    France and Germany face common issues in global development policy, including climate change, migration and security. At the same time, their aid is spread across similar countries and sectors. Based on a quantitative overlap measure, the study reveals that the Franco-German overlap of aid allocation is more than four times as high as for the average donor. If France and Germany can bridge their divisions, the high overlap provides a momentum to take a leading role for international donor coordination. This is key in view of the opportunities and challenges of 2020 and beyond, including the German presidency of the Council of the European Union (EU), climate change as well as the recent Covid-19 pandemic. Against this background, this study explores the systemic challenges and opportunities for a stronger Franco-German coordination in the framework of four country case studies, where development cooperation of both donors strongly overlaps. Evidence from Benin, Cameroon, India and Morocco reveals that the complex development systems of the two donors impose differing time horizons and standards of procedure. Moreover, geo-political priorities complicate consensus building. The case studies stress that sustainable Franco-German cooperation only works based on a regular exchange both on the political and operational level. In this regard, the long-lasting partnership between the French and German development banks, Agence Française de Développment (AFD) and Kreditanstalt für Wiederaufbau Entwicklungsbank (KfW), illustrates how mutual understanding and careful reconciliation of approaches can facilitate cooperation. Combining capacities, France and Germany finance large-scale projects to achieve sustainable development and, this way, crowd-in resources by other development actors from the EU and beyond. Although reconciling standards in technical cooperation is more challenging, the French and German agencies, Gesellschaft für Internationale Zusammenarbeit and Expertise France, are currently negotiating similar measures.

    This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. Fragmenting modernism' is about Ford Madox Ford, a hero of the modernist literary revolution. Ford is a fascinating and fundamental figure of the time; not only because as a friend and critic of Ezra Pound and Joseph Conrad, editor of the 'English Review', and author of 'The Good Soldier', he shaped the development of literary modernism. But as the grandson of Ford Madox Brown, and son of a German music critic, he also manifested formative links with mainland European culture and the visual arts. In Ford there is the chance to explore continuity in artistic life at the turn of the century, as well as the more commonly identified pattern of crisis in the time. The argument throughout is that modernism possesses more than one face. Setting Ford in his cultural and historical context, the opening chapter debates the concept of fragmentation in modernism; later chapters discuss the notion of the personal narrative, and war writing. Ford's literary technique is studied comparatively, and plot summaries of his major books ('The Good Soldier' and 'Parade's End') are provided, as is a brief biography. 'Fragmenting Modernism' will be useful for anyone studying the literature of the early twentieth century, impressionism or modernism in general terms, as well as for those who seek to investigate in detail one of the great polymorphous figures of the time

    We examine the relationship between private bank deposits and macro/fiscal risk in the euro area. We test three hypotheses: First, private bank deposits relative to Germany are determined by macro/fiscal risk factors. Second, this relationship is time-varying. Third, time-variation is driven by the level of macro/fiscal risk. Our findings validate all three tested hypotheses. They also reveal persistent fragmentation between EMU core and periphery banking systems caused by a deficit of trust in periphery banking systems, unmitigated by the introduction of OMT and European Banking Union. Our findings have implications for the introduction of the European Deposits Insurance Scheme (EDIS), for which they offer tentative support.

    Existing theories make divergent predictions about the impact of new powers on the global political economy. Some argue that a more even distribution of power will erode international cooperation, while others argue that cooperation can continue with the help of international institutions to overcome collective action problems. We argue that this debate overlooks a critical determinant of the shape of power transitions: the distribution of preferences amongst the major powers. It is primarily in the context of divergent preferences that power transitions are likely to give rise to conflict. Moreover, even where preferences diverge, the gains of cooperation provide a strong incentive to continue to pursue goals through multilateralism. This situation leads to forms of institutional change unanticipated by established theories. These include "deadlock" in expansive multilateral fora, institutional "drift" as old rules cannot keep up with the changing political and economic context, and "fragmentation" as countries seek minilateral solutions that reduce preference diversity. We develop this preference-based, institutional argument by examining the distribution of preferences and institutional change at the World Trade Organization (WTO) and its Doha Round, where the power transition is relatively advanced.

    Market fragmentation and technological advances increasing the speed of trading altered the functioning and stability of global equity limit order markets. Taking market resiliency as an indicator of market quality, we investigate how resilient are trading venues in a high-frequency environment with cross-venue fragmented order flow. Employing a Hawkes process methodology on high-frequency data for FTSE 100 stocks on LSE, a traditional exchange, and on Chi-X, an alternative venue, we find that when liquidity becomes scarce Chi-X is a less resilient venue than LSE with variations existing across stocks and time. In comparison with LSE, Chi-X has more, longer, and severer liquidity shocks. Whereas the vast majority of liquidity droughts on both venues disappear within less than one minute, the recovery is not lasting, as liquidity shocks spiral over the time dimension. Over half of the shocks on both venues are caused by spiralling. Liquidity shocks tend to spiral more on Chi-X than on LSE for large stocks suggesting that the liquidity supply on Chi-X is thinner than on LSE. Finally, a significant amount of liquidity shocks spill over cross-venue providing supporting evidence for the competition for order flow between LSE and Chi-X.

    The comparative advantage of many cities is based on their efficiency in the production of "functions", e.g., business services such as finance, law, engineering, or similar functions that are used by firms in a wide range of sectors. Firms that use these functions may choose to source them locally, or to purchase them from other cities. The former case gives rise to cities developing a pattern of sectoral specialization, and the latter a pattern of functional specialization. This paper develops a model to investigate circumstances under which either of these outcomes is more likely, and finds that predictions of the model are consistent with changes in the pattern of specialization in the US over recent decades. The model combines elements of the literatures on economic geography, multinational firms, urban economics, and trade theory. A two-city country trades with the larger world, and workers within the country are mobile between the two cities. Productivity in a given function varies across cities, giving rise to urban comparative advantage. This may be due to exogenous technological differences (Ricardian) or to city- and function-specific scale economies. Sectors differ in the intensity with which they use different functions, giving rise to a pattern of sectoral and functional specialisation. We generate a number of economic insights, including that, as costs of remote sourcing fall, cities’ functional specialization tends to increase and their sectoral specialization falls. We examine the model’s predictions empirically over a 20-30-year period for US states. In line with the predictions of the model, we find that functional concentration rises and sectoral concentration falls over this time span. Similarly, we find that regional specialization in functions rises and regional specialization in sectors falls over the period.

    The structure of a multinational firm, that is how its affiliates relate to one another, is critical for understanding where multinationals locate, how policy affects them, and their resilience to localized shocks. Here, we review the two main structures: horizontal investments which replicate activities across borders, and vertical investments which fragment activities across countries. In addition, we use data (primarily from the US) to examine which of these structures seems to dominate the data. This includes a novel use of measures of global value-chain positioning of a country's industries. In each case, the data suggests a dominant role for horizontal investment. We conclude with a discussion of the challenge that intangibles play in multinational data and point towards potentially fertile areas for future research.

    France and Germany face common issues in global development policy, including climate change, migration and security. At the same time, their aid is spread across similar countries and sectors. Based on a quantitative overlap measure, the study reveals that the Franco-German overlap of aid allocation is more than four times as high as for the average donor. If France and Germany can bridge their divisions, the high overlap provides a momentum to take a leading role for international donor coordination. This is key in view of the opportunities and challenges of 2020 and beyond, including the German presidency of the Council of the European Union (EU), climate change as well as the recent Covid-19 pandemic. Against this background, this study explores the systemic challenges and opportunities for a stronger Franco-German coordination in the framework of four country case studies, where development cooperation of both donors strongly overlaps. Evidence from Benin, Cameroon, India and Morocco reveals that the complex development systems of the two donors impose differing time horizons and standards of procedure. Moreover, geo-political priorities complicate consensus building. The case studies stress that sustainable Franco-German cooperation only works based on a regular exchange both on the political and operational level. In this regard, the long-lasting partnership between the French and German development banks, Agence Française de Développment (AFD) and Kreditanstalt für Wiederaufbau Entwicklungsbank (KfW), illustrates how mutual understanding and careful reconciliation of approaches can facilitate cooperation. Combining capacities, France and Germany finance large-scale projects to achieve sustainable development and, this way, crowd-in resources by other development actors from the EU and beyond. Although reconciling standards in technical cooperation is more challenging, the French and German agencies, Gesellschaft für Internationale Zusammenarbeit and Expertise France, are currently negotiating similar measures.

    This paper studies how political fragmentation affects government stability. We show that each additional party with representation in Parliament increases the probability that the incumbent government is unseated by 4 percentage points. Governments with more resources at their disposal for bargaining are less likely to be replaced. When they are, new government leaders are younger and better educated, suggesting instability may induce positive selection. We interpret our results in light of a bargaining model of coalition formation featuring government instability. Our findings indicate that the rising fragmentation in parliaments worldwide may have a substantial impact on stability and political selection.
