    Recent policy discussion includes the introduction of diversification requirements for sovereign bond portfolios of European banks. In this paper, we evaluate the possible effects of these constraints on risk and diversification in the sovereign bond portfolios of the major European banks. First, we capture the dependence structure of European countries' sovereign risks and identify the common factors driving European sovereign CDS spreads by means of an independent component analysis. We then analyze the risk and diversification in the sovereign bond portfolios of the largest European banks and discuss the role of \home bias", i.e., the tendency of banks to concentrate their sovereign bond holdings in their domicile country. Finally, we evaluate the effect of diversification requirements on the tail risk of sovereign bond portfolios and quantify the system-wide losses in the presence of fire-sales. Under our assumptions about how banks respond to the new requirements, demanding that banks modify their holdings to increase their portfolio diversification may mitigate fire-sale externalities, but may be ineffective in reducing portfolio risk, including tail risk.

    The rapid emergence of gig economy platforms that use digital technologies to intermediate labour on a per-task basis has triggered an intense policy debate about the economic and social implications. This paper takes stock of the emerging evidence. The results suggest that gig economy platforms’ size remains modest (1-3 per cent of overall employment). Their growth has been most pronounced in a small number of services industries with high shares of own-account workers, suggesting that thus far they have been a substitute for traditional self-employment rather than dependent employment. New evidence provided in this paper is consistent with positive effects of platform growth on overall employment and small negative or insignificant effects on dependent employment and wages. While most empirical studies suggest that platforms are more efficient in matching workers to clients, reductions in barriers to work could offset such productivity-enhancing effects by creating employment opportunities for low-productivity workers. Fully reaping the potential benefits from gig economy platforms while protecting workers and consumers requires adapting existing policy settings in product and labour markets and applying them to traditional businesses and platforms on an equal footing.

    This joint ECB-DNB Occasional Paper aims to inform the ongoing discussions about an EU-level framework for operationalising macroprudential leverage limits for alternative investment funds (AIFs). It builds on, and extends, the analysis of an ECB-DNB special feature article published in the ECB's Financial Stability Review in November 2016. First, this Occasional Paper presents new EU-level evidence suggesting that leveraged funds exhibit stronger sensitivity of investor outflows to bad past performance than unleveraged funds, which has the potential to exacerbate systemic risk. Second, it devises a framework for assessing financial stability risks from leverage in investment funds. This is applied to leveraged AIFs managed by asset managers in the Netherlands using Alternative Investment Fund Managers Directive (AIFMD) data for the two-year period from the first quarter of 2015 to the fourth quarter of 2016. Third, it discusses the potential effectiveness and efficiency of various designs for macroprudential leverage limits. To this end, it builds on the findings for the Dutch AIF sector and suggests design options for further exploration at EU level. Beyond assessing financial stability risks from leverage in the Dutch AIF sector, the case study aims to show how equivalent information on AIFs at the European level - which will be made available to the European Securities Markets Authority (ESMA) and the European Systemic Risk Board (ESRB) in the coming years - could be used when developing an EU-level framework for operationalising macroprudential leverage limits.

    This paper provides an overview of supply and demand factors influencing the availability of euro-denominated debt instruments that qualify as high-quality liquid assets (HQLA) in the euro area. The paper estimates the supply of HQLA issued by the public and private sectors as well as the aggregated impact of Eurosystem monetary policy operations on the amount and composition of HQLA held by banks and other economic agents. An assessment of the main demand factors is also presented. Finally, the paper provides some insights into the interaction with and implications for the Eurosystem monetary policy implementation framework in the longer run.

    In this report, three methodological approaches are applied to assess the size of the International Monetary Fund: benchmarking Fund resources against a number of relevant global economic and financial indicators; an extrapolation of past and current IMF programme characteristics; and a shock scenario analysis. Overall, while the results of the different approaches depend on the assumptions and the timeframe considered, the quantitative analysis indicates that a prudent approach would call for maintaining Fund total resources at their current levels. Yet, the quantitative analysis of the size of the Fund made in this report should be seen only as one element to assess the adequacy of Fund resources. It does not take into account qualitative considerations, such as the increased resilience of the global economy and the efforts made to strengthen regulation and supervision since the financial crisis, which should complement the quantitative analysis to complete the analytical basis for decision makers. Moreover, the final decision on the appropriate size of Fund resources will need to include political judgement. Therefore, this report does not provide recommendations on the appropriate level of IMF resources after the expiration of borrowed resources.

    This paper uses microsimulation techniques to quantify the potential ex-ante impacts of several minimum wage increases on labor market outcomes in Kosovo. The results show that the overall impacts of a minimum wage increase in the baseline scenario are likely to be modest, although the impacts for some groups may be stronger. In the most extreme scenario, an increase to 250 euros per month, the simulated unemployment rate increases by 0.4 percentage point in the short term and about 0.6 percentage point in the long term. The youth unemployment rate (ages 15-24) is anticipated to increase by up to 1.1 percentage points in this scenario, a relatively large increase considering the already high levels of unemployment among this group. Similarly, unemployment among the unskilled (with primary school or less) is simulated to increase by 0.6 percentage point in the short term and up to 0.8 percentage point in the long term. The paper finds that, even if raising the minimum wage is long overdue, due to decreasing nominal wages in real terms, policy needs to strike a fine balance between protecting workers and ensuring that employment effects are not too large

    This paper asks how social movements against gender-based violence (GBV) spread on Twitter. To this end, I construct a novel dataset measuring 10 large social movements against GBV on Twitter. I show that these movements start suddenly and fade out quickly and that there is considerable variation at the sub-national level in the US. Twitter users are more likely to share content created by other users instead of creating original content. Text mining the text of tweets reveals that polarization is low and that most users express fear and sadness. Neither polarized nor emotional content does generate more traction in form of likes, retweets, replies or quotes. I develop a novel instrumental variable strategy and show that Twitter users with an established network play a major role in the spread of tweets. An analysis of users' profile pictures and names reveals low social inclusiveness of these movements. Users are on average female, young, and White. Tweets posted by non-white users generate less traction. Moreover, women are more prone to reference content by women, while the reverse applies to men.

    The academic world says that the divorce between economists and politicians became visible during the financial crisis that began in 2008, when the economists were criticised for failing to preview the crisis, on the one hand, and, on the other hand, for the slowness in accompanying the solutions to remedy the crisis which should have been suggested by the politicians in an emergency situation, of financial collapse. The divorce itself has been lasting for a long time with the relationship deteriorating for many other reasons. In the background there is (1) an elite of Nobel prize winning economists with permanent training and inclination towards research and results worthy of consideration, and (2) a political class in a quasi-constant professional decline. It is a worrying fact, also publicly acknowledged. The 21st century, which marks the greatest technological advance of the fourth industrial revolution, started with avatars coming seemingly from nowhere. Yet, this century which began with so much hope, brings us in the face of yet another break between science and practice. The phenomenon we refer to in the current study is just a small part of what it should have been the collaboration between politicians and science in general, but the specifics of the divorce we approach in this essay is the fact that it deepens.

    This paper asks whether social movements taking place on Twitter affect gender-based violence (GBV). Using Twitter data and machine learning methods, we construct a novel data set on the prevalence of Twitter conversations about GBV. We then link this data to weekly crime reports at the federal state level from the United States. We exploit the high-frequency nature of our data and an event study design to establish a causal impact of Twitter social movements on GBV. Our results point out that Twitter tweets related to GBV lead to a decrease in reported crime rates. The evidence shows that perpetrators commit these crimes less due to increased social pressure and perceived social costs. The results indicate that social media could significantly decrease reported GBV and might facilitate the signaling of social norms.

    This is the second in a series of four Discussion Papers (DP) that are part of the survey How are Cities Divided: the invention of informal settlements. The goal of this series of DPs was to carry out a culturomic and scientometric study on the use of the term informal settlements contextualized by previous geopolitical and public policies analysis. Specifically in this DP, the quantitative results of the culturomic study are presented, associated with the use of the Ngram Viewer tool and the basis of books published in the last two centuries, as well as the bibliometric study of national and international theses and dissertations that deal with the subject, from the ProQuest databasis and the Brazilian Digital Library of Theses and Dissertations. The results are discussed and contextualized with previous findings explored in greater detail in the first DP and are complemented by the two volumes that follow.

    This work analyzes the course of cultural policies in Brazil from a categorization of the area based on data that integrate the Catalog Platform of Public Policies. The starting point is a theoretical, conceptual, and historical analysis of the emergence of cultural policies broadly and their trajectory in the context of public policies, including at a global level. Then, with the creation of the Ministry of Culture (MinC) in 1985 as a milestone, the policies identified in the current version of the Catalog of Public Policies are classified and grouped into segments and subareas of culture in order to analytically delineate the trajectories verified and point out for possible trends, taking into account the recent ruptures resulting from the extinction of the MinC, which resulted in discontinuity, paralysis, and slowdown even of actions institutionalized at the constitutional level.

    This work is divided into two complementary parts. In the first part, we develop a partial equilibrium model, through which it is possible to analyze the influence of tariff modicity and the illegal occupation of poles on four agents: energy distributors, telecommunications operators, and energy and telecommunications customers. The results obtained show, for four simulated pricing scenarios, the impacts on economic efficiency and social welfare. In the second part, game theory was used to analyze pole sharing between energy distributors and telecommunications operators, in particular the illegal occupation of part of the operators. The simulations evaluated both an extreme scenario and also contexts in which players have adaptative behaviour.

    This research aims to investigate the effect of the National Program for the Strengthening of Family Agriculture (Pronaf) on income from work in rural Northeastern Brazil. For this purpose, data from the 2014 National Household Sample Survey (PNAD) were used and the propensity score matching (PSM) technique was applied. In general terms, the analyzes found show that the program provided an improvement in the income of agricultural work in the rural northeast. Estimates from the average treatment effect model showed that those who participate in Pronaf have an average income 29.3% higher compared to non-beneficiaries.

    Economics and innovation scholars have long recognized the potential of public procurement to trigger innovation. To what extent has this potential been realized so far? What can be done to improve the performance of PPI in this regard? This paper addresses these issues by providing a literature survey of research on public procurement of innovation (PPI). After categorizing PPI instruments, the paper discusses existing interdisciplinary knowledge to answer four broad questions: i) Does PPI spur innovation? ii) How should PPI be designed to best spur innovation? iii) What are the main barriers to implement PPI? iv) What is the role of PPI in the innovation policy mix? The paper concludes with a discussion of future research needs and policy insights in light of current global challenges.

    A major policy concern across public vaccination programs is non-compliance. Exploiting Danish population data and three national reforms in regression discontinuity designs, we document the effects of reminders for childhood vaccination coverage. Retrospective reminders are primarily effective for families with small children and when sent out close to the recommended vaccination age. Digital and postal reminders are equally effective. Prospective reminders increase timely vaccinations in later childhood and help reaching high coverage for new vaccines in increasingly complex vaccination programs. While reminders prompt additional preventive care for focal children, we find no spillovers to other health behaviors or relatives.

    This study aims to analyze the relationship between credits contracted from the National Program for Strengthening Family Agriculture (Pronaf) and agricultural productive diversification in Brazilian territory. This verification took place both in terms of the percentage share of the main agricultural crops in municipalities with different levels of credits contracted from Pronaf, and in terms of the impact of these credits on a synthetic index of productive diversification. The starting point was the premise that Pronaf's operational design influences the potential for productive diversification of Brazilian family farming insofar as it limits the production decisions of its applicants. The data indicate that the program has maintained, in general terms. the tendency to follow the productive structure of local agriculture, reinforcing pre-defined dynamics. This finding is in line with the hypothesis raised about the limitation of the operational design in printing different dynamics of agricultural production.
