    As the global banking boom of the early twenty-first century expanded towards implosion, Icelandic media began calling the country’s celebrity financiers útrásarvíkingar: “raiding vikings.” This new coinage encapsulated the macho, medievalist nationalism which underwrote Iceland’s exponential financialisation. Yet within a few days in October 2008, Iceland saw all its main banks collapse beneath debts worth nearly ten times the country’s GDP.Hall charts how Icelandic novelists and poets grappled with the Crash over the ensuing decade. As the first English-language monograph devoted to twenty-first-century Icelandic literature, it provides Anglophone readers with an introduction to one of the world’s liveliest literary scenes. It also contributes a key case study for understanding global artistic responses to the early twenty-first century crisis of runaway, unregulated capitalism, exploring the struggles of writers to adapt realist forms of art to surreal times.As Iceland’s biggest crisis since their independence from Denmark in 1944, the effect of the Crash on the national self-image was as seismic as its effects on the economy. This study analyses the centrality of whiteness and the abjection of the “developing world” in Iceland’s post-colonial identity, and shows how Crash-writing explores the collisions of Iceland’s traditional, nationalist medievalism with a dystopian, Orientalist medievalism associated with the Islamic world.The Crash in Iceland was instantly recognised as offering important economic insights.     Urgent steps are needed to arrest the rising human toll and economic strain from the COVID-19 pandemic that are exacerbating already-diverging recoveries. Pandemic policy is also economic policy as there is no durable end to the economic crisis without an end to the health crisis. Building on existing initiatives, this paper proposes pragmatic actions at the national and multilateral level to expeditiously defeat the pandemic. The proposal targets: (1) vaccinating at least 40 percent of the population in all countries by the end of 2021 and at least 60 percent by the first half of 2022, (2) tracking and insuring against downside risks, and (3) ensuring widespread testing and tracing, maintaining adequate stocks of therapeutics, and enforcing public health measures in places where vaccine coverage is low. The benefits of such measures at about USD 9 trillion far outweigh the costs which are estimated to be around USD 50 billion-of which USD 35 billion should be paid by grants from donors and the residual by national governments potentially with the support of concessional financing from bilateral and multilateral agencies. The grant funding gap identified by the Access to COVID-19 Tools (ACT) Accelerator amounts to about USD 22 billion, which the G20 recognizes as important to address. This leaves an estimated USD 13 billion in additional grant contributions needed to finance our proposal. Importantly, the strategy requires global cooperation to secure upfront financing, upfront vaccine donations, and at-risk investment to insure against downside risks for the world

    This study examines whether an association exists between parental unemployment and health-related quality of life and mental health for adolescents aged 15-18 in Athens, Greece. The gathered dataset covers the same upper high schools in two periods, 2011-2013 and 2017-2019. The study finds that parental unemployment bears an association with decreased health-related quality of life and increased adverse mental health symptoms for adolescents. Moreover, the 2011-2013 period, a period of increased parental unemployment, saw a decrease in health-related quality of life and increased adverse mental health symptoms for adolescents. In addition, parental unemployment proved more detrimental to adolescents' health-related quality of life and mental health in 2011-2013 than in 2017-2019. The present research ranks among the first studies to examine whether parental unemployment could be associated with worse health-related quality of life and mental health for adolescents during periods of increased parental unemployment. Public policies that can reduce the adverse effects of parental unemployment on adolescents' health-related outcomes require consideration. This approach proves critical because deteriorated health-related quality of life and mental health can negatively impact on adolescents' human capital, progression, income, and future health.

    The question of whether migration can be an equilibrating force in the labour market is an important criterion for an optimal currency area. It is of particular interest currently in the context of high and rising levels of labour market disparities, in particular within the Eurozone where there is no exchange-rate mechanism available to play this role. We shed some new light on this question by comparing pre- and post-crisis migration movements at the regional level in both Europe and the United States, and their association with asymmetric labour market shocks. We find that recent migration flows have reacted quite significantly to the EU enlargements in 2004 and 2007 and to changes in labour market conditions, particularly in Europe. Indeed, in contrast to the pre-crisis situation and the findings of previous empirical studies, there is tentative evidence that the migration response to the crisis has been considerable in Europe, in contrast to the United States where the crisis and subsequent sluggish recovery were not accompanied by greater interregional labour mobility in reaction to labour market shocks. Our estimates suggest that, if all measured population changes in Europe were due to migration for employment purposes – i.e. an upper-bound estimate – up to about a quarter of the asymmetric labour market shock would be absorbed by migration within a year. However, in the Eurozone the reaction mainly stems from migration of third-country nationals. Even within the group of Eurozone nationals, a significant part of the free mobility stems from immigrants from third countries who have taken on the nationality of their Eurozone host country.

    This study investigates how corporate R&D evolves in the light of the contemporary economic crisis. We study empirical evidence from past downturns, discuss the relevant literature, and perform an empirical analysis of recent business survey data (collected during 2009). Pivotal for our considerations is the question whether companies tend to spend more or less on R&D and innovation activities during periods of recession. We empirically analyse what general patterns can be distinguished in this regard, given the particular circumstances of the most recent crisis. Our findings suggest that company behaviour varies: some companies have recently reduced their innovation activities significantly, while others maintained them and a third group even significantly increased their activities to reap the benefits in the expected upswing. Overall, we observe a deceleration of R&D and innovation activities induced by the crisis, but the trend figures remain positive. Driven by the companies that reinforce their R&D and innovation efforts to thrive through the downturn and thus seek to gather the benefits in the upswing to come, the R&D and innovation landscape is likely to look different in the aftermath of the crisis.

    This paper analyses the causal effects of temporary employment on work-related stress and mental health before (2006/07) and during the economic crisis (2011/12) and examines whether the economic recession worsened these two health outcomes. To control for selection bias, propensity scores (PS) are computed separately for men and women using microdata from two cross-sectional surveys, considering temporary (treatment group) versus permanent employment (control group). Next, we use difference-in-differences estimators stratifying by age, education level, and regional unemployment differences using PS as weights. Our results indicate that a male salaried worker with a temporary labour contract tends to have lower levels of work-related stress in the pre-crisis period, but not for women. The stratification analysis shows lower work-related stress levels among older male adults, workers with a high education level, and employees in regions with high unemployment rates. The economic crisis is responsible for increasing stress only among older temporary workers and male university graduates, without affecting women. We also see evidence of a positive link between temporary employment and poor mental health in both periods, although only for men. We neither find significant impacts for our sample of men or women, nor for most of our population subgroups with the exception of male workers with a university degree.

    R&D as well as the entire innovation process are likely to be affected by the current crisis. Apart from changes in R&D spending, as any crisis usually provides also chances it may stimulate a new wave of networked / open innovation and in this regard lead to 'creative destruction' as Schumpeter called it. Thus, hightechnology manufacturing is far betterpositioned to face the crisis compared to lowtech manufacturing, which is assumed to fare especially badly. The figures of R&D expenditure are assumed to evolve accordingly. And small companies and particularly those which are financially restricted (many SMEs) are supposed to suffer most. In general, the downturn is supposed to accelerate the shift of EU manufacturing towards higher valueadded, highly integrated, and internationally oriented sectors. Assumed that the latter tends to be characterized by higher R&Dintensity this in turn may have a positive impact on R&D investment figures. But, as structural changes usually happen slowly, this leverage effect may appear just in the longrun. Empirical evidence from a series of recent business surveys (mainly capturing R&Dperforming / higher R&Dintensity sectors) suggests that the perception as well as the funding of corporate R&D and innovation activities are holding up fairly well so far which suggests an anticyclic firm behaviour in terms of R&D engagement in the light of the current economic and financial crisis. For 2008/09 the estimates of R&D expenditure changes differ significantly among the sources − mainly due to the corresponding assumption on the further evolvement of the current financial and economic crisis with the estimate of 4.1% for EU − based on the JRCIPTS' IRMASurvey − well inbetween. However, across the sources, the corridor for the R&D investment change is assumed to be above the corresponding assumptions on GDP and sales growth. Evidence suggests that the impact of the crisis on R&D activities and the correspondingly assumed adjustments of firm strategies is sector specific. However, looking at micro level, there is no unique company strategy obvious commonly applied to face the crisis. In fact, some companies leave their R&D engagements unchanged, others cut them down, and a third group even accelerates their R&D and innovation activities (inclusive a significant leveraging of spending on R&D). In this regard experiences from past downturns suggest that companies having the farsightedness and the courage to invest more in R&D and innovation activities while others are cutting back have a significant advantage in the inevitable upswing that will come. Market rewards will follow − but not immediately.

Based on fixed-effects regressions using regional panel data, we find that Europe's migratory response to unemployment shocks was almost identical to that recorded in the United States after the crisis. Our estimates suggest that, if all measured population changes in Europe were due to migration for employment purposes - i.e. an upper-bound estimate - up to about a quarter of the asymmetric labour market shock would be absorbed by migration within a year. However, in Europe and especially in the Eurozone, the reaction to a very large extent stems from migration of recent EU accession country citizens as well as of third-country nationals.

    The unprecedented COVID-19 pandemic has a severe impact on societies, economies and labor markets. However, not all countries, socio-economic groups and sectors within all countries are equally affected. Part of this difference can be related to the different role and extent of short-time work, which is now being used more widely than during the Great Recession. Some countries have created or expanded such schemes, making coverage less exclusive and benefits more generous, at least temporarily. But short-time work is certainly not a panacea to "flatten the unemployment curve" - especially not in a scenario of a longerterm crisis with broad economic impacts on a global scale. Furthermore, next to providing liquidity support to firms, unemployment benefits have been made more generous in many countries. Often, activation principles have also been temporarily reduced. Some countries have increased access to income support to some extent also for non-standard workers, such as temporary agency workers or self-employed workers, on an ad hoc basis. While it is still too early to assess the relative success of national strategies to cope with the pandemic and to revitalize the labor market as well as to evaluate the medium-term fiscal viability of different support measures, a few policy directions become apparent. These include the use of digital tools to increase resilience against economic shocks (also in areas such as education and for the provision of public services), the longer- term perspective of shorttime workers in the current crisis, social protection for self-employed workers that is robust to economic crises, and resilient models for school-to-work transitions of younger workers.

    The novel coronavirus disease, COVID-19, has brought significant change to people's lives and business activities nationally, regionally, and globally. The Philippines took swift action-including enhanced community quarantine (ECQ)-to contain the pandemic and launched an emergency subsidy program with massive public spending to support disrupted households and businesses. The strict lockdown ran from mid-March to the end of May 2020 in the national capital region and high-risk provinces, causing huge economic losses. Six months after the March lockdown, the Philippine economy has moved to the recovery stage, but micro, small, and medium-sized enterprises (MSMEs) are continuing to confront a sharp drop in demand and revenue. This paper examines the initial impact on MSMEs of the ECQ and lockdown measures using evidence obtained from a rapid nationwide survey conducted from the end of March to mid-April 2020 and derives policy implications.

    Urgent steps are needed to arrest the rising human toll and economic strain from the COVID-19 pandemic that are exacerbating already-diverging recoveries. Pandemic policy is also economic policy as there is no durable end to the economic crisis without an end to the health crisis. Building on existing initiatives, this paper proposes pragmatic actions at the national and multilateral level to expeditiously defeat the pandemic. The proposal targets: (1) vaccinating at least 40 percent of the population in all countries by the end of 2021 and at least 60 percent by the first half of 2022, (2) tracking and insuring against downside risks, and (3) ensuring widespread testing and tracing, maintaining adequate stocks of therapeutics, and enforcing public health measures in places where vaccine coverage is low. The benefits of such measures at about USD 9 trillion far outweigh the costs which are estimated to be around USD 50 billion-of which USD 35 billion should be paid by grants from donors and the residual by national governments potentially with the support of concessional financing from bilateral and multilateral agencies. The grant funding gap identified by the Access to COVID-19 Tools (ACT) Accelerator amounts to about USD 22 billion, which the G20 recognizes as important to address. This leaves an estimated USD 13 billion in additional grant contributions needed to finance our proposal. Importantly, the strategy requires global cooperation to secure upfront financing, upfront vaccine donations, and at-risk investment to insure against downside risks for the world

    The paper appraised the emanating effect of COVID-19 on sustainable development goals (SDGs) in Nigeria through the systematic illustration of the prevailing incidents. It was affirmed that the preoccupation with the COVID-19 cases caused many other critical socioeconomic issues (like education, infrastructure development, and employment) to suffer a state of negligence or be overlooked. Like other developing countries, Nigeria could become poorer, given the increased unemployment rate and the anticipated difficulty in servicing debt resulting from the COVID-19 outbreak. Hence, festering challenges including poverty, limited access to health care, low education quality, poor road networks among others, could be further entrenched. These incidents could be detrimental to sustainable development goals (SDGs) 2030 agenda. The current crisis, therefore, poses a threat to Nigeria's development prospects, as it may take more time to recover, especially in the post-COVID-19 era. Thus, it is critical to recognize the significance of securing strong institutional regulatory setup and resources (including financial and material resources) needed to facilitate sustainable change in the economy.

    In this paper, we explore the deep economic crisis experienced by the Turkish economy in 2001 and 2008 as quasi-experiments to causally identify the association between economically challenging conditions in-utero and child's birth weight. First, we utilize the temporal and spatial variations of the economic crisis. Second, we estimate mother fixed effects models by exploring the variation in the birth weight of siblings by their in-utero exposure to economic downturn. Using the Turkish Demographic Health Surveys (DHS), we find that a higher regional GDP contributes significantly to better birth outcomes among crisis-time children; adverse health effects are mainly observed in children born to mothers with low socio-economic status, suggesting that the main driver of the estimated effects of economic crises in Turkey is credit constraints. Our mother fixed effects models reveal that selective fertility, abortion, and unobserved heterogeneity across mothers are important omitted variables in the interpretation of regional regressions. The estimated effects of economic downturns cease to be statistically and economically significant once we control more accurately and directly for a family's firsthand experience with economic recessions. Thus, our results demonstrate that regional-level regressions estimating potential infant health costs of economic recessions potentially overestimate the true effects, and more direct measures of unobserved heterogeneity should also be considered in these analyses.

    This text presents an international overview of the economic measures adopted to reduce the serious economic effects of the Sars-COV-2 pandemic in three countries: the USA, the United Kingdom and Spain. The analysis is based primarily on government documents that regulated economic policy measures. The various channels through which the health crisis affects the economy are analyzed. On the one hand, there are the supply factors: labor supply, labor productivity and the functioning of production chains. On the other hand, there are demand factors: household consumption, private investment and foreign trade. The third channel concerns the financial factors on demand variables and, mainly, on the degree of liquidity of financial and non-financial companies. The measures adopted in the three countries have as common characteristics the mobilization of large volumes of fiscal and financial resources, the adoption of a wide range of economic policy instruments and the use of sophisticated institutional arrangements in terms of targeting rules and mechanisms for operationalizing the measures adopted.

    According to the theory, there are reasons to assume that non-profit institutions (NPI) behave specifically, in the way that is significantly different from the behaviour typical for both for-profit and public service providers. We focus on the research question whether NPIs, in tough times of economic crisis. And such specific "under pressure" behaviour represents the key topic of this paper. Paper investigates NPIs' reactions to the distinctive changes of the economic environment in the 2008-2013 when Czech NPIs were relatively strongly affected by the crisis, although this affection probably haven't been as heavy as in some other European countries. Non-profit institutions (NPI) are characterized by their multi-source funding when payments from end-consumers are relatively low. The most reliable data sources are Annual National Accounts and the Satellite Account of NPIs, presenting macroeconomic data. In this article we focus on structure of NPI funding resources changes in tough times of economic crisis. The paper derives from the preliminary results of our extensive research project focused on the impact of public financing on the structure of resources and production of non-profit institutions. This project utilizes a quantitative representative questionnaire survey of non-profit institutions. In this article we focus on a specific area of public social services only. The proposed paper seeks to prove that existing data sources do not capture the real/complex structure of NPI funding resources and will identify the shortcomings of the macroeconomic data and their scope.

    Ukraine's post-conflict economy needs new opportunities to grow because it has not been able to rebuild itself economically. As we live in an era of globalization, it is crucial that national economies - especially Ukraine's - meet the demands of the international community. With its advantageous geo-economic position between the East and the West, its geographic centre within Europe, and its abundance of natural resources, Ukraine has every opportunity to become a truly vital component of the global economy. These days, the subject of Ukraine comes up frequently in conversations with a wide variety of people. Unfortunately, there isn’t a consensus on a single strategy for solving the goal-setting conundrum and a precise algorithm for achieving that goal. To date, there isn’t the single national recovery plan with legal status that other recovery actors can use as a tactical weapon. To develop a model of Ukraine's post-war economic recovery, to define the country's recovery goal, and to provide an answer to the question of how to get there, in this essay I have tried to examine the experience of other countries that have recovered economically from crises. The focus is on the study of the Visegrad Group and East Germany during the 1990s. I have attempted to organize the major inluences and theories that might be relevant to the study of Ukraine's restoration. Im Zeitalter der Globalisierung ist es von entscheidender Bedeutung, dass die Volkswirtschaften, insbesondere die der Ukraine, den Anforderungen der internationalen Gemeinschaft gerecht werden. Mit ihrer vorteilhaften geoökonomischen Lage zwischen Ost und West, ihrem geografischen Zentrum in Europa und ihrem Reichtum an natürlichen Ressourcen hat die Ukraine alle Chancen, ein wirklich wichtiger Teil der Weltwirtschaft zu werden. Das Thema Ukraine kommt heute in Gesprächen mit den unterschiedlichsten Menschen immer wieder zur Sprache. Leider gibt es keinen Konsens über eine einheitliche Strategie zur Lösung des Zielproblems und über einen genauen Algorithmus zur Erreichung dieses Ziels. Bisher gibt es keinen einzigen nationalen Sanierungsplan mit Rechtsstatus, den andere Sanierungsakteure als taktische Waffe einsetzen könnten. Um ein Modell für die wirtschaftliche Erholung der Ukraine nach dem Krieg zu entwickeln, das Erholungsziel des Landes zu definieren und eine Antwort auf die Frage zu geben, wie man dorthin gelangt, habe ich in diesem Aufsatz versucht, die Erfahrungen anderer Länder zu untersuchen, die sich wirtschaftlich von Krisen erholt haben. Der Schwerpunkt liegt auf der Untersuchung der Visegrád-Gruppe und Ostdeutschlands in den 1990er Jahren. Ich habe versucht, die wichtigsten Einflüsse und Theorien zu ordnen, die für die Untersuchung der Erholung der Ukraine relevant sein könnten.
