    "This collection brings together a variety of anthropological, historical and sociological case studies from Central Asia and the Caucasus to examine the concept of translocality. The chapters scrutinize the capacity of translocality to describe, in new ways, the multiple mobilities, exchange practices and globalizing processes that link places, people and institutions in Central Asia and the Caucasus with others in Russia, China and the United Arab Emirates. Illuminating translocality as a productive concept for studying cross‐regional connectivities and networks, this volume is an important contribution to a lively field of academic discourse. Following new directions in Area Studies, the chapters aim to overcome ‘territorial containers’ such as the nation‐state or local community, and instead emphasize the significance of processes of translation and negotiation for understanding how meaningful localities emerge beyond conventional boundaries.

    Structured by the four themes ‘crossing boundaries’, ‘travelling ideas’, ‘social and economic movements’ and ‘pious endeavours’, this volume proposes three conceptual approaches to translocality: firstly, to trace how it is embodied, narrated, virtualized or institutionalized within or in reference to physical or imagined localities; secondly, to understand locality as a relational concept rather than a geographically bounded unit; and thirdly, to consider cross‐border traders, travelling students, business people and refugees as examples of non-elite mobilities that provide alternative ways to think about what ‘global’ means today.

    Mobilities, Boundaries, and Travelling Ideas will be of interest to students and scholars of the anthropology, history and sociology of Central Asia and the Caucasus, as well as for those interested in new approaches to Area Studies."

    How does ideology function during periods of political and economic turmoil? This book, based on long-term ethnographic research in a destitute former mining town in Kyrgyzstan, testifies to the precariousness of life in the former Soviet republics in the decades after the collapse of the USSR. It follows inhabitants as they make sense of a radically changing world and as they try to imbue their lives with relevance and direction, while concentrating in depth on their engagement with a range of religious ideas and other ideological currents, including scientific atheism, evangelical Christianity, Sunni Islamic revivalism, and traditional shamanistic beliefs. By examining such a broad variety of belief systems and how they manifest themselves in daily life, the author provides new insights into how ideology works (or fails to work) and how cultural and religious convictions are collectively produced and shaped.

    Universal social protection (USP) is becoming high priority in many developing countries’ agendas. However, information on what has worked well – and not so well – is limited. This study reviews a wide range of recent country experiences with universal health coverage (UHC) financing and implementation in order to draw lessons and help governments elaborate policies for USP and the extension of social protection. It looks at different pathways and delivery and financing challenges to universalism in health coverage and takes a close look at equity issues. It concludes with some key takeaways from UHC implementation and its implications for USP. One important message of this study is that while the UHC experience cannot be mechanically transposed to the USP agenda, a number of lessons can be drawn. Moreover, the benefits in terms of coverage and equity of better integrating USP and UHC appear tremendous.

    Zusammenfassung: Russia's war against Ukraine and the geopolitical shifts on the Eurasian continent have brought Central Asia back into the focus of Germany and the EU. Germany's strategic regional partnership with Central Asia, which was announced last autumn, offers promising potential for cooperation. However, deepening sectoral cooperation is associated with challenges that require a realistic assessment of the individual areas of engagement. Precise context analyses are essential to avoid misperceptions and false expectations. Germany's involvement should be long-term and primarily aim to strengthen the crisis resilience of the Central Asian countries. A key pre­requisite for this is support for intra-regional cooperation, particularly in logistics, electricity infrastructure and water management.r more pragmatism in climate diplomacy and policy instruments. Moreover, to keep pace with competitors, policymakers should adopt a proactive approach to CCS vis-à-vis technology and industry

    Due to the geographical location of the Central Asian countries and Kyrgyzstan, which do not have direct access to the sea, there is a dependence on the transport route via Kazakhstan, Russia, and Belarus to trade goods with the European market. The Chinese BRI project would offer an alternative for Central Asian countries to connect economically with European, Middle Eastern and West Asian countries. However, turning away from Russia and toward China holds potential for conflict. Therefore, the main objective of this article is to analyze the BRI projects in Central Asia and predict how realistic it is to implement them without the "permission" of the Russian Federation. In doing so, it takes a closer look at the strategic interest for China in Central Asia and how the BRI project in Kyrgyzstan is performing. The SWOT analysis points to a win-win situation, which, however, comes with a warning to be cautious. Particular attention should be paid to financial dependence on China, which could be due to a debt trap.

    Despite the growth of alcohol consumption and international migration in many developing countries, the links between the two remain underexplored. We study the relationship between emigration of household members, receiving remittances (migrant monetary transfers), and alcohol consumption of migrant household members staying behind in Kyrgyzstan, a poor post-socialist country that has recently witnessed both large-scale emigration and a rise in alcohol-related health problems. Using a large longitudinal survey, we find that, among the ethnic majority (Kyrgyz), an increase in migrant remittances is associated with a higher likelihood and frequency of consuming alcohol, as well as an increase in the consumption of beer. Among ethnic Russians, the emigration of family members who do not send remittances back home is associated with an increased likelihood and frequency of alcohol consumption. We discuss possible mechanisms through which emigration and remittances may affect the alcohol consumption of those staying behind, including the relaxation of budget constraints and psychological distress. Overall, our findings suggest that the emigration of household members contribute to a greater alcohol consumption among those staying behind, and highlight the role of remittances and cultural background in understanding the nuances in this relationship.

    Universal social protection (USP) is becoming high priority in many developing countries’ agendas. However, information on what has worked well – and not so well – is limited. This study reviews a wide range of recent country experiences with universal health coverage (UHC) financing and implementation in order to draw lessons and help governments elaborate policies for USP and the extension of social protection. It looks at different pathways and delivery and financing challenges to universalism in health coverage and takes a close look at equity issues. It concludes with some key takeaways from UHC implementation and its implications for USP. One important message of this study is that while the UHC experience cannot be mechanically transposed to the USP agenda, a number of lessons can be drawn. Moreover, the benefits in terms of coverage and equity of better integrating USP and UHC appear tremendous.

    This study analyses the relationship between non-tariff measures (NTMs) applicable in the agricultural sector of Kazakhstan and Kyrgyzstan and the sustainable development goals (SDGs). Kazakhstan and Kyrgyzstan, as newer members of the Eurasian Economic Union (EAEU), first established by Belarus, Kazakhstan and the Russian Federation in 2010, have the intention of eliminating intra-block barriers in the trade of goods, services, capital and labour. Elimination of barriers, as envisaged by the EAEU Treaty, specifically includes non-tariff regulation. However, the scope of non-tariff regulation, as defined in the Treaty, only includes traditional commercial instruments, such as licencing and quotas. Other regulations which are considered as NTMs by WTO, UNCTAD and other international organizations, such as sanitary and phytosanitary measures and technical barriers to trade, are addressed by other chapters in the Treaty and are not subject to elimination. As such, there is sometimes confusion in discussions about NTMs within the scope of the EAEU due to such varying definitions. Many NTMs (in broader sense) in Kazakhstan and Kyrgyzstan are found to have legitimate and necessary objectives, such as protection of human, animal and plant health or, protection of the environment. At the same time, there seems to have been instances in the region of NTMs being overtly used with a protectionist intent. The bulk of the measures examined affecting agricultural trade, however, showed that the most frequent NTMs might be addressing health-related Sustainable Development Goals. Data on NTMs remain incomplete in many countries of the region. This is evident by the varying level of completeness of measures notified by EAEU member States to the WTO that are based on ratified EAEU regulations. As such, further efforts are needed to increase transparency in this area to ensure the measures do not create unnecessary barriers to trade and sustainable development.
