    Full employment in the European Union member states is a challenge but feasible, also in downswings of the business cycle and during stages of increased robotization. It requires a labor legislation that ensures flexibility and retraining, responsive labor sharing during the business cycle and to individual life cycle needs, government interventions to supply supplemental employment and revamping dual education. The future of work is better ensured with coordinated European full employment labor policies establishing fair work conditions based on long-run business strategies as well as a fair distribution of national income between labor and capital.

    The concept of full employment is associated with diverse economic, political and social aspects. We provide a survey of theory, empirics and policy issues related to full employment. We make a novel contribution by tying together multi-dimensional aspects of full employment regarding definitions, theoretical perspectives, empirical measurements, policy debates and real-world policy programs. We distinguish: concepts of full employment that provide systematic links to price stability; minimum unemployment and maximum employment approaches; and the unfilled vacancies perspective. Furthermore, we provide and discuss different empirical measures of full employment for selected economies, and we propose a new full employment typology. Based on our survey findings, we argue that conceptualising and measuring full employment is not merely a technical task, but inevitably involves normative judgments. Finally, we discuss avenues for future research.

    This paper shows that important insights for fiscal policy can be derived from Joseph Schumpeter's academic work. This concerns his fundamental distinction between theories in which the monetary sphere is identical with the real sphere ("real analysis"), and theories in which financial sphere is independent of the real sphere. From the "monetary analysis" propagated by Schumpeter follows that the financing of government investment does not depend on household saving. Thus, Schumpeter's growth theory shows that credit-financed investment, which leads to an innovative use of existing resources, plays a decisive role in economic development. For fiscal policy, this results in the model of the "entrepreneurial state" (Mazzucato) as an engine for future investment. This model goes far beyond the narrow portrayal of government debt in "real analysis" of the neoclassical theory, which assigns the state merely the role of a capital destroyer. But it also offers a broader perspective than that of monetary Keynesian theory, including MMT, in which government debt is seen to serve only to produce full employment (but not beyond). Schumpeter's rejection of the concept of a purely goods-based real interest rate is also innovative. It provides the basis for the strategy of "yield curve control," in which the long-term interest rate is directly controlled by the central bank so that the sustainability of government debt is not determined by capital markets.

    In this paper, I review the potential of workforce development programs to help the US get closer to "full employment." First, I provide some background on workforce development in the US, and also on the aggregate employment/labor force issues that workforce programs may or may not address. Then I review the empirical evidence on job training and other forms of workforce development, in terms of impacts on employment (as opposed to earnings). I briefly consider how the US experience in this regard compares and contrasts with that of other countries in the EU or OECD, and what we might learn from them. I conclude that more and better workforce development could help somewhat to achieve lower unemployment and higher labor force participation in the US, though we also need a range of other policies to achieve these goals.
