two important governance dimensions that are not frequently investigated.

    We investigate whether the Russia-Ukraine conflict has affected investors' assessment concerning a green energy transition. Based on a global energy sector sample, we apply an event study around the invasion on February 24, 2022. We find that energy firms' CAAR are positive around the event. Renewable energy firms generated comparably low abnormal returns than coal, oil and gas, and uranium. This pattern prevails except in North America, where they show the second-highest CAAR in 41 days around the event. Therefore, the Russia-Ukraine conflict appears not to entirely change the investors' assessment of a possible acceleration of a green energy transition

    Los trabajos aquí reunidos abordan las intervenciones de la literatura en los procesos históricos de transición del siglo XX al siglo XXI, en el momento en que la democracia está por construir o consolidar. En el contexto actual, en el que tanto la discursividad como la representación democrática atraviesan una profunda crisis, escribir la democracia pasa a ser una tarea política, cultural y estética central. El presente libro propone un estudio comparativo inédito de la literatura en régimen democrático, desde el final de la Guerra Fría hasta las Primaveras Árabes. A través de estudios de casos que abordan la justicia literaria y la democracia en España, América latina, la India o el Maghreb, y mediante un diálogo final con cuatro novelistas españoles, esta aproximación transnacional cuestiona la pérdida de centralidad del modelo español de «transición consensual» y sus líneas de fractura recientes que revelan la emergencia de nuevas relaciones entre literatura y democracia. Cet ouvrage questionne la place et le rôle de la littérature dans les processus de transition de la troisième vague démocratique des années 1974-2005, depuis les transitions latino-américaines des années 1980 jusqu'aux expériences les plus récentes des révolutions démocratiques des printemps arabes. Les études de spécialistes venus de disciplines et d'horizons culturels divers (France, Espagne, Portugal, États-Unis, Royaume-Uni) permettent de saisir à l'échelle globale les mutations contemporaines des enjeux de la démocratisation dans le champ littéraire, et explorent la construction politique d'un monde commun dans l'expérience de la littérature.

    Myrdal did not cover China in his Asian Drama. If he did, he would have been most likely pessimistic about China, as he was about other Asian countries in his book. However, China has achieved miraculous growth since the transition from a planned economy to a market economy at the end of 1978. This paper provides answers to the questions: Why was China trapped in poverty before 1978? How was it possible for China to achieve an extraordinary performance during its transition? Why did most other transition economies failed to achieve a similar performance? What price did China pay for its success? Can China continue its dynamic growth in the coming decades? What lessons can we draw from China's development experiences in view of Asian Drama. The paper concludes on a positive note: if a developing country adopts a pragmatic approach to developing its economy along its comparative advantages in a market economy and taps into the potential of latecomer advantages with a facilitating state, the country can grow dynamically like China.

    In this paper we describe the major trends in China's income inequality over the past 40 years and explain them as the outcome of four interleaved stories. The first story is a standard development story characterized by structural change, market development, labour absorption, and the Kuznets inverted-U path of inequality. The second is the economic transition story, in which changes in income distribution result from the shift from plan to market. Third is incomplete transition, with opportunities for rent-seeking, corruption, and hidden income. Fourth is the story of government efforts to moderate inequality through social and welfare policies.

    Undergoing a large structural shock, labor markets may become less inclusive. We test for this thesis analyzing the behavior of adjusted gender wage gaps in a wide selection of transition countries. We estimate comparable measures of adjusted gender wage gaps for a comprehensive selection of transition countries over a period spanning nearly three decades. We combine these estimates with measures of labor market reallocation in transition economies. We identify the episodes of particularly large labor market reallocations and observe the behavior of the gender wage gaps subsequent these episodes, and exploit the discontinuity between the cohorts participating in the labor market prior to the onset of transition and cohorts of subsequent entrants. Our analysis reveals a distinctive role played by separations from the state-owned manufacturing firms, leading to greater adjusted gender wage gaps. In the medium run the adverse effects of separation hikes from this sector are even more pronounced.
