    Skills and competences are frequently invoked by policy-makers in reference to labour market developments and education objectives. However, these concepts have different meanings across academic disciplines such as sociology, economics, and education. This paper proposes a unified conceptual framework for tasks, skills and competences. We start from the concept of task, as the smallest unit of work involved in an economic process. Skills are defined as the ability to perform tasks. Similar tasks are grouped into task domains, which are bundled by employers into jobs. Likewise, similar skills make up skill domains, while competence is the ability to master skills across domains. This framework has two major advantages. First, it provides distinct definitions of relevant concepts and the relations between them. Second, it bridges the socio-economic concepts of skills and tasks, which relate to the labour market, with the education and training literature, which focuses on skill and competence development as learning objectives. We also propose a way to measure the different concepts empirically.

    This paper investigates the role of cognitive skills in the return to higher education (HE) in Hungary. It makes use of linked Hungarian administrative data, which contains labor market and educational information of about 50 percent of the Hungarian population, for the period of 2003 and 2017 (Sebők 2019). The estimates are focused on the early carrier path of HE graduates who completed their National Assessment of Basic Competencies 10th class tests in 2008. The paper uses Mincertype regression modells with the test scores as the the proxy variables of cognitive skills.

    This working paper aims to critique the emergence of microcredentials in vocational education and training. It argues that considering microcredentials as a new tool to reorient higher or academic education overlooks the potential of vocational and professional education as well as its aim to equip learners with employability skills, in line with increasing labour market demands. The paper attempts to shed light on learning outcomes of credential holders, as visualised in four distinct scenarios developed. These scenarios are intended to show abstract representations of existing types of microcredentials and could be used to enable critical discussions and a dialogue about the purposes of microcredentials. The paper also provides recommendations for policy and practice targeted to specific stakeholder groups.
