    Abstract: Disaster risk and losses have been steadily rising in the past decades, highlighting the need to learn from past events. Only a better understanding of the fundamental causes of natural disasters and its impacts on societies can lead to an effective prevention and reduction of disaster risk. In this context, disaster forensics focuses on the analysis and interaction of risk factors (i.e. hazard, exposure, vulnerability and coping capacity) and the identification of underlying risk drivers, in order to tackle them through dedicated action. Results from forensic analysis are twofold: On the one hand, context-specific knowledge to decide on appropriate and evidence-based Disaster Risk Reduction (DRR) measures to mitigate current risk and prevent future one. On the other hand, more generalizable knowledge and evidence on how disaster risk is generated and on the effectiveness of applied DRR measures.     Building resilience to disasters continues to pose challenges for developing countries. Historically, small island developing states (SIDS) bordering the Pacific Ocean have suffered from multiple hazards, such as earthquakes, coastal erosion, floods, and cyclones. Population increase, uneven progress in socioeconomic development, and the ongoing environmental degradation, including climate change, have exaggerated their vulnerability to disasters. At the same time, the recent COVID-19 global pandemic has shown that the small, remote, and less-diversified economies of SIDS are particularly prone to additional external shocks. Events such as COVID-19, in combination with disasters resulting from natural hazards, pose additional challenges for resource-constrained economies' recovery. However, the existing literature has rarely evaluated such interactions. This study hence provides initial insights into the interaction of alternative DRM policies in the presence of additional demandside constraints, which we evaluated through the recently developed binary constrained disaster (BinD) model. Our results indicate that a targeted increase of government spending in times of crisis could be beneficial for the economic recovery of Fiji. However, short-term trade-offs emerged with respect to financing options. Debt-financed recovery allows a faster and less painful recovery but requires quick and preferential access to foreign borrowing. Tax-financed recovery can compensate for short-term foreign borrowing needs but comes at the cost of more detrimental impacts on the GDP and private sector consumption.

    This study examines factors that affect disaster evacuees' usage of different media in a multi-channel media environment, which means that people can receive similar content from multiple media channels. Using the 2016 Kumamoto Earthquake in Japan as the case study, we find that that multi-channel information dissemination is indeed an effective means to provide information to disaster evacuees. Specifically, it is found that traditional broadcast media and Internet media can complement each other rather than displacing. In addition, Internet media such as online TV, video streaming websites and Internet radio are effective alternatives to traditional broadcast media for providing official information to victims in severely damaged areas, which broadcast media might not be available.

    2015 was a watershed year for addressing global challenges. Under the umbrella of the United Nations, the 2030 Agenda for Sustainable Development, the Paris Agreement on Climate Change and the Sendai Framework for Disaster Risk Reduction were adopted. Six years after their adoption, implementation of these post-2015 agendas lags behind in many aspects, raising the need for exploring pathways that enhance their effective implementation. One way forward is working towards identifying and using synergies between them. The underlying policy fields of climate change adaptation, disaster risk reduction and sustainable development are linked through a common emphasis on reducing vulnerabilities. Operational and policy instruments are available to realize synergies at the implementation level. Nevertheless, a lack of institutional capacities, policy-making in silos instead of cross-sectoral coordination and insufficient funding are just some of the barriers hindering coherent policies in practice. This report introduces the concept of Sustainable Adaptation Pathways (SAPs) that can act as guidance when planning and implementing integrated policies that aim to foster sustainable adaptation measures. SAPs describe a coherent set of alternative adaptation strategies and procedures composed of measures and policies to strengthen the capacities of populations, institutions and ecosystems to adapt to climate-related risks over time while enhancing the social justice, environmental integrity and economic sustainability of socio-ecological systems. Case studies are used to illustrate specific aspects of applying the concept in practice. In addition, practical recommendations for implementing SAPs are derived, taking into account both enabling contextual factors and lock-in effects. 2015 war ein entscheidendes Jahr für die Bewältigung globaler Herausforderungen. Unter dem Dach der Vereinten Nationen wurden die 2030-Agenda für nachhaltige Entwicklung, das Pariser Klimaabkommen und das Sendai Rahmenwerk für Katastrophenvorsorge verabschiedet. Sechs Jahre nach ihrer Verabschiedung hinkt die Umsetzung dieser Post-2015-Agenden in vielen Aspekten hinterher. Ein Weg zur beschleunigten Umsetzung der Agenden liegt in der Identifizierung und Nutzung von Synergien zwischen diesen. Die zugrundeliegenden Politikfelder Anpassung an den Klimawandel, Katastrophenvorsorge und nachhaltige Entwicklung sind durch den gemeinsamen Fokus auf eine Reduzierung von Vulnerabilitäten miteinander verbunden. Um Synergien auf der Umsetzungsebene zu realisieren, stehen operative und politische Instrumente zur Verfügung. Dennoch sind fehlende institutionelle Kapazitäten, eine Politikgestaltung in Silos statt sektorübergreifender Koordination und eine unzureichende Finanzierung nur einige der Barrieren, die eine kohärente Politik in der Praxis behindern. In diesem Bericht wird das Konzept der nachhaltigen Anpassungspfade (Sustainable Adaptation Pathways, SAPs) vorgestellt, das bei der Planung und Umsetzung integrierter Politiken zur Förderung nachhaltiger Anpassungsmaßnahmen als Orientierungsrahmen dienen kann. SAPs beschreiben ein kohärentes Set von alternativen Anpassungsstrategien und -verfahren, die aus Maßnahmen und Politiken bestehen, um Kapazitäten der lokalen Bevölkerung, Institutionen und Ökosysteme stärken, um sich im Laufe der Zeit an klimabedingte Risiken anzupassen. Gleichzeitig zielen SAPs darauf ab, die soziale Gerechtigkeit, die ökologische Integrität und die wirtschaftliche Nachhaltigkeit sozio-ökologischer Systeme zu verbessern. Anhand von Fallstudien werden spezifische Aspekte der Anwendung des Konzepts in der Praxis veranschaulicht. Zudem werden praktische Empfehlungen zur Umsetzung von SAPs gegeben, wobei sowohl förderliche Kontextfaktoren als auch Lock-in-Effekte berücksichtigt werden.

    This study provides evidence of the institutional and financial arrangements used to provide financial support for loss and damage. It also analyses EU international cooperation and development funding, humanitarian aid (assistance, peace, and stability) and its relevance in addressing loss and damage associated with climate change impacts and provides an overview of EU's current levels of support to Article 8.4 cooperation activities. Finally, it identifies the gaps in the mapped financial and institutional arrangements, and analyses new innovative instruments mechanisms, and approaches that can provide developing countries financial resources to avert, minimize, and address loss and damage impacts.

    As the number and magnitude of climate-related disasters in the EU are increasing, the impact of these disasters on public finances also depends on the extent to which budgets and budget plans reflect fiscal risks from disasters. At the same time, as many of these disasters can no longer be considered exceptional events, dealing with the fiscal cost of disasters calls for an informed national disaster financing strategy, also as a way to enhance a country's climate fiscal resilience. This discussion paper presents a structured approach to Disaster Risk Financing (DRF) in the EU Member States and describes the key elements needed to better understand, plan for and manage the fiscal cost of disasters. The paper proposes a step-by-step approach to DRF, building on previous analysis on the main concepts and ways to reduce and limit the fiscal cost of disasters. Member States willing to develop a national approach to disaster risk financing can act under four pillars to understand: (1) the fiscal impact of disasters, (2) private sector risk ownership, (3) public sector disaster risk management and (4) institutional arrangements. The Member States would be able to locate themselves in one stage of development of DRF: "essential", "intermediate" or "advanced", and then take action to limit the burden that disasters can put on public finances.
