    Sequel to History offers a comprehensive definition of postmodernism as a reformation of time. Elizabeth Deeds Ermarth uses a diversified theoretical approachdrawing on post-structuralism, feminism, new historicism, and twentieth-century scienceto demonstrate the crisis of our dominant idea of history and its dissolution in the rhythmic time of postmodernism. She enlarges this definition in discussions of several crises of cultural identity: the crisis of the object, the crisis of the subject, and the crisis of the sign. Finally, she explores the relation between language and time in post-modernism, proposing an arresting theory of her own about the rhythmic nature of postmodern temporality. Because the postmodern construction of time appears so clearly in narrative writing, each part of this work is punctuated by a "rhythm section" on a postmodern narrative (Robbe-Grillet's Jealousy, Cortezar's Hopscotch, and Nabokov's Ada); these extended readings provide concrete illustrations of Ermarth's theoretical positions. As in her critically acclaimed Realism and Consensus in the English Novel, Ermarth ranges across disciplines from anthropology and the visual arts to philosophy and history.     Net neutrality has been one of the most controversial issues in internet regulation. Currently, there is no policy or regulation on net neutrality in the Philippines. This might change, however, with the inclusion of paid prioritization and throttling among the prohibited acts in the proposed Open Access in Data Transmission Act. Based on a review of the economic arguments and approaches adopted in other countries, integrating net neutrality principles in the proposed legislation could lead to unintended consequences that may hinder the growth of the data transmission industry. Instead, a separate measure could be introduced, if deemed appropriate, after careful study.

    This paper employs a structural gravity model and novel value-added tax (VAT) regime data to investigate the impact of VAT rate changes on imports and domestic production of final goods. We demonstrate that the VAT is both non-neutral and discriminatory. A one percentage point VAT increase reduces aggregate imports and internal trade by 3.05% and implies a 5.4 to 7.9% reduction of foreign imports relative to internal trade. Based on these results we conduct a counterfactual equilibrium analysis and illustrate that VAT rate changes imply substantial welfare effects for an average country in the European Union.

    This article discusses the effects of corporate tax asymmetries under investment irreversibility. We introduce a tax scheme where the tax base is given by the firm's return net of a rate of relief. When the firm's return is less than the imputation rate, however, no tax refunds are allowed. Unlike symmetric tax systems, the scheme proposed is neutral with respect not only to income uncertainty but also to policy uncertainty.

    In many countries the government supports individuals' and companies' donations dedicated to charity organizations or { more general { to public goods. Yet the effects of governmental support with respect to the provision of public goods has been and still is subject to an extensive debate in the economic literature. Starting from Warr's (1982, 1983) famous neutrality result an array of conditions has been identified under which this result holds or not. In this paper we examine the commonly used policy approach to subsi- dize the private provision of public goods by granting agents deductions with respect to their income or corporate tax burden. We especially take into ac- count that most income tax schemes are progressive and that deductibility is limited. The problems that arise from these specific properties of the con- sidered tax-refund schemes are pointed out first. We then turn towards the effects which such a tax-refund scheme has with respect to the provision of the public good on the one hand and individual as well as aggregate wel- fare on the other hand. We show that the effects of this commonly practised method of supporting private public good provision depend crucially on the specific properties of the progressive tax scheme and the preference structure of agents. While Pareto-improvements and even Pareto-efficiency can result from the implementation of such a scheme, it is also conceivable that at least some agents perceive a utility reduction. Due to the dependency of welfare effects on the tariff structure, income tax reforms as they are planned in many countries might not only induce a reduction in private public good provision, but might also alter the induced welfare effects.
