    This open access book provides methodological devices and analytical frameworks for the study of societies in transformation. It explores a central paradox in the study of change: making sense of change requires long-term perspectives on societal transformations and on the different ways people experience social change, whereas the research carried out to study change is necessarily limited to a relatively short space of time. This volume offers a range of methodological responses to this challenge by paying attention to the complex entanglement of qualitative research and the metanarratives generally used to account for change. Each chapter is based on a concrete case study from different parts of the world and tackles a diversity of topics, analytical approaches, and data collection methods. The contributors’ innovative solutions provide valuable tools and techniques for all those interested in the study of change.

    European Union Strategy for the Adriatic and Ionian Region (EUSAIR) represents a long-term strategic policy framework to promote socio-economic growth and tighter relations between European Union member countries and countries in the Western Balkan region. Of the four European Union Strategies in place, EUSAIR is potentially the most challenging, with significant degrees of diversity among the four EU and four non-EU member partner countries. This is often revealed by their differences in administrative capacity, governance and economic development. National multi-level governance structures supporting EUSAIR contribute to the Strategy’s national-level implementation. Enhancing the national multi-level governance practices applied to EUSAIR by participating countries could further build the Strategy’s ability to contribute to national and macro-regional growth, development and environmental sustainability. This paper explores how questions of ownership, funding, strategic synergies, institutional coordination mechanisms, resource capacities and constraints, and stakeholder engagement affect EUSAIR implementation, and offers a series of recommendations for action.

    In response to rising inequality following decades of trade liberalization, many countries are adopting trade restrictions. Can temporary trade restrictions have long-lasting effects on the spatial distribution of employment and resource allocation? To analyze this, this paper exploits the civil war in Cote d'Ivoire (2002-07), which disrupted access to the world market for two neighboring landlocked countries: Mali and Burkina Faso. The Ivorian war forced rerouting of trade from the Abidjan route to non-Abidjan routes. This paper builds a general equilibrium model where a subsistence-based autarkic hinterland coexists with an integrated segment, and there are two alternative routes to international markets. A trade shock to one route affects resource allocation in both routes by shifting the spatial margins of market integration and sectoral specialization. The effects are heterogeneous, depending on the pre-war market access of a location. The empirical analysis takes advantage of panel data and estimates the effects on structural change in employment on the non-Abidjan route using a triple difference design with location fixed effects. The areas that remain in autarkic equilibrium before and after the trade shock provide plausible estimates of the changes arising from long-term factors unrelated to the trade shock. The estimates show that the temporary trade shock created divergence between the Abidjan and non-Abidjan routes, with accelerated structural change in favor of manufacturing and services employment in the non-Abidjan route. This paper finds evidence of persistence in the effects through higher sunk investment in built-up density, agglomeration through concentration of skilled labor and greater public investment in complementary inputs such as electricity infrastructure (measured by nightlights density)

    The article explores regional policy issues at the nexus of economic geography and the recent academic literature on the political economy of digitalization. The objective is to blend these two areas of research to derive a first set of preliminary policy implications for so called "Smart Region" strategies. First, we document and analyze the finding that digitalization and, more generally, technological progress based on information and communication technologies represents a risk rather than an opportunity for many regions. Against the backdrop of the role of human capital accumulation in this process, "Smart Region" strategies should re-focus their attention on the settlement and development of "digitally competent" human capital. Second, we summarize key findings from studies that deal with the capitalist accumulation regime emerging in the course of digital change. This regime, often referred to as "platform capitalism" or "surveillance capitalism", appears to be antagonistic what is considered an integral and functional regional economy. Against this background, regions should meet calls for a rapid integration into this regime with a good deal of skepticism. Similarly, they should be careful not to embrace "smart" initiatives overhasty. Instead, they should develop their own definition of digital literacy and consciously incorporate alternatives to platform capitalism in their digital strategies. Attracting digitally competent human capital can support such an approach, especially if the respective initiatives are directed towards the public, educational and non-profit sectors. Der Artikel untersucht regionalpolitische Fragen an der Schnittstelle von Wirtschaftsgeographie und neuerer wissenschaftlicher Literatur zur politischen Ökonomie der Digitalisierung. Ziel ist es, diese beiden Forschungsbereiche miteinander zu verbinden, um eine erste Reihe vorläufiger politischer Implikationen für so genannte "Smart Region"-Strategien abzuleiten. Zunächst dokumentieren und analysieren wir die Feststellung, dass die Digitalisierung und ganz allgemein der technologische Fortschritt auf der Grundlage der Informations- und Kommunikationstechnologien für viele Regionen eher ein Risiko als eine Chance darstellt. Vor dem Hintergrund der Rolle der Akkumulation von Humankapital in diesem Prozess sollten "Smart Region"-Strategien ihre Aufmerksamkeit wieder auf die Ansiedlung und Entwicklung von "digital kompetentem" Humankapital richten. Zweitens fassen wir zentrale Ergebnisse von Studien zusammen, die sich mit dem kapitalistischen Akkumulationsregime befassen, das im Zuge des digitalen Wandels entsteht. Dieses Regime, das oft als "Plattformkapitalismus" oder "Überwachungskapitalismus" bezeichnet wird, scheint dem entgegenzustehen, was als eine integrale und funktionale regionale Wirtschaft angesehen wird. Vor diesem Hintergrund sollten die Regionen Forderungen nach einer raschen Integration in dieses Regime mit viel Skepsis begegnen. Ebenso sollten sie sich davor hüten, "kluge" Initiativen voreilig zu ergreifen. Stattdessen sollten sie ihre eigene Definition von digitaler Kompetenz entwickeln und bewusst Alternativen zum Plattformkapitalismus in ihre digitalen Strategien einbeziehen. Die Gewinnung von digital kompetentem Humankapital kann einen solchen Ansatz unterstützen, insbesondere wenn die jeweiligen Initiativen auf den öffentlichen, den Bildungs- und den gemeinnützigen Sektor ausgerichtet sind.

    A student of regional development can identify two general types of explanations for why some regions develop as they do. The first explanation relates to the emergence of innovative activities carried out by pioneering entrepreneurs that may transform the society and economy. In literature, this is referred to as impressive stories of renewal and change, where regions have changed from old and heavily industrialized regions to modern high tech poles, examples being Teesside in Northeast of England and the Öresund Region in Denmark and Sweden. The other type of explanation is related to path dependency, where present developments build on past decisions and activities. In apparent contrast to the first explanation, path dependency is often seen as negative constraints for future development where some regions continue to develop along established regional trajectories and ultimately result in lock-ins. In this perspective, regions may be caught in destructive path dependency processes and only by breaking free from their constraining past they can change their declining path. This type of regional development process is thus practically "entrepreneurless". This paper challenges the general way of dichotomizing between entrepreneurship and path dependency as two opposing concepts. Rather, we posit that these concepts are related to each other and we argue that such a view can provide a better understanding of regional development processes. An important building block for our theoretical discussion is the idea that even such disruptive activities as revolutions are never really discontinuous as informal constraints are imbedded in societies. Thus, entrepreneurs can create new regional paths, but they are also to some extent related to existing patterns and behavior in the region. Against this background, the aim of the paper is to build a conceptual framework with several propositions that discusses the relationship between path dependency and entrepreneurship in a regional context, focusing in particular on their complementary nature. The conceptual framework proposed in this paper suggests that entrepreneurs can "stand on the shoulders of giants" by using prior knowledge embedded in the regional infrastructure to identify new opportunities which then can be outside of the established regional trajectories.

    In response to rising inequality following decades of trade liberalization, many countries are adopting trade restrictions. Can temporary trade restrictions have long-lasting effects on the spatial distribution of employment and resource allocation? To analyze this, this paper exploits the civil war in Cote d'Ivoire (2002-07), which disrupted access to the world market for two neighboring landlocked countries: Mali and Burkina Faso. The Ivorian war forced rerouting of trade from the Abidjan route to non-Abidjan routes. This paper builds a general equilibrium model where a subsistence-based autarkic hinterland coexists with an integrated segment, and there are two alternative routes to international markets. A trade shock to one route affects resource allocation in both routes by shifting the spatial margins of market integration and sectoral specialization. The effects are heterogeneous, depending on the pre-war market access of a location. The empirical analysis takes advantage of panel data and estimates the effects on structural change in employment on the non-Abidjan route using a triple difference design with location fixed effects. The areas that remain in autarkic equilibrium before and after the trade shock provide plausible estimates of the changes arising from long-term factors unrelated to the trade shock. The estimates show that the temporary trade shock created divergence between the Abidjan and non-Abidjan routes, with accelerated structural change in favor of manufacturing and services employment in the non-Abidjan route. This paper finds evidence of persistence in the effects through higher sunk investment in built-up density, agglomeration through concentration of skilled labor and greater public investment in complementary inputs such as electricity infrastructure (measured by nightlights density)

    This paper studies the effects of hosting Olympic Games on the regional economy in the short- and long-run. For identification, runners-up in the Olympic bidding process are used to construct the counterfactual for Olympic host regions. In the short-run, hosting Summer Olympics boosts regional GDP per capita by about 3 to 4 percentage points relative to the national level in the year of the event and the year before. There is also evidence for positive long-run effects, but results on the latter are not statistically robust. In contrast, Winter Olympics do not have a positive impact on host regions. If anything, they lead to a temporal decline in regional GDP per capita in the years around the event.

    European Union Strategy for the Adriatic and Ionian Region (EUSAIR) represents a long-term strategic policy framework to promote socio-economic growth and tighter relations between European Union member countries and countries in the Western Balkan region. Of the four European Union Strategies in place, EUSAIR is potentially the most challenging, with significant degrees of diversity among the four EU and four non-EU member partner countries. This is often revealed by their differences in administrative capacity, governance and economic development. National multi-level governance structures supporting EUSAIR contribute to the Strategy’s national-level implementation. Enhancing the national multi-level governance practices applied to EUSAIR by participating countries could further build the Strategy’s ability to contribute to national and macro-regional growth, development and environmental sustainability. This paper explores how questions of ownership, funding, strategic synergies, institutional coordination mechanisms, resource capacities and constraints, and stakeholder engagement affect EUSAIR implementation, and offers a series of recommendations for action.

    This paper develops a simple method to consistently break down world input-output tables to regional input-output tables. They are used to estimate Cohesion Policy-induced demand spillovers in the EU, covering the years 2007-2018. Results indicate that Cohesion spillovers from less developed regions to other regions exceed 40% of their initial EU support in some cases. In addition, spillovers from the more developed regions are equivalent to 24% of their initial EU support. This shows that the existing trade and investment linkages across the EU regions are strong and not only run from less developed to more developed regions but also vice versa. Our results are good news for the net paying regions in the EU. Taking into account capacity growth effects, Cohesion Policy spillovers might well be a multiple of the pure demand spillovers estimated in this paper. Thus, for net paying regions, Cohesion Policy is not only an act of European solidarity but also a rational long-run economic growth policy.

    In this paper, we analyze the impact of transportation infrastructure quantity and quality on regional economic production. We exploit an extensive panel dataset on the German county level (N=401), expressing the capital value and condition of highways between 2007 and 2016, to estimate a spatially extended translog production function. The spatial specification uses SLX and SDEM models, with various linear and nonlinear variants estimated using FGLS and GMM estimators accounting for endogeneity. We find, in line with existing research, a positive impact of the quantity of transport infrastructure both locally and supra-regionally. We furthermore provide evidence for the claim that insufficient maintenance and low infrastructure conditions significantly slow economic growth through a negative correlation between GDP and the quality grade of highways. A more detailed analysis, distinguishing different types of highways and constructions, confirms these findings and underlines the importance of the Bundesstraßen network as compared to the Autobahn system. The estimated impact of the quality of bridges is rather ambiguous and requires further research to achieve a better understanding.

    Rapid ICT development in recent decades has attracted substantial consideration from academia. Moreover, many studies suggest the advancement of mobile technology has the substantial effect on development, especially in developing countries. Despite the massive adoption of mobile communication, there is a sparse study on emerging economy. Furthermore, Indonesia as a coastal nation has diverse social and geographical state, which affected the different impact of mobile adoption on the regional economy. In this study, we address the question on the mobile impact of the economy of 34 provinces in Indonesia by exploiting panel data for the 2009-2017 period with fixed effect model. Finding from our study present evidence the mobile adoption has positive relationships with economic growth especially in low-income per capita region. Moreover, we also found province with higher growth has benefited from more extended education level. Another interesting evidence suggests province with lower economic growth experienced higher income per capita. The government, business and society should consider the finding, especially on ICT development at the regional level.
